(KGTV) -- A beloved South Bay preschool director is being remembered as someone who always made others feel special.Aaron Partch was a co-director at Concordia Preschool in Chula Vista. He passed away September 15th.A virtual memorial for him was held Saturday.Like many other schools, Concordia closed in March during the pandemic. A couple months after the school closure, Partch was diagnosed with grade four glioblastoma. He had undergone brain surgery and was receiving treatment, including chemotherapy and radiation. In mid-September, Partch passed away suddenly from a heart attack.“God took our warrior up to heaven where he no doubt is singing and dancing with the angels,” his family wrote online.His co-workers said his energy will be missed.“He knows everybody by name. His greetings were always extremely cheerful, but sincere. When he asked you how your day was, he wanted to know,” said preschool teacher Meagan Lee, who worked with Partch for the last two years. “I think it’s really hard for all of us to walk down the halls and know he’s not going to be there with us.”Partch had been with Concordia Preschool for more than ten years. Nearby schools also remembered him.“If you knew him, you knew what a loss this is not just for Concordia, but for our community as well. Aaron was one of those people who lit up a room. He filled every moment with happiness and joy, and he was such a great leader to his students,” the Enrique Camarena PTA wrote on Facebook.Partch was 51 years old. (KGTV) - Loved ones are grieving the COVID-19 death of a South Bay great-grandfather, while his wife fights for her life on a ventilator.George Torres, 67, first started feeling sick in early November."He had a headache, diarrhea, and shortness of breath," said his daughter Rachel Cedillos.Cedillos says his symptoms got worse and in mid-November. George was taken to the ER, tested positive for COVID-19 and placed on a ventilator one day later.Several days later, his wife of 49 years, Alma came down with her own symptoms. By the end of the month, both of Cedillos' parents were on a ventilator.On December 3, George Torres, a grandfather of nine and a great-grandfather, passed away."Oddly enough, I felt panic. Didn't know what to do. All I could do was just cry," said a tearful Cedillos.Cedillos says her father was always joking and laughing, and made everyone feel comfortable."The friendliest man. The greatest man to talk to about anything ... He was silly almost all the time ... He loved, loved his grandchildren," said Cedillos.He worked as a part-time handyman and Lyft driver seven days a week. Cedillos isn't sure how her father contracted the virus, but says he was diligent about masks, for himself, and his passengers."If they refused, he would refuse to give them a ride," said Cedillos.As COVID-19 cases continue to grow, Cedillos makes this urgent appeal."Please, please be careful. Be responsible. Wear a mask," said Cedillos.As for Cedillo's mother, Cedillos says she's performed well on recent breathing tests, and is hopeful she'll recover. Alma does not yet know her husband has passed."It’s extremely painful knowing we have to tell her weren’t she wakes up," said Cedillos.George did not have any underlying conditions. CHULA VISTA, Calif., (KGTV) — Students at eight high schools and two middle schools in Chula Vista spent part of their day protesting the newly proposed budget for Sweetwater Union High School District. The school system is million in the hole, and they plan to lay off nearly 240 teachers and staff by May. While their parents take to the polls, hundreds of students at Eastlake High School are also raising their voices. "It's frustrating, and almost like, betrayal," Eastlake Senior, Isabella Borquez said. Borquez said she could not get behind the district board's decision to lay off nearly 240 teachers, librarians, and learning center staff, all the fix the district's million debt. "They're getting rid of people who we, the students trust and connect with," Borquez said. "And they just want to rip those people away from us."The district says the shortfall in money is not caused by mismanagement of funds. They say it is because of the decline in student enrollment and a decline in revenue.Meanwhile, at the Sweetwater Union High School District office in Downtown Chula Vista, parents too held a protest. They said the district is doing everything but follow their mantra, "Putting students first.""If you have less teachers to teach these kids, it is going to hurt them in the end," Jean Arce said. CHULA VISTA, Calif. -- Owners of vacant or blighted property in Chula Vista will now be able to get a tax break in exchange for growing fruits and vegetables.The plan was approved Tuesday by the county Board of Supervisors. The city is covered by an Urban Agriculture Incentive Zone which allows owners of more than 170 qualifying properties to submit plans to turn the land into community gardens or other agricultural uses.The program, created by a 2014 law, would lower property taxes based on per-acre value of the irrigated farmland.City officials say the aim of the plan is to increase green spaces, build community and educate the public about fresh food production."It's a great way to utilize parcels that maybe haven't been developed to their full potential," Supervisor Greg Cox said. "I think that's something we ought to see, frankly, in the other 16 cities in San Diego County and the unincorporated area."San Diego became the county’s first city to adopt the program in 2018 with 2,000 properties eligible for the program.Property owners must now apply with the city. The city says properties must be at least 0.1 acres, but no more than three acres and the entire property must be dedicated to agricultural use.If approved, the property owner and city would enter into a five-year agreement. 1315

CHULA VISTA, Calif. (KGTV) — Sheriff's deputies were led on a wild chase through the South Bay Saturday, ending with a violent crash and three people injured, including a deputy.San Diego Sheriff's deputies were called to a report of a suspect burglarizing a vehicle in the area of 13th St. and Donax Ave. in Imperial Beach just before 10 a.m. When they arrived, the man took off and led deputies on a vehicle pursuit into San Ysidro.During the pursuit, deputies say the suspect hit a female driver on Dairy Mart Rd. before continuing northbound on Interstate 5, onto side streets in Chula Vista, and back onto NB I-5. At times, the driver reached speeds of 100 mph, deputies say.The woman was not injured, SDSO said.The pursuit came to an end when the suspect lost control of the vehicle and crashed into a bridge at the top of the H St. offramp. A deputy involved in the pursuit crashed into another vehicle at the top of the offramp as well. Both the deputy and that driver were taken to a nearby hospital with minor injuries.The crash was so intense, it rained vehicle wreckage on the freeway below and damaged a woman's windshield. Bridge railings and fencing were also damaged, SDSO said.The suspect fled on foot from the crash, heading down the H St. offramp and onto the shoulder of I-5 before deputies captured him. He was taken to a nearby hospital for treatment of injuries. 1393
