ENCINITAS, Calif. (KGTV) - Police are investigating an elaborate phone scam that cost an Encinitas woman ,400.Lauren Kennedy says she was driving to work Wednesday morning when she received a phone call around 8:30 a.m. She says she had just gotten off the phone with her mother when all of a sudden she was calling her back.But when she answered, it wasn’t her mother’s voice.“It was a man’s voice telling me he had abducted my mother and he was going to kill her if I didn't do exactly as he told me,” Kennedy said.Kennedy said it became so real when she heard her mother’s voice on the other line.“At that point, that’s when I knew it was real," she said. "I heard her in the background, and I thought for sure that they had taken her.”The man on the other line directed her to go to the nearest grocery store and put money into Money Pak cards. Then they demanded the card numbers over the phone and ordered her to destroy the cards afterward.They told her to cut up the cards and email them photo evidence that they had been destroyed.“At that time he hung up and never called me back,” she explained. “So within a minute or two, I called my mom’s phone and at that time, she answered.”That’s when Kennedy’s realized she had fallen victim to an elaborate phone scam.The Sheriff’s Department says the scammers used a “spoofing device” to make it look like the phone was made from her mother’s phone number.The scammers also called Kennedy’s’ mother in the middle of the fake ransom call. They got her worked up by saying they had her daughter.“They just wanted her to be scared and sound scared. All I heard was her saying my name. I still can't believe it," Kennedy said. “I think their whole intention with calling her was to have her voice in the background while they were asking me to do whatever they wanted me to do." Kennedy says she not sure how the scammers got her information or her mother’s. She says she is always careful with her information and weary of scams.“I don't answer phone calls I don't recognize,” she said. “I don't answer blocked numbers. I let people leave voicemails to determine if it’s legit or not. I feel like the public needs to know about this (scam) because if I can fall for this, anybody can fall for this.”In an email, to 10News the Sheriff’s Department says people should hang up when they get phone calls like this and should immediately call law enforcement.Kennedy says that's what her mother did when she go the call, but for her  - it’s easier said than done.“This was life or death," she said. ENCINITAS, Calif. (KGTV) - The City of Encinitas announced a timeline Monday for its leaf blower ordinance restrictions. The rule, which bans all gas-powered leaf blowers and restricts hours of use, was adopted by the Encinitas City Council on Aug. 21. The ordinance took effect for city operations on Sept. 20. By Dec. 20, all commercial operators will be required to comply with the rules. All others have until Jan. 20, 2020 to adhere to the restrictions. The new ordinance includes the following restrictions: Prohibits the use of all gas-powered leaf blowers citywide by January 20, 2020; Allows for the use of electric or battery-powered leaf blowers; Requires responsible use of blower equipment to control dust and noise; Leaf blowers of all types may only be used between 8 a.m. and 6 p.m. Monday through Saturday, and between 12 noon and 5 p.m. on Sundays.Anyone who must purchase a new electric or battery-powered leaf blower can take part in a rebate program to partially subsidize the purchase. FALLBROOK (CNS) - Authorities Saturday were continuing to seek a driver who was involved in a crash with another car in Fallbrook early Friday then fled, was pursued by the other car's driver and escaped when the other driver was involved in a second crash.Officers said the driver of the Mustang was in critical condition at a hospital as a result of the crash.The dangerous chain of events began shortly before 9:40 a.m. when a brown SUV, possibly a GMC Envoy, and a Ford Mustang collided on southbound South Mission Road at Stage Coach Lane, just west of Fallbrook High School, according to information from CHP Officer Mark Latulippe.The "involved vehicles began to chase each other," Latulippe said, and the two cars initially headed south, but later turned around and continued north on South Mission Road.As the cars approached the intersection with Stage Coach Lane -- the same area where the first collision occurred -- a Honda CRV was also nearing the signal, heading west on Stage Coach.The SUV made it through the intersection, but the Mustang was struck by the CRV, which was heading into the intersection with a green light, Latulippe said.Another two cars, a Toyota Tundra and a Volvo V60, were also struck by the Mustang after the impact with the CRV.The driver of the Mustang, a 19-year-old Fallbrook man, suffered "major injuries" and was taken to Palomar Medical Center, where he was listed in critical condition Friday night, Latulippe said.A female passenger in the Mustang, also 19, was being treated at Sharp Memorial Hospital for injuries described as minor.Drivers and passengers in the other cars involved in the second crash had complaints of pain, but no other injuries, according to Latulippe.It is believed the car involved in the initial crash is possibly an early 2000s GMC Envoy driven my a man. Its driver continued north on South Mission Road after the collision, and was last seen near Rocky Crest Road.The intersection of South Mission Road and Stage Coach Lane was closed for about an hour-and-a-half on Friday while officers investigated. 2085

  

Faculty members at Lehigh University have voted overwhelmingly in favor of rescinding President Donald Trump's honorary degree.Trump was presented with the honorary degree in 1988, when he was chosen by the graduating class as commencement speaker. It was standard for all commencement speakers to be given honorary diplomas at that time, Lehigh spokesperson Lori Friedman told CNN.More than 80% of voting-eligible faculty affirmed the?motion asking that the Pennsylvania college's Board of Trustees revoke the honor. Only 14% voted against the motion. It will now be conveyed to the board, according to Faculty Steering Committee Chair Doug Mahoney.Dr. Michael Raposa, who helped to draft the motion, told CNN that it was intended to reflect that faculty members "don't want Lehigh to be identified with the kind of sexist, racist, and Islamophobic utterances" he says the President has made. The motion was not meant to serve as a comment on Trump's political views or positions, he said."We did not want this to be a debate about politics," he said.Raposa told CNN he felt the results of the vote represented the "clearly articulated voice of the faculty."The faculty motion was preceded by two petitions, including an online one?that garnered more than 30,000 signatures. It was presented to the Board of Trustees in August 2016, but at the time, the committee voted to take "no action."While Raposa said that he hopes the Board of Trustees "will act in way that they will feel proud of," he noted that ultimately "it's really important that the faculty has spoken." 1593
