SAN DIEGO, Calif. (KGTV) -- San Diegans have a new opportunity to go back to school without fear of being saddled with student loan debt.The San Diego Workforce Partnership and U.C. San Diego Extension are teaming up to create what's called an income share agreement. Here's how it works:People complete a roughly yearlong certificate program in digital marketing, business intelligence, front-end web design or java programming at UCSD Extension. The fund will front the student's entire tuition, plus support services to total about ,500. Grads only make payments on it if they have a job that pays at least ,000 a year. "Once you get a foothold in some of these jobs, your salary potential grows even faster," said Andy Hall, chief operating officer of the San Diego Workforce Partnership. Grads would be billed 6 to 8 percent of their pre-tax salary per month, but they'd never pay more than ,500. Plus, all payments top after three to five years. SAN DIEGO, Calif. (KGTV) - An open letter to the World Health Organization titled “It is Time to Address Airborne Transmission of COVID-19” is signed by 239 scientists from 32 different countries and highlights the importance of acknowledging and protecting the public against the possibility that coronavirus can be spread through the air. One San Diego scientist who signed is from the UCSD Scripps Institution of Oceanography, Doctor Kim Prather.The idea shared is that COVID-19 can be spread from aerosols, which are particles that float in the air rather than dropping to the ground like a droplet. An infected person breathes out aerosols that are suspended in the air, then another person walks through that air and breathes it in.It’s no secret that heath officials have discussed the importance of good airflow to stop the spread, but this paper says leaders like the WHO are not recognizing the possibility that it is airborne and the “lack of clear recommendations on the control measures against the airborne virus will have significant consequences: people may think that they are fully protected by adhering to the current recommendations, but in fact, additional airborne interventions are needed for further reduction of infection risk.”Researchers say wearing masks and social distancing are important steps to stopping the spread, but want to also emphasize that other steps need to be taken to stop the spread through the air. SAN DIEGO (KGTV) --Three hours after returning from his deployment, Navy Lt. Eric Turner went to Seaworld. Not for the same reason as most visitors though - he was there to surprise his wife. Beckie Turner is a trainer. Hundreds of people pack in to see the "Dolphin Days" show at the park. Beckie does it every day, but Wednesday, September 13 there was something different going on backstage. "She's not expecting me, she thinks I'm on medical hold or something like that," her husband told 10News Reporter Bree Steffen.  "I hope she's not mad haha." Lt. Turner is back early from his 11-month deployment in the Middle East. The couple was reunited after he walked down the arena stairs, people cheering as Beckie got out of the water and embraced her husband. "It's nice to have him home," she said, tearing up. "Thank you all for being a part of it, it's really special." Eric and Beckie have four kids, have been married 10 years, and both of their parents served in the Navy.  1035

SAN DIEGO (KGTV)- San Diego State University held an inauguration for their new president. Dr. Adela de la Torre is the ninth president for SDSU but the first female president. She was appointed in 2018. During her speech she said, “I know I stand here as first woman to serve as permanent president to lead this university, but I recognize that I stand on the shoulders of women who have shaped the identity of SDSU from the very beginning”. Looking at the coming years, she says there is critical work that needs to be done. SAN FRANCISCO -- A massive fire broke out at a two-story commercial building in San Francisco Saturday night, according to KRON.The fire started inside the building and spread outward. The blaze took roughly 140 firefighters to extinguish.A total of eight people were displaced by the fire, but no one was injured.The cause of the fire is under investigation. 367
