SAN DIEGO (KGTV) -- A day after California Gov. Gavin Newsom ordered thousands more body bags for distribution to morgues in three counties, including San Diego, state health authorities reported a new high for coronavirus-related deaths and cases.California recorded 53,711 new COVID-19 cases and 293 additional deaths on Wednesday. The state's previous high for deaths was set Saturday with 225.On Tuesday, Newsom ordered 5,000 body bags during a surge in deaths over the past week, averaging over 160 per day."This is a deadly disease, a deadly pandemic, and we're in the middle of it right now," Newsom said Tuesday. "We're near the end, but we're in the middle of the most acute peak as it relates to what we refer to as the third wave -- the third and what we hope is the final wave of this disease."Newsom also said that 60 refrigerated storage units are ready to be mobilized across California should hospitals become overwhelmed with virus fatalities."We just had to order 5,000 additional body bags ... and we just distributed them down to San Diego, Los Angeles, Inyo counties," he said. "That should be sobering. I don't want ... to scare folks, but this is a deadly disease. And we need to be mindful of where we are in this current journey together to the vaccine. We are not at the finish line yet."As of Wednesday, state officials report 1,671,081 total cases and 21,481 total deaths across California. 1427

SAN DIEGO (KGTV) -- Families worried about paying back rent due to the pandemic are getting more time.Tuesday, the San Diego City Council voted 5-4 to extendthe rent repayment period for commercial and residential renters to December 30, giving renters who have lost income due to the COVID-19 pandemic a few extra months to repay back rent.Council President Georgette Gomez's initial motion Tuesday would haveextended the repayment period for the eviction moratorium to March 31, 2021.Councilwoman Jennifer Campbell amended the motion to the December date as a compromise.On March 25, the council voted unanimously to begin an emergencyeviction moratorium for renters. The moratorium requires renters to demonstrate through documentation that the pandemic has caused "substantial loss of income," according to city staff.Renters are also required to follow the rules in leases, but landlords cannot evict a tenant for nonpayment due to COVID-19.During the meeting, the council heard from landlords and realtors who say renters are taking advantage of the situation."The blanket moratorium has given criminals a free pass at the full expense of landlords, this is not a one size fits all," said property manager Claudia Cooper.Other callers said it would be a disaster to evict families just as children are starting school from home."Folks will be evicted and this pandemic won't be over anytime soon as the presentation mentioned, a lot of children are going to be learning from home and to be evicted right as school starts is just going to exacerbate the effect this pandemic has had on our kids," said one caller.Many callers said evictions must be prevented to avoid adding to the homeless problem."Many people have been out of work and eviction could mean death," said another caller.The moratorium on evictions expires September 30. If tenants are in good standing with landlords, they can work out a repayment plan for back rent through December 30."We are all in it together," Gomez said before discussion of themotion. "The economy is not fully restored. This is not an ideal policy, butit's a necessity for what we are dealing with."Gomez represents District 9, which encompasses Southcrest, CityHeights, Rolando and the College area. It has also been one of the mostimpacted areas during the pandemic.According to a member of Gomez' staff, which gave the presentationon the topic, the city had started 15,659 rental relief applications usingfederal Coronavirus Aid, Relief, and Economic Security Act funds. Disbursements from that pool of relief money are scheduled to be handed out in late August or early September. Those funds will go directly to landlords, however, and not renters.Council President Pro Tem Barbara Bry voted no on the motion Tuesday,not because she didn't agree that people needed help paying rent, but because the arbitrary nature of the rental relief program could leave the city open for lawsuits, she said. She added that not enough renters know the impact of not paying rent."It's a cruel hoax," she said. Bry said that by not paying rent ontime, tenants could be destroying their credit and leaving themselves withmountains of debt and no place to turn once the moratorium ends.In a public comment period, several dozen San Diegans called in, manyurging the council to extend the moratorium -- which was not the motion in front of council -- and many to forgive rent and mortgages outright.About an equal number of landlords called in to urge the council to allow for evictions again, as many said they were paying two mortgages and not receiving income.Councilmembers Chris Cate and Scott Sherman were opposed to theextension on legal grounds, as the gap between when the moratorium was passed to the date proposed in Tuesday's initial motion would have been more than a year. They claimed this could cause trouble for landlords trying to evict delinquent tenants or to collect back rent.Because the repayment extension passed with just five votes, it issusceptible to a possible veto by Mayor Kevin Faulconer. 4062

SAN DIEGO (KGTV) - A Clairemont woman says she came home to a break-in and heartbreak.On Friday afternoon at the Balboa Arms condos, Terri Harrison's adult daughter discovered a ransacked home.The intruder likely ripped a window screen before reaching in and unlocking the window.Missing from a bedroom was her daughter's laptop. In the master bedroom, a lock box was emptied of personal documents and some six pieces of jewelry, including a set of pearls belonging to her mom.Both her mother and father passed away two year ago."You wear something that's hers, you feel like she's close to you again ... SAN DIEGO (KGTV) -- A Bald Eagle admitted to the San Diego Humane Society on Fourth of July died Tuesday, the organization said.According to the Humane Society, the eagle passed away after being sedated and anesthetized for an examination. Veterinarians took the step after discovering that the bird was having trouble breathing Tuesday morning.“Several efforts were made to resuscitate the bald eagle, but we were unsuccessful.Our staff and partners have done everything in their power to help this bald eagle, and are extremely saddened by today’s outcome,” the organization said.RELATED: Bald eagle admitted to Humane Society on 4th of JulyThe eagle was brought to the society’s Project Wildlife Center by SoCal Parrots after it was seen on the ground for several days at Barrett Honor Camp in Alpine. 812

  

SAN DIEGO (KGTV) -- A bill created to improve warehouse working conditions has passed the state's Senate Labor Committee.Assembly Bill 3056, authored by Assemblywoman Lorena Gonzalez, ensures warehouse workers can take a restroom break, use a hand-washing station, drink water, or take a legally mandated break without fear of being fired.“We shouldn’t need to write a bill to make sure warehouse workers are able to take a restroom break or wash their hands without being reprimanded. But time and time again, Amazon has shown disregard for the safety of their workers -- even during this ongoing public health crisis,” Gonzalez said.AB 3056 not only applies to Amazon workers, but also to those who work at Target, Walmart, and other retailer warehouses.There has been an exponential rise in online sales leading to several companies adding automated systems to control the workflow. Worker productivity is monitored to determine whether someone has met a specified rate or quota of items pulled.Automated systems generate warnings when too many time-off tasks occur in a worker’s shift, and accumulated warnings can result in workers being fired without a human manager even being involved.The bill would establish civil penalties for an employer of 0 per employee for an initial violation, and ,000 per employee for subsequent violations. 1355
