Arnold Kee has always pushed his two sons to do well in school. Then, an email he received from their high school last year alarmed him. It alerted parents about high levels of lead found in the water. “Fortunately, they've both done well, but it's the type of thing that makes you wonder would they have performed even better had they not been exposed to whatever lead was in the system,” Kee says. According to the Environmental Protection Agency (EPA), even low levels of lead can cause behavior and learning problems, including lower IQ scores. The school replaced water fountains and installed filters at the school designed to reduce lead. “What I like is the idea of the school being proactive and trying to address it, but then also the city itself trying to address it, because I do think it takes more than the just the city to be on top of what's happening,” Kee says. Washington, D.C. law now requires filters to be put on water fountains at schools, daycares and even at parks. However, D.C.’s efforts are the exception. An alarming report by Environment America found most schools are not doing enough to protect students from drinking water contaminated with lead. “We see pervasive contamination of drinking water at schools and pre-schools across the country,” says John Rumpler, co-author of the report.The report looked at states across the country and found most received failing grades. Millions of children are being exposed to lead from contaminated pipes and drinking fountains. “If your kid’s school was built before 2014, chances are the pipes, the plumbing, the fountains, the faucets have significant amounts of lead in them and those faucets and fountains should be replaced and filters should be put on,” Rumpler says.Rumpler urges parents to pressure their schools and lawmakers to make those changes. For more than 40 years, The Guardian Angels have been putting their lives on the line to protect citizens. The group, which is made up of volunteers, don't get paid and don't carry weapons. Advocates of the group say they have made a big difference in public safety. But the group is having trouble attracting new members, and it's losing its headquarters in Colorado. It’s Saturday evening on one of Denver’s most dangerous streets, when the calls of concerns start coming in. “We got a report from a passerby about an individual shooting over here,” said Robi Salo, commander of the Colorado Guardian Angels. The word "shooting" refers to drug use, and that's exactly what Salo and his team found when they arrived to the scene. They approached young man, sitting in a parking lot with a needle in his hand. “We aren’t going to bust your b***s or nothing,” Salo says. “If you’re going to shoot, you’re going to shoot.”The young man decides, at least while the Guardian Angels are around, not to inject himself with drugs. Salo chalks it up a small win. Back in the day, the Guardian Angels had a reputation of being a Robin Hood, while robbing drug dealers and donating that money to local shelters. The group started out protecting New York City subway riders in the late 1970’s. The Colorado Guardian Angel chapter opened in Denver in 1993. Twenty-six years later, their numbers are dropping, their members are getting older and they’re losing their headquarters.“The numbers have dwindled over the years,” Salo says of the Colorado Guardian Angels. “Instead of having 100 active, we have 25 maybe on the deep list; probably about 12 that are heavily active. And we’re aging. I’m 55 we have members that are as old as 70.”Salo says while there are more Guardian Angels chapters across the country, the number of active members has stayed the same at around 3,000 since the mid-1990’s. The angels are aging out, but there is hope to replace them. “I’m kind of, right now, a rookie; fresh meat,” said Zane Salazar, who at 16 years old is following his father’s footsteps in becoming a Guardian Angel. “We want to show the community that we’re out there, show the community that we care, and I think people will come along if they see that.”We reached out to several national and local law enforcement agencies for their take on the Guardian Angels. None of them wanted comment, but police departments typically don't encourage citizens to take the law into their own hands. Food is a basic necessity, but getting access to that food, doesn’t always come easy. “I have been using SNAP off and on for about 13 years,” SNAP recipient Andrea said. Andrea is on food stamps. SNAP – the government’s “Supplemental Nutrition Assistance Program” – is the country’s largest nutrition assistance program. “I did not have any family to support me, I had lost my job, and I had a child with a lot of health needs. So I was in a place of needing to provide food for my family,” Andrea said. At one point in her life, Andrea says she was budgeting a week for groceries. It wasn’t enough to support her whole family. “I had this moment where I just kind of sat on the kitchen floor and realized that I could allow myself to go hungry, but I couldn’t let my kids. And it had reached the point that I was afraid that was going to happen,” Andrea said. So, she applied for SNAP once again. Andrea is one of nearly 40 million Americans currently using the program.“It provides individuals and families who have lower income with access to food benefits on a monthly basis. It’s transferred on an electronic benefit card, that can be used just like a debit card at a grocery store,” said Karla Maraccini, the Division Director of Food and Energy Assistance Programs at Colorado Department of Human Services. The Colorado Department of Human Services is preparing for a change to the SNAP program, expected to go into effect April first. “A proposed rule was finalized regarding requirements for able-bodied adults without dependents. These are adults that are age 18 to 49 who do not have a dependent child in their care under the age of 18,” said Katherine Smith, the Division Director of the Employment of Benefits Division. Under current rules, able-bodied adults can only receive three months of SNAP benefits in a three-year period if they work less than 20 hours a week. However, there has been an exception to that rule. “Based on unemployment rates and other economic factors, states have been able to get waivers so that those able-bodied adults without dependents did not have to meet those work requirements,” Smith said. The administration’s change will make it more difficult to get approval for that waiver. The Agriculture Department estimates it would cut benefits for roughly 688,000 SNAP recipients, which in turn would save the federal government around .5 billion over five years.On Twitter, Secretary of Agriculture Sonny Perdue explained why he thinks the country will benefit from the change. He tweeted “the USDA’s rule lays the groundwork for the expectation that work capable Americans re-enter the workforce, where there are currently more job openings than people to fill them.” Secretary Perdue says the program was intended to provide assistance through difficult times, not as a way of life. Andrea argues the situation is isn’t so simple. “If you aren’t eating enough, then you can’t be healthy enough to even work,” Andrea said. She says SNAP is already a work-support tool that ensures families access to nutritious foods so they can focus their energy on supporting their family. Since she has children, she won’t personally be impacted by the SNAP change, but she knows quite a few people who will be. “I think that you should know that there’s a very good chance that you might know somebody.”  3364
