Friday, thousands rolled into the stadium parking lot to see off Racelegal."What this shows me is the car culture has always been great in Southern California, this is showing the support and so much that the people want this to be here," said Peter Scalzo, the drag strip's owner.In an open letter on the organization's website, Executive Director Lydia DeNecochea said in part that she hopes San Diego will continue to fight preventable deaths due to illegal street racing."The 21 years of success is due to the support of San Diego’s infrastructure and the community of San Diego standing together to stop the predictable and preventable tragic loss of young lives due to an illegal street racing crash," DeNecochea said. "My hope is that San Diego does not lose the knowledge of how to combat the tragedy of preventable deaths as a result of illegal street racing."Organizers say Racelegal's success was also helped in large part by assistance from the San Diego Sheriff's Department, San Diego and Chula Vista Police Departments, City Council members, and the Mayor's Office. 1298

SAN DIEGO (KGTV) — After San Diego leaders passed an ordinance allowing people to sleep in their vehicles, a group of critics say they're ready to camp in front of the Mayor’s house to reverse course or address the matter another way."I don’t think they realize that vehicle habitations were the beach community’s biggest problem,” said Racheal Allen, who's a part of the coalition opposed to vehicle habitations on residential streets. The new coalition is fighting against the City Council’s decision to repeal a decades-old ordinance that had prohibited people from living in vehicles on city streets. Now that it’s legal again the group says vans and RVs are creating homeless camps in their neighborhoods.RELATED: Allowing homeless to live in vehicles is causing problems, residents say“We have literally witnessed buckets of waste being thrown out of some of these vehicles," Allen said. "I’ve seen drug dealing out of some of the vehicles, we’ve seen bike chop shops operating."All of this, just in the month that living in vehicles has been legal again. And the coalition has been hounding the Mayor’s office to change it. The Pacific Beach Town Council voted to urge city leaders to prohibit the ban's reversal and designate parking lots for campers in non-residential neighborhoods away from schools and daycare facilities.Thursday, Councilmember Jennifer Campbell sent a letter to the Mayor asking for overnight safe parking on city-owned properties. She proposed South Shores parking lot because of the 200 spots and access to bathrooms.Allen said she recently received an email from the Mayor's office saying, “we are actively pursuing a new ordinance to address the public’s concerns.”"We have to put our foot down," Allen said.Members of the coalition told 10News they don’t support a plan of using South Shores or anything that close to the beach because of the impact it could have on the environment. 2483

SAN DIEGO (KGTV) -- A war veteran who used to deliver meals to seniors in the North County is now receiving them himself.City councilman Mark Kersey honored Jim Munday on Wednesday morning for his contributions. This week, the long-time Rancho Bernardo resident will celebrate a birthday most of us can only hope to reach—102 years old.Councilman Kersey brought him a blanket, flowers, some food, and a special certificate in honor of his birthday and thanking him for all of his contributions to the Meals on Wheels of San Diego County, but it's even more meaningful because Jim was once a Meals on Wheels volunteer himself.“He started delivering when he was 90 and now he's 102, so he's a pretty special guy,” Kersey said. At 102, Munday is quiet, modest, and hard of hearing but still very much aware of the world around him.“A good day for a birthday party,” he said as he sat outside. The World War II vet fought in the Battle of the Bulge, receiving several medals including a Purple Heart and Bronze Star.His own artwork lines his living room. He started painting when was 90 and says he learned from watching Bob Ross on PBS.In 2003, Munday’s wife, Mildred, passed away, but their great-grandson, Hudson, and daughter Millie, were both on hand for this major milestone.“He's a very honest, generous person, and I'm very proud of him,” Millie said. A man taught his family to care for others. Now his community is doing the same for him.“To be able to give back to someone who's given so much is something that makes San Diego and Rancho Bernardo a special place,” Kersey said. SAN DIEGO (KGTV) -- A shortage of labor is creating big problems for San Diego farmers. According to the San Diego Farm Bureau, the slowing workforce is expected to impact local farmers and the price we pay at the grocery store. The bureau says the problem stems from an aging work force, the lack of an easy-to-navigate visa program, and the cost of living in San Diego County. There is a visa program available, but for San Diego’s smaller farmers, the process is complicated and expensive. Created in 1986, the H-2A visa was designed to help understaffed farmers hire foreign workers. The problem? The visa program requires farmers to pay its H-2A employees a set minimum wage, .92 per-hour in California. Farmers are also required to provide housing, food and transportation to H-2A workers. California isn’t alone, other states like Idaho are also struggling to find help.According to an Idaho newspaper – The Post Register, a recent migrant shortage and costs associated with the program are forcing some farms out of business. Although times are tough for farmers in San Diego, the bureau says there is a solution – creating a boiled down visa program that simplifies things for farmers and the workers they need. SAN DIEGO (KGTV) — An autopsy report released on Trevor Heitmann, the teenager known as "McSkillet" on YouTube, is revealing details about what happened before he crashed his vehicle on Interstate 805.The report says Heitmann’s parents called the police to request a psychiatric evaluation stating, “On August 23, the decedent's parents contacted the local police department to request a psychiatric evaluation but were informed that the evaluation could not be performed as the decedent had not broken any laws."The statement means hours before Trevor Heitmann drove his car down the freeway killing two people, police were at his house.RELATED: Autopsy details mental state of McSkillet before deadly I-805 crash"Even though police are trained to identify mental health issues and mental illness issues they just can't take someone off the streets unless there is such conduct to warrant it,” said attorney Kenneth Rosenfeld.Rosenfeld, who has no connection to this case, explained law enforcement does have the ability to detain someone using the 51-50 law. It would allow someone to be involuntarily detained for a psychiatric hold for up to 72 hours.Conduct in many cases needs to be observed. Just saying someone is acting out of nature isn't always good enough.RELATED: YouTuber's family releases statement, offers condolences to crash victims“Police officers are not psychologists or psychiatrists,” he said. “They do their best, but usually when someone’s conduct or behavior is so erratic, that’s when they can factor into the idea that this is probably someone worth taking it.”Police dispatch logs show units arriving at the Heitmann home just after 8:00 a.m., Aug. 23, the morning of the crash.At 9:14 a.m., notes say, “based on statements from parents, there was no credible threat and Subject did not meet 5150 criteria. Parents advised if we went in house to ask subject if he would voluntarily go to hospital, subject may become violent. We did not encounter subject.
