BEIJING, Dec. 29 (Xinhua) - Offenders of China's new regulations on waste electronic equipment could face fines up to 500,000 yuan (75,450 U.S. dollar), after it becomes effective on Saturday.The regulations could be regarded as the country's latest effort to promote comprehensive utilization of resources and environmentally friendly economy, Wan Bentai, chief engineer of the Ministry of Environmental Protection, said Tuesday.The ministry has introduced a set of supplementary guidelines for the implementation, which, for example, specify rules and procedures regarding issues including recyclers' qualification and governmental subsidies to e-waste recycling initiatives, Wan said.Recyclers which engage in e-waste recycling business without certificates could face fines ranging from 50,000 yuan to 500,000 yuan, according to the regulation.Wan estimated that nearly 30 million units of televisions, refrigerators, washing machines, air conditioners and computers were discarded in China each year.Those e-wastes, sometimes simply burned or soaked in strong acid, had severely polluted the environment in many locations in the past, said Wan.He believed that the new regulation made "remarkable progress" in environmental protection by extending manufacturers' responsibility into the post-use recycling of their products.

The two countries have far more common interests than disagreements, dialogue and cooperation is always the defining feature of this relationship, he added.Zhang said China and the United States have different domestic environment, social systems as well as historic and cultural identities. They are also at different stages of development. It is normal for the two sides to have different views and even divisions in certain issues.What is important is to take into account and respect each other's core interests and major concerns, and resolve differences through dialogue and negotiations, he saidAmid deepened globalization with more pressing global challenges,Zhang said, China-U.S. ties needed to be viewed in a new perspective. BEIJING, Jan. 4 (Xinhua) -- Remote villages across Yongning County of northwest China's Ningxia Hui Autonomous Region have been connected to a safe water supply thanks to a newly-completed water project.The project, launched in August 2010 and concluded on Nov. 27, has ensured that 100,000 people in 44 villages of Yongning will have access to safe water for drinking.People in the county had long suffered from a severe shortage of safe water because the area's surface water contained excessive amounts of fluorin and iron.The project was initiated after local authorities increased their efforts to provide safe drinking water after Chinese President Hu Jintao visited the region.During an inspection to a well-drilling site at Yuanlin Village of southern Yongning on March 23, 2010, President Hu stressed that efforts be made to ensure more people have access to safe water supplies.

  

BEIJING, Nov. 18 (Xinhua) -- China Thursday expressed the hope that the pricing difference on natural gas imported from Russia would be narrowed through joint efforts from both sides.Gu Jun, deputy director-general of the National Energy Administration's international department, made the remarks at a news briefing on Premier Wen Jiabao's upcoming visit to Russia and Tajikistan.Though companies from both sides had made many efforts in this regard, a certain difference still existed in the pricing of natural gas imported from Russia, Gu said, calling for additional sincerity to be demonstrated on the pricing talks by the two sides.Talks on this issue will be also a part of Chinese Vice Premier Wang Qishan's upcoming visit to Russia, she said.In 2009, Russia inked a framework agreement with China on annually supplying at most 70 billion cubic meters of natural gas to China, but they still did not reach an agreement on the supplying price.Chinese Premier Wen Jiabao will pay official visits to Russia and Tajikistan from Nov. 22 to 25 at the invitation of Russian Prime Minister Vladimir Putin and Tajikistan Prime Minister Akil Akilov.During the visits, Premier Wen Jiabao will attend the 15th Chinese-Russian prime ministers meeting and the ninth prime ministers meeting of the Shanghai Cooperation Organization.
