SAN DIEGO (KGTV) — Efforts to streamline the construction of a massive transportation hub in the Midway District and update the Navy's Old Town campus have been approved by the state.Gov. Gavin Newsom signed AB 2731 this week, which will allow the San Diego Association of Governments (SANDAG) to quicken the environmental review process in order to build a transit hub connecting to San Diego International Airport and redevelop the Naval Information Warfare Systems Command (NAVWAR) Old Town campus site, should the Navy partner with SANDAG.The bill, introduced by California State Assemblymember Todd Gloria and Senate President pro Tempore Toni G. SAN DIEGO (KGTV) — For the entire month of October, all kids 11-years-old or younger can visit the San Diego Zoo and San Diego Zoo Safari Park for free.The zoo is offering free entry from Oct. 1 to 31, adding that surprise activities will also be scheduled through the weekends. The offer is valid for one paying adult and up to 5 children (ages 11 and younger).Both zoos will require that all visitors continue wearing facial coverings and cooperate with regulations around the coronavirus pandemic. SAN DIEGO (KGTV) — Despite having the most coronavirus cases of any local university, large off-campus parties continue to be an issue for San Diego State University and nearby residents.Students living off-campus have been attending large parties, according to neighbors. As of Saturday, SDSU had 1,184 COVID-19 cases, 767 of those cases being reported in off-campus students.Locals living in the College Area says many students continue to ignore public health orders and hold large, loud parties with no physical distancing or mask wearing."It's really frustrating and at this point, I feel like there's not a lot that we can do because you know those people, they're just going to keep doing what they're doing," one neighbor said.In a statement to ABC 10News' reporting partner KPBS, San Diego State says more than a hundred notices of violations have been delivered to residences in the college area.The university also contracts elite security to keep an eye on the neighborhood surrounding the school for any violations. If a security guard notices a party, they call police to respond.As of Friday, Cal State San Marcos had reported 18 total COVID-19 cases, three of which were off-campus. At UC San Diego, there have been 106 coronavirus cases since March 1, with three being reported since Oct. 1. "It's the Mexican response to the threat of tariffs made by President Trump. if they don't do enough to stop Central Americans from entering their country, and traveling across Mexico and entering our country."Televisa tells 10News that 500 troops will patrol from Calexico to Tijuana. There will be a ceremony Sunday in Mexico City."If they [troops] come across illegal immigrants they'll have to apprehend them and take them to a facility to hold onto them until they decide what to do," Bee said, whether that's sending them back home or allowing them to apply for asylum.Mexico already ramped up pressure on migrants, by cutting funding to overflowing migrant shelters, "shelters in Mexico have less access to resources, they are receiving hundreds and hundreds more people than before. SAN DIEGO (KGTV) -- Homes burned overnight Sunday as the Valley Fire raged through the East County, burning thousands of acres and prompting a state of emergency declaration.Video from the scene showed structures and vehicles scorched by the flames. So far, 11 structures have been destroyed by the fire.As of Sunday at 8:47 p.m., the fire has so far scorched 9,850 acres and is 1% contained, Cleveland National Forest says.Evacuation orders have been issued for Barrett Lake Dam, while evacuation warnings have been issued for Lake Marina, Dulzura, Dog Patch, Potrero, Campo, Honey Springs, Barrett Junction, Dearhorn Valley, Corte Madera, Pine Valley, and the area from Lyons/Japatul Valley Rd. to the 8 Freeway.Overnight into Monday, fire crews say the fire is expected to remain active because of the lack of overnight moisture.Structures are being threatened in the Carveacre and Lawson Valley, Wood Valley, Lyons Valley, and Deer Horn Valley.
