WILMINGTON, Del. (AP) — Democratic presidential candidate Joe Biden is confirming that he’s been tested at least once for the COVID-19 virus and promises he will be tested regularly during his campaign against President Donald Trump. Biden told reporters Friday of his testing protocol during a wide-ranging news conference he used to blast Trump for downplaying the virus and thus ensuring that it will continue to kill Americans and ravage the economy. For much of the summer, Biden’s advisers deflected questions about whether the former vice president was being tested himself as he anchored his campaign almost exclusively from his Delaware home, traveling sparingly as a precaution.Biden plans on resuming a relatively normal travel schedule after Labor Day. Since March, Biden has mostly held virtual events due to the coronavirus. 847

WINTER HAVEN, Fla. — The Polk County Sheriff's Office is conducting a death investigation after an Uber driver shot and killed a man early Tuesday morning.During a news conference, Sheriff Grady Judd said that a bartender and patron at the Grove Lounge on US Hwy 27 in Dundee called for an Uber when they realized a young woman was in no condition to drive. As they waited for the Uber to arrive, the patron, Jessica, and her boyfriend, 34-year-old Jason Boek, were texting back and forth about him picking her up from the bar. When he refused, Jessica told him that she had found a ride and didn't need him to pick her up; in which he later replied after arguing with her:"I'm going to f***ing beat the f*** out of the Uber driver"Once the Uber driver, 38-year-old Robert Westlake, arrived at the bar Jessica put the intoxicated young woman in the car. Boek began following the Hyundai Elantra .thinking Jessica was inside. As the two continued on Dundee Road, Boek approached Westlake's Hyundai from behind and then abruptly passed and pulled in front of it.After jumping out of his F-250 pickup truck and approaching Westlake he yelled:"You know I have a pistol? Want me to shoot you?"Westlake, who is a concealed weapon permit holder and just finished police academy, reached into the pocket of the driver door, retrieved a handgun and shot Boek once in the chest. He then called 911 and spoke in "police lingo" and told them he had shot a man after he had threatened him. He also began lifesaving measures.Dashcam video shows moments leading up to shooting 1642

When the COVID-19 pandemic first prompted shelter-in-place restrictions, daycares across the country quickly saw families withdraw their children from their centers. Many lost valuable tuition dollars that keeps their doors open."We've done the best we can in staying open and supporting our community. We are a locally private-owned school so our enrollment really depends on the survival of the school and we’re struggling. I mean, as probably all childcare centers are, we’re struggling with enrollment, we’re struggling with our numbers," says Debbie Bradford, the director of education at Milton Montessori in Georgia.Bradford says the last few months have been very challenging as many families are worried about the coronavirus."The (coronavirus) numbers are on the rise so it’s definitely affecting the end of our school year, our summer and as we look to relaunch in August, we still see light enrollment," says Bradford. The school, which has two locations, has been able to stay open due to a number of parents who are essential workers. Bradford says, "These are front-line families. Some of them are workers on the front line and some of them are workers at home but need the income to make ends meet for our families."Primrose Schools has more than 400 locations across the country, providing infant daycare through private kindergarten. Primrose says the pandemic has dropped enrollment numbers at their facilities significantly."What we are seeing across the country is a very unsettling situation, where a lot of the family home cares that used to be accessible to families are closing. And the childcare centers, those individually owned and operated childcare centers, because of the shelter in place situation, many of them haven't been able to survive them," says Jo Kirchner, the CEO of Primrose Schools.Kirchner has been meeting regularly with other national daycare facilities and says many are concerned about the future of the childcare industry."It is a potential crisis that is going to escalate significantly in the next eight to 10 weeks as the districts decide what they're going to do," says Kirchner. One glimmer of hope is the boost of private kindergarten enrollment, which some parents have deemed a safer alternative than their local public school. Many hope private kindergarten enrollment can be kind of a saving grace for some private childcare centers."It will be somewhat of a saving grace in terms of bringing in base revenue to cover their fixed costs while we get through this pandemic and the families with the younger children will begin to come back,” Kirchner said. For Milton Montessori, the owners are hopeful they will be able to ride out this pandemic."We hope that at some point, families get comfortable with the new requirements for cleaning and for health and safety. And as things return to a normal, it's going to be a new normal," says Bradford.Bradford says they're hoping families start feeling safe enough to enroll their children and continue to support locally-owned childcare centers. 3055

