"We're making arrangements and trying to recruit new volunteers to take those puppies until volunteer programs inside prisons can pick back up again," said Victoria Cavaliere with TLC. TLC's 8-week-old puppies started out in prisons where inmates train them before they went to helping those in need. "We teach incarcerated individuals who are in the program how to train dogs to become service dogs using only positive reinforcement."But since COVID-19, they had to switch gears. "We’re looking for someone who is just passionate about the mission and has the time to open up their homes to having a puppy in their home," allowing those like Swenningsen to take their place as trainers."I feel obligated to do my best and make sure Fiji gets the best he can to make it through the program and help a fellow veteran out."Veterans and those who have disabilities or other medical conditions relied on service animals, putting TLC's dogs in demand, even amid a pandemic."To take a dog from a little puppy and mold it into what you want it to be which is this amazing superhero for someone with a disability and help give them independence and get them out of their homes and be part of the world."TLC partnered with Guide Dogs of America and has been in service for 20 years. SAN DIEGO (KGTV) – Drug maker Moderna announced it had started the process of testing its COVID-19 vaccine on children ages 12 to 17. The company dosed the first adolescents Thursday.“I think all of us are interested in getting control of this pandemic, and I think one of the opportunities here is to be able to immunize children also,” said Dr. Stephen Spector. He leads Moderna’s Phase 3 clinical trial on adults at UC San Diego. “We’re interested in participating; we haven’t heard yet from the sponsor.”Spector is also a pediatrician and said generally, children tolerate viral vaccines better than adults. This study will answer many important questions.“Are there possible adverse effects in children that weren’t seen in adults, and will they be more severe?” he said.“The primary concerns now are whether or not the vaccine will be safe in children, and whether it will provide the same immune response in children as was seen in adults.”Spector said once those factors have been determined, the vaccine can likely be approved to be used on children.“Because we already know the vaccine works in adults, given the immune response will be a determinant of vaccine efficacy, you see that in children, then the vaccine can be approved for them as well,” he explained.Data released by Moderna showed the vaccine efficacy against COVID-19 was 94 percent in adult participants, and the company has requested emergency use authorization from the FDA.“I’m not going to minimize that there have been some side effects, but they’re usually short-lasting, maybe a day or two of three days at most,” he said. “The fact that the vaccine is over 90 percent effective really puts it in the same realm as measles, rubella, and other kinds of vaccines that have been tremendously successful in containing viral infections.”Moderna will split the participants into two separate groups, half getting the placebo and the other half getting two vaccine shots 28 days apart.The company hopes to enroll 3,000 young people in the study, with a goal of generating data in the spring of 2021 and potentially vaccinating kids shortly after, in time for the next school year.“At this point, there are convincing data that the vaccine works, the FDA will review that data next week, and the expectation is there will be an emergency use approval by the end of next week for the vaccine,” said Spector. 2389

SAN DIEGO (KGTV) — Drone footage recently captured a rare sighting of a blue whale off San Diego's coastline, as it swims right up to a small boat.Domenic Biagini, owner of Gone Whale Watching, says he's already starting to see blue whale sightings off San Diego's coastline this season. In one video he captured, a whale swims up to his boat to investigate before disappearing below the water's surface."This year is looking like much more of a normal year," Biagini said. "I think this is really going to shape up to be a really good blue whale season."He adds that an abundance of krill and pristine conditions are leading to the sightings. Blue whales generally follow where krill are swimming in coastal waters. If there's a high level of krill, the whales will typically spend the entire summer nearby.Blue whale sightings come in spurts, Biagini says, while grey whales are more reliable, making this season even more of a treat for whale watchers.And whale watching could be a safe alternative to sight-seeing this summer, according to Biagini. He says he's currently running private charters, so groups are limited to single household unit sizes and there's enough room for people to space out."These are the largest animals that have ever lived on our planet," Biagini said. SAN DIEGO (KGTV) - Fed up homeowners' associations are now turning to a local licensed private investigator for help with catching homeowners who are breaking HOA rules by renting out their homes on short-term vacation rental sites such as Airbnb, VRBO and Craigslist. “I admittedly watched a lot of Magnum, P. I. growing up,” jokes Nick Bradley of San Diego’s Bradley Investigative Services. In the last 6 months, Bradley has taken on a new field of investigative work. He and his associates are being hired by HOAs to investigate homeowners and tenants who are violating HOA bylaws and CC&Rs that prohibit turning units into short-term vacation rentals. Bradley gave 10News an exclusive interview about this new area of detective work. He declined to offer us specifics about how he executes his investigations into short-term rental violators. We ask, “Do you ever pose as a guest and do you do surveillance work?” Bradley replies, “No comment.” “My initial thought was [to laugh],” says San Diego attorney Dan Zimberoff. He represents homeowners and has previously represented HOAs. Zimberoff thinks it’s an extreme measure for HOAs to hire private investigators, but he understands why there’s so much passion over short-term rentals. “I think what makes this issue a little different [from others] is the dollars at stake, especially in San Diego. Some of these units can go for multiple hundreds of dollars a night or thousands of dollars. People care,” he adds. According to Airbnb, San Diego is the second ranking city in the state for Airbnb guests, after Los Angeles. Per Airbnb, in 2017 there were 537,000 guest arrivals in San Diego, generating 0 million in host income. “Right now, it’s too lucrative for [homeowners] to not do this,” says Bradley. The short-term rental fight in America’s finest city continues to be ugly. The city attorney has deemed short-term rentals illegal, per code. Meanwhile, the city council is delaying discussions over how to regulate them. Even so, certain HOAs have rules prohibiting them. The fines for violators can be astronomical. “It’s been ,000 per occurrence in some situations,” adds Bradley. If fines don’t work, court is another option. In 2012, The Mark condominium owners association filed a lawsuit against Thomas Stevens, a former condo owner, accusing him of violating the association’s policies about short-term rentals. He then had to pay out more than 0,000 after a judge ruled that he violated The Mark’s policies. Bradley can help gather the evidence that HOAs need to litigate. “When [HOAs] go to court, my documentation and reporting will basically count as expert witness testimony for our side,” he says. Zimberoff thinks it’s time for HOAs to consider allowing short-term rentals, but with reasonable and efficient regulations to curb nuisances, like excessive partying. “Instead of spending that energy trying to catch [a homeowner], let’s try to think of a long-term fix,” he adds.
