HANOI, Oct. 11 (Xinhua) -- China and Vietnam vowed to promote healthy, stable and long-term development of bilateral ties with the guideline of "long-term stability, future-orientation, good-neighborliness and comprehensive cooperation," according to a joint press communique issued here on Monday by the two defense ministries.The two countries vowed to advance bilateral comprehensive strategic and cooperative partnership and always be good neighbors, friends, comrades and partners, according to the joint communique issued on the occasion of Chinese State Councilor and Defense Minister Liang Guanglie' s visit to Vietnam.According to the communique, China and Vietnam will continue to strengthen defense cooperation to promote military ties and bilateral relations.The two sides agreed to maintain the fine tradition of exchanging high-level military delegations and give full play to the bilateral defense and security consultation mechanism, said the communique.China and Vietnam are committed to settling all disputes though peaceful means and safeguarding regional peace and stability, said the communique.The two countries reiterated to enhance coordination and interaction in multilateral forums like United Nations and ASEAN Defense Ministers' Meeting Plus (ADMM-Plus), an enlarged ADMM with participation of eight dialogue partners, according to the communique.China and Vietnam also expressed the willingness to deepen cooperation in tackling non-traditional security challenges under the framework of ADMM-Plus and deepen cooperation in humanitarian efforts like disaster relief, said the communique.Liang arrived in Vietnam on Sunday for an official and friendly visit. He has met with General Secretary of the Communist Party of Vietnam Central Committee Nong Duc Manh and Vietnamese Prime Minister Nguyen Tan Dung respectively. He is scheduled to attend ADMM-Plus slated for Tuesday.

BEIJING, Sept. 30 (Xinhua) -- Chinese Premier Wen Jiabao said here Thursday that the Chinese government would develop more open policies to attract high-level foreign talent to China.China's development would not be achieved without the understanding and support from the international community, Wen said.He also urged government departments to create more favorable policies for foreign experts in China, concretely implement the policies and provide better working and living conditions for these experts.Wen made the remarks during his meeting with 50 foreign experts who had won this year's "Friendship Award" at the Great Hall of the People.Chinese Premier Wen Jiabao (C) meets with foreign experts, who have just received the Friendship Award presented by the Chinese government, and their relatives in Beijing, capital of China, Sept. 30, 2010.Wen, on behalf of the Chinese government and the people, congratulated the winners and thanked them for their outstanding contribution to the country's social and economic development.He also met with the winners' family members and extended his greetings to them, as well as to all foreign experts and friends working in China.Foreign experts in China were the participants in China's development and the eyewitnesses of such development and progress in China, Wen said.The achievements China had gained were a result of both the hard work of the Chinese people and the wisdom and efforts of the foreign experts, he said.The "Friendship Award" is an annual award issued by the Chinese government to honor outstanding foreign experts in China. A total of 1,149 foreign experts from 60 countries have been awarded the honor since it was issued in 1991.This year's 50 winners come from 16 countries, and they are experts in various fields such as industry, agriculture, energy technology, environment, education, health and cultural sectors. They received the award at a ceremony on Wednesday.On Thursday, Wen also met with new ambassadors to China from 32 countries at the Great Hall of the People.

BEIJING, Oct. 17 (Xinhua) - Deeper reforms, especially systematical ones, will be carried out and extended to more key areas in China during the next five years to provide further momentum for the country's future development after it comes out of the economic crisis, economists and observers have said.The ongoing Fifth Plenary Session of the 17th Communist Party of China (CPC) Central Committee is discussing the 12th Five-Year Plan (2011-2015), or the nation's development plan for the next five years, and "reform" is set to be one key topic at the meeting.At a meeting of the CPC Central Committee's Political Bureau two weeks ago, it was agreed that the coming years will be a crucial stage to deepen the reform and opening-up process while accelerating the transformation of the nation's economic development pattern.The reform and opening up in China, which started more than 30 years ago, had helped the country to achieve rapid economic development in the past decade, and it is widely expected to enter a new stage and touch upon issues that are hard to penetrate, especially systematical ones, in the next five years.Peng Sen, deputy director with the National Development and Reform Commission, the nation's top economic planner, said the systematic and mechanism restraints are the main crux that had frustrated the progress of China's economic development pattern transformation."Without major breakthrough in the system it would be difficult to achieve a fundamental change in the way of economic development," he told Xinhua.Chi Fulin, head of the Hainan-based China Institute for Reform and Development, told Xinhua that the 12th Five-Year Plan is likely to focus on systematic reforms in economic, political and social fields.While further improving the market economy system, China should speed up forming a public service system and a public service-oriented government, which would lay the foundation for boosting domestic demand and sustainable development, Chi said.Wang Tao, an economist with UBS Securities, praised the Chinese government for efficient moves in the face of the global crisis, since a powerful government is able to position all of its economic resources.

  

TAIYUAN, Sept. 16 (Xinhua) -- China will flex its muscles to boost the low-carbon economy and green industry, in a bid to help upgrade the development mode of exports, said a senior government official Thursday.Gao Hucheng, Vice Minister of Commerce, said at an energy forum in Taiyuan, capital of Shanxi Province, that China has risen to become one of the world's largest exporters, though it is not a strong exporter yet, remaining at the low end of the global value chain.China's exports leaped in recent decades, mainly dependent upon low labor costs and sales of energy and resources.Further, China needs to put more efforts into producing high-end products and improving their quality through low-carbon and green technologies to expand the share of green products in exports, he said.The global financial crisis hurt the world economy and promoted nations to look to green industry for new growth, he said, and adding strategic new industries could be "a new growth point" for China's foreign trade.China would encourage major products, technologies and services in new energy and energy-saving sectors to tap the global market and support enterprises to invest abroad, Gao said, without giving details.Further, he said there was "no land boundary" in terms of low-carbon and green technology and expected international cooperation in this field.China was opposed to protectionist measures in any form, he added.

  

BEIJING, Sept. 17 (Xinhua) -- China's Ministry of Environmental Protection has urged stepping up efforts to address pollution in north China's Haihe River.Speaking at a meeting on the issue Friday, minister of environmental protection Zhou Shengxian ordered making "unremitting" efforts to relieve the "pain of the Haihe."Zhou also called upon government departments to strictly follow various industrial policies on environmental protection, with the focus on construction projects featuring high water costs and pollutant discharge and projects located along rivers or on the upriver area of drinking water sources.While stressing the protection of drinking water and the control of pollution, Zhou also encouraged adopting more "ecological methods" in sewage treatment and the rehabilitation of lakes and rivers.Zhou urged Beijing, Tianjin and other developed regions to be pioneers in upgrading sewage treatment technology and transforming sewage into resources.
