SAN DIEGO (KGTV) -- Police are searching for the suspects in a deadly Mountain View park shooting that took place during a soccer game. Police were called to the Willie Henderson Sports Complex on the 1000 block of South 45th Street just after 9:30 p.m. Wednesday after receiving reports of a shooting. When they arrived, police found a man who had been shot. First responders tried to save the man, but he died at the scene. Investigators say little is known about the circumstances leading up to the man’s death. According to police, the park was crowded at the time of the shooting with soccer players and spectators. “It is not believed the victim was involved with the soccer game that was underway,” police added. Although police haven’t identified the victim, family members who arrived on scene say the victim is 31-year-old Armando Torres Jr. Family members say he was the father of a 2-year-old girl. The suspects are only described as three Hispanic men in their teens to twenties wearing hooded sweatshirts. According to police, the robbery happened on the 3300 block of University Avenue around 3 a.m. Sunday. Police say the man walked into the shop, pointed a gun at an employee and demanded cash. After the employee handed the suspect an unknown amount of cash, the man fled the scene. The suspect is described as a Hispanic man, five feet, nine inches tall and “very thin.” He was wearing a black hoodie, black mask and black pants, police say. 608

SAN DIEGO (KGTV) -- Police Wednesday arrested a woman they say vandalized a church Monday afternoon. Kelly Duggan, 26, was arrested after police say she caused more than ,000 worth of damage to Our Lady of Guadalupe Church.10News Reporter Bree Steffen Reach out Duggan, who agreed to a jailhouse interview. Duggan told us that she's in an emotional state, heartbroken over her mother's death. "I don't know what's going on anymore, and that's what's making me mad," she said. "I'll still pay for it, that's fine."According to authorities, Duggan threw a wooden kneeler at a Plexiglas window protecting a religious shrine, breaking both the kneeler and the glass.Duggan also destroyed several flower vases decorating the shrine before leaving the church, police say. She was arrested for felony vandalism after being spotted in Barrio Logan.Duggan said she didn't vandalize the church out of disrespect or hate for the faith. The church told 10News they caught Duggan's action on their surveillance cameras but didn't share the video because they worried that people who saw might harm her. Duggan had this message for the church: "Thank you for forgiving me, you know, out of the kindness of your heart."  1265

  

SAN DIEGO (KGTV) — Plans for a temporary observation wheel in the heart of Balboa Park have taken a step forward to becoming reality.Thursday, the Balboa Park Committee voted 7-1, with one member abstaining, to support plans for the temporary Balboa Park Star attraction, which were originally introduced by the Cohn Restaurant Group and Sky Views of America back in October.In a statement from the Assistant Deputy Director Christina Chadwick of the city's Parks & Recreation Department, while the idea has gained the committee's support, a number of potential impacts still need to be sorted out before the wheel is installed.RELATED:The Balboa Park Star Observation Wheel could bring people back to the parkIn-Depth: Balboa Park's future unfolds during COVID-19 pandemic"The Park and Recreation Department has identified a number of potential operational impacts that must be contemplated in order to fully appreciate the feasibility of this project, and given the Balboa Park Committee’s conceptual approval tonight, we will now be moving forward with the goal of getting this installation up and running on a temporary basis," Chadwick wrote.Some of those outstanding issues involve the site plan, public safety, liability, permitting, and institutional outreach.Ultimately, the hope is to see a Sky Wheel installed on a short-term basis in Plaza de Panama to attract more visitors back to the park, pending coronavirus-related restrictions on businesses, museums, and attractions.The gondolas on the observation wheel would be enclosed, climate-controlled, and sanitized after each ride. Local, state, and federal safety protocols amid the pandemic would also be observed and masks would be required.Tickets for the wheel are estimated to run - per rider and would be sold online and at the attraction. 1826

  

SAN DIEGO (KGTV) -- Proposition 16 takes on the issue of affirmative action, which has been banned in California since the mid-1990s.Voters approved the ban on affirmative action in the form of Proposition 209 in 1996. It added a new section to the State Constitution which “generally banned the consideration of race, sex, color, ethnicity, or national origin in public employment, public education, and public contracting in California,” according to the Legislative Analyst’s Office.Ahmad Mahmuod is a San Diego native and third-year student at UC Berkeley. He plans to become an attorney.“Growing up, I've never known a single black lawyer,” Mahmuod said. “Even coming to UC Berkeley, I've had challenges connecting with other black male lawyers.”He approves of Proposition 16.“You can’t be what you can’t see,” Mahmuod said. “I do see when companies and environments and campuses are more diverse and inclusive, that they thrive, and they end up doing better.”Legal analyst Dan Eaton examined the Yes on 16 ads airing on television.“Proposition 16 takes on discrimination. Some women make as little as 42 percent of what a man makes. Voting yes on Prop 16 helps us fix that,” according to the campaign ad.“The interesting thing about Prop 16 and this ad in particular, is it doesn’t talk about how it takes on discrimination,” Eaton said.Eaton adds that the source of the statistic on women in the ad is not given.The official ballot argument on the voter guide talks about “white women [making] 80 cents on the dollar” compared to men, but does not refer to any number less than that.According to a campaign spokesperson, the 42 percent figure refers to a statistic from the National Women’s Law Center about Latinas in California.The ad is paid for by a group called Opportunity for All Coalition. It said the Yes campaign is supported by leaders, like Senator Kamala Harris. In the 30 second advertisement, it also shows a group of men in a march carrying tiki torches, saying that Prop. 16 is “opposed by those who have always opposed equality.”The search of the video used showed the men carrying tiki torches is not from California, but from a white supremacist rally in 2017 in Charlottesville, Virginia.“The implication… is that all of those who oppose Proposition 16 are racist or are women haters and that is certainly an opinion, but it is certainly not a verifiable fact,” Eaton said.Mahmuod said Prop. 16 would not establish racial quotas, which was ruled unconstitutional by the Supreme Court. 2520
