ENCINITAS, Calif. (KGTV) -- The city of Encinitas has voted to move forward with a plan to create a safe parking lot for people living out of their cars. The city council voted 4-1 to start negotiating with Jewish Family Service, with the goal of opening the safe parking lot by the end of the year. Both supporters and opponents spoke during Wednesday's city council meeting, 30 in favor and 15 opposed. Those opposed to the lot said they were worried about their safety and property values. Those in favor said this would help people get back on their feet and keep them from becoming chronically homeless. The lot will be operated by Jewish Family Service on the Leichtag Foundation's property. Once the plan is finalized it will operate 365 days a year, seven days a week from 6 p.m. to 7 a.m. It will have overnight security, bathrooms, hand-washing stations, food and resources to help people get back into permanent housing. Everyone is vetted to make sure candidates don't have any violent criminal conviction and are not on the registered sex offender list. The city says the plan won't cost taxpayers a dime. The shelter is funded privately by Jewish Family Service and also relies on state funding. The city council agreed to review the progress of the safe parking lot in six months to find out if it is successful or needs modifications. 1477

I've been all over the world - and Honor Flight was the most fantastic trip I've been on," said George Sousa, a Korean War veteran who served in the U.S. Army.The girls also helped send U.S. Marine Corps Veteran Marshall Varano who also fought in the Korean War."It's great to see young people like this take care of older folks," said Varano.Fundraising is critical for Honor Flight San Diego. (KGTV) - City leaders in Encinitas plan to ban gas-powered leaf blowers to help curb the effects of climate change.They're hosting a public meeting about the ban Monday night, May 13, at 6 p.m. at the Encinitas Community Center (1140 Oakcrest Park Drive).The ban is part of the City's bigger Climate Action Plan, which the City Council approved in January of 2018. It calls for a 41 percent reduction in greenhouse gas emissions by 2030 when compared to 2012 baseline levels.The plan says removing emissions from gas-powered leaf blowers would remove 142 Metric Tons of CO2 by 2030. That's the equivalent of taking roughly 25 cars off the road.While it's not a huge improvement, people in Encinitas say every small step will help."I think they ought to be eliminated everywhere," says David Winkler, who goes to Encinitas to meet friends. "The less reliance on fossil fuels, the better.""People come from all over the world here, so we should make it as clean and beautiful as we can," says Encinitas resident Linda, who declined to give her last name. "Anything we can do to lessen pollution is always a good thing."Other North County cities already have bans in place. Solana Beach and Del Mar both prohibit the use of gas-powered leaf blowers.City leaders in Encinitas say their rule is different because it bases the ban on environmental concerns, rather than noise pollution.The ban only covers two-stroke leaf blowers. Other gas-powered tools like weed whackers and chain saws will still be allowed.If the ban is approved, it will take effect immediately for all city-run operations. After three months, any business licensed to operate in Encinitas will have to comply. ENCINITAS (CNS) - The body of an apparent drowning victim was found in a hot tub at a coastal North County home Tuesday.The fatality in the 300 block of Fulvia Street in Encinitas was reported about 9:15 a.m., sheriff's Lt. Matthew Glisson said.The deceased man's name was withheld pending family notification, and further detail on the circumstances of his death were not immediately available. 403
