NATIONAL CITY, Calif. (KGTV) - The National City City Council voted 4-1 Tuesday night to introduce a new ordinance that aims to close a loophole in a state law that prohibits the retail sale of cats, dogs and rabbits.Enacted on January 1, 2019, the new state law prohibits stores from selling animals unless they come from shelters or non-profit rescues. However, some pet stores have continued to sell what appear to be purebred and designer mix puppies that come from a small group of newly formed rescue organizations.One of those groups is called Bark Adoptions, based in Menifee. A 10News investigation found Bark Adoptions had been importing puppies from another supposed rescue in Iowa that had ties to commercial breeders.At National City Puppies, one of the two remaining pet stores in the city, signs on the dog cages in May showed they came from Bark Adoptions.The manager of National City Puppies, David Salinas, said he did not know where the dogs at his store came from beyond the listed rescues. But he defended his store in front of the city council, saying it comes down to consumer choice.“It’s the American way to have the freedom to choose where to buy a puppy,” said Salinas.As written now, the new ordinance says “a pet shop or retail pet store or its operator shall not sell, deliver, offer for sale, barter, auction or otherwise dispose of a cat, dog or rabbit.”There are exceptions, however, that would allow pet stores to offer “a cat, dog or rabbit owned by an animal shelter or animal rescue organization for purposes of adoption” but only if “the pet shop does not receive any fee from the adoption and does not have any monetary or ownership interest” in the animals. The ordinance still has to come back to the city council for a second reading and adoption before it goes into effect. 1835

They would have loved it.”Goetz's mom was skeptical about the outfit at first, but once she heard the reason he wanted to wear it, she happily approved. “I had no idea what he was doing when he first told me about it,” she told the Wausau Daily Herald. “I probably tried to talk him out of it at first. I didn’t know what he was getting into.“Then he told me why he wanted to wear it.”Mosinee High School is located 20 minutes south of Wausau and had a student population of 634 as of January 2017. The other officers are also charged with aiding and abetting second-degree murder.The other officers are being held in the Hennepin County jail on 0,000 bond, The Associated Press reports.Floyd’s death set off protests, some violent, in Minneapolis that swiftly spread around the U.S. and the world.Chauvin's first court appearance landed on the same day as the public viewing of Floyd's casket at a Houston church. More than 230,000 institutions around the world now have free access to a new tech tool that focuses on social and emotional learning during a time when people need human connection more than ever.Like most teachers around the country, Rory Yakubov did not get the type of "back to school" that she was hoping for.“You have to go with the flow, really, if you’re going to stay on top of things right now,” Yakubov said. “Having a mindset where I’m going to have everything perfect is not going to happen. I’m OK - I’m getting OK with that.”Yakubov says her New Jersey district started the school year remotely, which meant the high school math teacher had to figure out how to connect with her students virtually.“It would be so nice if I could walk around the classroom with my students, engage them, check in, have conversations about how they’re doing also have personal conversations with my students,” Yakubov said.Yakubov and her district use Microsoft Teams. She teaches algebra 1 and geometry through the platform, and says she's really looking forward to some new features within Teams. She views it as another tool in her toolbox.Microsoft's education director Mark Sparvell says the roll out includes "praise badges," which are cute, colorful and eye-catching stickers for teachers to "hand out" to their students.“What these tools do is they provide an avenue even when we’re between glass to allow young people to be seen, heard and know they matter,” says Sparvell.Things like reflections and emotional check-ins are also new, and they come at a time when students everywhere are more stressed and anxious than ever.“How is a student feeling, how is my class feeling, how is my school feeling, how is my district feeling,” Sparvell said.Years of research and development led them to this point, says Sparvell. The new tools are based off of science to help youth development. He says these sorts of social and emotional connections are critical for every student.“They’re tied directly to academic outcomes, to positive life outcomes, to mental health and physical health and they’re tied to potential to be employed and remain employed in the future,” Sparvell said.Yakubov says she hopes it'll force her high schoolers to engage, as teens often have a tendency to withdraw.“I am here for them,” Yakubov said. “I want them to succeed and it’s really tough. I would be able to go over to that student who’s super quiet and nudge them and have a quiet conversation and I can’t do that now and I don’t even know who those students are yet and I’ve been teaching five weeks.”She also says, for those teachers how are struggling to help students succeed, this is one way to help guide everyone along, in what may just be their toughest year. 2759

  

MINNEAPOLIS, Minn. – The death of George Floyd in Minneapolis, Minnesota, put a national spotlight on systemic racism and social inequities. Just a few weeks later, the state’s unemployment rate for people of color is further hitting home how real and current those issues are.“It’s really shocking that number is the way that it is,” said Kimberly Jones.Jones is an African American woman and was a Minnesota-based flight attendant recruiter, who lost her job in March.According to data from Minnesota’s Department of Employment and Economic Development, she is a part of the half of all Black workers in the state who have lost their jobs and have had to file for unemployment during the past five months. Right now, Black workers in Minnesota are almost three times as likely to still be unemployed, compared to white workers. That’s significantly higher than the national average, which also shows Black workers across the country struggling with unemployment at a higher rate than white workers.“We have been suffering and going through this kind of social inequity for so long,” said Jones. “It is sad to say you almost get used to the norm. I get used to the redlining. I get used to not being able to get a job. I get used to the discrimination. My hope is that with everything that has happened together the way that it has, it will begin to shed light on things that absolutely have to change.”The issue of people of color having disproportionately higher unemployment in Minnesota and around the country is not a new issue or one just isolated to this economic downturn, according to experts like William Rodgers with Rutgers University. Rodgers is the Chief Economist and a Professor of Public Policy at Rutgers’ Edward J. Bloustein School of Planning and Public Policy.“The big concern there that I have is that this is potentially writing the same rules we have seen in previous recessions,” said Rodgers. “African Americans, Latinos, and other groups, but especially African Americans, they are the first ones to be fired and they are the last ones to be hired when there is a recovery.”Given the recent national awareness and concern over systemic inequities for people of color, there is action being taken to change the course of history this time.“Employers need deep help in addressing the institutional racism that exists within their walls and to determine really what kind of actions they can take to really start to create new policies and practices and new ways of being as it relates to how they hire talent,” said Towanna Black.Black is the Founder and CEO of Minnesota’s Center of Economic Inclusion. Her organization recently created several new positions to help private companies and other employers address their role in this inequity and unemployment disparity.“We do an assessment upfront that helps employers understand, almost across 200 dimensions, what is happening inside your business and how those policies and practices either help your employees move forward economically or hold them back,” said Black. “We are glad to say that employers, not only in Minneapolis/St. Paul but across the country are reaching out.”While employers work on change, someone like Jones has changed her mind about returning to the workforce that historically has worked against her and other people of color. She has instead decided to work on a nonprofit passion project, turning her home into a shelter for woman called The Genesis House Service Corporation. 3489
