URUMQI, July 19 (Xinhua) -- Xinjiang Uygur Autonomous Region would accelerate local legislation against separatism, said the region's top lawmaker on Sunday.     Eligen Imibakhi, chairman of the Standing Committee of the Xinjiang Regional People's Congress, said the regional congress would unswervingly safeguard the dignity and authority of the Constitution and other laws .     The July 5 incident involving beating, smashing, looting and burning, was a severe violent crime colluded, planned and organized by "three forces" of extremism, separatism and terrorism both at home and abroad, said the regional top legislator.     A most urgent problem to be solved was the lack of law booklets in ethnic minority languages, he said. The region had organized experts to do the translation work and the booklets would soon be distributed to farmers and herdsmen across the region, he added.

BEIJING, Aug. 11 (Xinhua) -- Chinese Vice Premier Hui Liangyu, who headed Monday to the typhoon-hit regions in Fujian and Zhejiang, warned Tuesday that the country faces grim tasks of fighting secondary disasters as a result of Typhoon Morakot. Big floods are still likely to happen as heavy rainfall persists in the south and many rivers continued to maintain high water levels, he said.     More than 20 rivers reported water levels above flood-alarm lines in Zhejiang, Fujian and Anhui provinces. BEIJING, Aug. 1 (Xinhua) -- China will implement a nation-wide investigation to find more research and development (R&D) resources to promote the country's agriculture, manufacturing, information technologies and other major industries.      The investigation will provide basic scientific data for policy-making of the nation's social and economic development during the 12th Five-Year Plan period (2011-2015), the Ministry of Science and Technology said in a circular on its official website Saturday.     It will also help the government monitor and evaluate the ability to make independent innovation as an effort to make China an innovation-oriented country, it said.     Six ministries and commissions of the State Council, China's Cabinet, will jointly conduct and finish the investigation by the end of the year. The first such investigation was conducted in 2000.     Statisticians around the nation will survey R&D-intensive enterprises and institutions in all the major industries.     The survey will focus on the personnel, spending, equipment, projects and institutions for research and development.     Moreover, many experts believe the investigation will help China stop wasteful spending in scientific research and promote the national sharing of resources, such as to stop squandering money in redundant purchases of laboratory equipment.     China's 2008 research and development spending of the GDP was 457 billion yuan (66.9 billion U.S.     dollars), an increase of 23.2 percent from 2007, accounting for 1.52 percent of the annual GDP.

BEIJING, Sept. 15 (Xinhua) -- Beijing has widened a ban on flying activities to include pigeons and kite flying in its latest efforts to beef up security ahead of the National Day celebrations, police said Tuesday.     The ban, which is effective from Sept. 15 to Oct. 8, applies to sports, recreational and advertising flight activities in the capital.     Li Runhua, head of the public security squadron of the Beijing municipal public security bureau, said residents were banned from releasing pigeons, and flying kites and balloons even at celebrations and shopping promotions.     Li encouraged residents to report to police if they find suspicious flying objects.     Police also started to check every vehicle entering Beijing at nearly 200 major road intersections and security check points on Tuesday.     Police would check drivers' and passengers' ID and confiscate imitation guns, fireworks and knives until Oct. 8.     More than 7,000 police have been patrolling the city's major roads and business districts since Aug. 22.     China will stage a wide array of activities, including a grand military parade in Beijing, to mark the 60th anniversary of the founding of the People's Republic of China (PRC) on Oct. 1.     Chinese citizens will have an eight-day public holiday from Oct. 1 to 8.
