Texas Governor Greg Abbott issued an executive order on Friday limiting certain businesses and services as part of the state’s effort to contain the spread of COVID-19.This decision comes as the number of people testing positive for COVID-19 and the number of hospitalizations have increased and the positivity rate in Texas increased above 10%, which the Governor previously stated would lead to further preventative action.“As I said from the start if the positivity rate rose above 10%, the State of Texas would take further action to mitigate the spread of COVID-19,” Governor Abbott said. “At this time, it is clear that the rise in cases is largely driven by certain types of activities, including Texans congregating in bars. Every Texan has a responsibility to themselves and their loved ones to wear a mask, wash their hands, stay six feet apart from others in public, and stay home if they can. I know that our collective action can lead to a reduction in the spread of COVID-19 because we have done it before, and we will do it again.”The targeted, measured directives in the executive order are based on links between certain types of businesses and services and the recent rise in positive cases throughout the state.The order includes the following:All bars and similar establishments that receive more than 51% of their gross receipts from the sale of alcoholic beverages are required to close at noon on Friday.These businesses may remain open for delivery and take-out, including for alcoholic beverages, as authorized by the Texas Alcoholic Beverage Commission.Restaurants may remain open for dine-in service, but at capacity not to exceed 50% of total listed indoor occupancy, beginning Monday.Rafting and tubing businesses must close.Outdoor gatherings of 100 or more people must be approved by local governments, with certain exceptions.KXXV first reported this story. 2149

Swedish clothing company H&M is planning to close 250 stores next year.On Thursday, CEO Helena Helmersson said in a press release that the coronavirus pandemic had played a role in the retail chain's decision since more shoppers were buying online."More and more customers started shopping online during the pandemic, and they are making it clear that they value a convenient and inspiring experience in which stores and online interact and strengthen each other," Helmersson said.Helmersson added that sales declined 5% in September compared to the same time last year."Although the challenges are far from over, we believe that the worst is behind us and we are well placed to come out of the crisis stronger," Helmersson said.H&M has 5,000 stores worldwide. TAMPA BAY, Fla. — About four million Kia and Hyundai vehicle owners are one step closer to receiving a piece of the nearly 0 million settlement over an engine defect linked to cars and SUVs spontaneously bursting into flames.The settlement deal, first announced last year, would cover reimbursement for past repairs and expenses, free repair or replacement of damaged engines, denied warranty coverage, and loss of vehicle value.ABC Action News I-team Investigator Jackie Callaway first exposed the cause behind these fires in the report “Up in Flames” in 2018.That’s also the year Tisha VanAllen’s 2011 Kia Optima caught fire as she was driving down a Mississippi highway.“The car started stuttering and I pulled over and when I did it was just engulfed in flames,” she said.VanAllen became trapped in the burning car.“I tried my passenger door, my driver's door, it would not budge,” she said.Panicking, she kicked at the door and window before a truck driver pulled over and wrestled the door open.“He kept yanking on the door handle until he finally got it to open up and he just grabbed me and yanked me out,” she said.The loss of her car devastated the finances of the single mother of four. TAMPA, Fla. -- The fight against COVID-19 is taking off in a new direction: it’s headed for the friendly skies.“We wanted to be able to instill confidence in the traveling public that, in fact, it is safe to travel,” said John Tiliacos, vice president of airport operations and customer service at Tampa International Airport.Tucked away in a corner of the main terminal at the airport sits a coronavirus testing center. This month, Tampa’s airport became the first in the country to offer two types of COVID-19 tests to the flying public. The tests are administered by medical personnel from BayCare Health System.“There's a lot of people who are asymptomatic carriers and we don't want to invariably go and expose a loved one or a family member,” said Dr. Nishant Anand, Chief Medical Officer for BayCare Health System.While the tests are required for people traveling to certain international destinations, it can also benefit people traveling within the U.S., by helping them avoid a 14-day quarantine in certain states, if they test negative for the virus.“Me and three other girlfriends are going on the girl's trip,” said Aneesah Rashad, who is celebrating her birthday with a vacation.Rashad is heading to Puerto Rico and needed a COVID test to do so.“It's required in order for you to go to enter into San Juan within 72 hours prior to your travel day,” Rashad said. “I've been tested several times, just to make sure, because I do care about my health and it's important to me.”The two tests offered include the , rapid coronavirus antigen test, which offers test results in 15 minutes. There is also the more accurate, 5 PCR test – which uses a nasal swab – with results within two days. Both tests are covered by most insurance.“Heaven forbid, if someone does test positive, we tell them to go home and quarantine,” Dr. Anand said. “We tell them what the results are. We then are obligated by law to notify the Department of Health for Hillsborough County, which is a county that we're in.”Even some airlines, like United, American, Jetblue and Hawaiian, are now offering COVID testing before certain flights.Earlier this year, passenger numbers cratered at airports across the country, down more than 90% in Tampa alone.“[It’s] the worst impact that we've seen to travel,” Tiliacos said.However, the number of people flying is starting to tick back up heading into the holiday season. It was given to CNN by Michael Avenatti, Daniels' attorney and contains three pertinent questions: "Around July 2006, did you have vaginal intercourse with Donald Trump?," "Around July 2006, did you have unprotected sex with Donald Trump?" and "Did Trump say you would get on 'The Apprentice?'"Daniels replied yes to all three questions. The first two were analyzed to be truthful, the third question was "inconclusive" according to the polygraph examiner Ronald Slay.Polygraphs are generally inadmissible in court.The polygraph was performed at the request of Bauer Publishing, which owns Life&Style and InTouch magazines, according to the reporter who interviewed Daniels in 2011. Reporter Jordi Lippe-McGraw initially interviewed Daniels for Life & Style magazine. The interview was not published at the time, but Bauer Publishing released it in InTouch magazine earlier this year.Lippe-McGraw told CNN on Tuesday that Daniels passed the test in a broader sense. "Based off of the interview, we had her take the polygraph test to confirm the details of what she was telling us. There wasn't much in the way of physical evidence, per se," Lippe-McGraw said, adding that the big-picture question they wanted to confirm was that the affair happened, and that Daniels passed.