Whether your car breaks down or you are slapped with a hefty medical bill, odds are most of us are not ready to pay for unexpected expenses. Instead of using a credit card to pay the bill, you might consider taking out a personal loan. Banks aren't the only ones lending money. According to Consumer Advocate, the top lending companies for 2018 include, Lending Tree, SoFi and Upgrade.Alison Norris, a certified financial planner with SoFi says you can borrow up to ,000 with some companies. However, you have a shorter period of time to pay them off. "They are paid off in periods ranging from 2 to 7 years," says Norris. Typically, when you're slapped with an unexpected expense, you reach for the credit card. But Norris says personal loans have a lower interest rate than most credit cards. "It could be the difference between an average credit card APR of 16 percent to a personal loan which can start as low as 6 percent," Norris says. What's different about a personal loan is that there is no collateral, unlike a home or car loan.   "You can compare that to a car loan if you were to stop making payments, it's possible that your car could be repossessed," Norris says.    With a personal loan, it's only backed by your guarantee. But if you can't pay on time, your credit score could take a big hit."It could very much change your ability to get a job in the future or apply for another loan and will have a few other repercussions," Norris says.   But remember, it's best to not take on more debt than what's necessary.   1647

With Halloween less than two weeks away, many parents are trying to make plans to celebrate now. But with COVID-19 still a concern, families all over the United States are wondering if it's safe to go trick-or-treating this year.WFTS took those concerns to medical experts with Baycare Health, who say with some added safety precautions, your family can still take part in trick-or-treating, handing out candy and other Halloween festivities. If you plan to welcome trick-or-treaters to your home, instead of handing out candy at your door, consider arranging individual treat bags on a table in your driveway or near the front door for a contact-less hand-off."Instead of having it all in a bucket, where everyone is putting their hands in, lay out a row so that when they come up, they can just grab one and go," said Michelle Sterling, the children's wellness and safety specialist with St. Joseph’s Children’s Hospital. "Then, you can refill that row after the little trick-or-treaters leave your house."When it comes to going home-to-home for trick-or-treating, Sterling said be sure to wear a mask when around people who are not part of your household. Also, doctors say Halloween costume masks are not a substitute for a cloth mask unless it is made of two or more layers of fabric and fits snugly around your mouth and nose.Additionally, medical experts say wearing a costume mask over a protective cloth mask can make it difficult to breathe. Instead, they say to consider using a Halloween-themed cloth mask.Doctors also recommend keeping a physical distance of at least six feet from people who are not in your immediate household, using hand sanitizer often, and waiting to eat candy until you are at home and can wash your hands with soap and water.Keep in mind though, updated safety guidelines from the Centers for Disease Control and Prevention discourages families from taking part in traditional trick-or-treating.Sterling is also offering the following tricks for keeping Halloween a treat for your family during the pandemic:Go all out with the Halloween decorations. Keep it budget-friendly by having your kids help create decorations to hang from windows, trees, mailbox, etc. You could even turn one of your bedrooms into a kid-friendly haunted house.Decorate doors inside your house and let your little ones go trick-or-treating indoors. Get the whole family involved with mom or dad behind one door, an older sibling behind another and grandparents behind yet another door.Set up a Halloween-themed scavenger hunt in and around your house. Provide clues and leave treats along the route.Turn up your spooky Halloween music and have a dance party with your children. Organize a virtual Halloween party and let your family and friends show off their best dance moves.Set up a projector in the backyard and watch your favorite Halloween movies. This story was originally published by Lauren Rozyla at WFTS. 2933
