VISTA, Calif. (KGTV) -- Deputies arrested a man they say kidnapped his girlfriend’s 8-year-old son early Wednesday morning.According to the San Diego County Sheriff’s Department, the alleged kidnapping happened on the 300 block of Hillside Terrace at 2:15 a.m.Authorities say Guillermo Cruz, 32, was intoxicated when he drove to his girlfriend’s house, jumped a balcony fence, and abducted the woman’s sleeping 8-year-old son. Deputies say Cruz is not the child’s father.After calling 911, deputies spotted the vehicle Cruz was driving and pulled him over before making the arrest. The young boy was unharmed.Deputies say they noticed Cruz had an empty vodka bottle in the car with him. He was arrested on multiple charges, including child abduction, kidnapping, child endangerment, driving under the influence and burglary. 832
VISTA, Calif. (KGTV) – A group of teenage girls attempted to set a trap for a 32-year-old man who tried to meet one of them for sex, according to San Diego County sheriff’s officials. According to sheriff’s officials, deputies responded to a reported kidnapping at 1385 East Vista Way in Vista around 2:30 p.m. Sunday. A group of juveniles told responding deputies they used a social media app to contact “an older man who was looking for underaged girls to have sex with. The group hoped to expose the male and turn over the information to law enforcement agencies for prosecution.” Sheriff’s officials said the group made contact with Robert Dreyfus on the app and exchanged text messages. A meeting location was established at a shopping center at 1385 East Vista Way. Officials said that “Dreyfus arrived and convinced the 17-year-old victim to get into his vehicle to talk,” but he then drove away with the girl without consent. According to officials, the girl was able to message her friends for help, and they contacted authorities. Deputies made contact with Dreyfus, and he stopped his vehicle near the 2000 block of East Vista Way. The girl got out of his vehicle and was not hurt, officials said. Dreyfus was arrested by responding deputies and booked into Vista jail on suspicion of kidnapping, sending harmful matter to a minor and communication with a minor for specific offenses. Online, hundreds of groups that set up stings, hoping to expose child predators. “This was really dangerous and something that’s best left to professionals in law enforcement,” said criminal defense attorney Jan Ronis. Ronis said the teens’ actions could complicate the criminal case. “Normally, law enforcement runs these operations. The solicitation is recorded. The coversations, the meeting places are surveilled. This is a bunch of kids.” Dreyfus’ bail was set at 5,000, according to the San Diego County Sheriff's Department's inmate information. He’s due to appear in court next week. 1998
Visitors to the Bahamas will no longer have to quarantine for 14 days after the island updated its coronavirus rules over the weekend.On Sunday, the island stated in a press release that anyone who visits must test negative for COVID-19 five days before arriving on the island, apply for a health travel visa, complete a daily questionnaire, and take a rapid antigen test the fifth day of your stay.The antigen test is not required if you are leaving on the fifth day.And you're required to wear a mask and social distance in public places.Beginning Nov. 14, visitors must opt into COVID-19 health insurance when applying for the health travel visas."The cost of the required COVID Health Insurance is included in the Bahamas Health Visa and paid in advance of travel," island officials stated on its FAQ.The island said anyone who presents a test older than five days would not be allowed entry.Prior to the rules change on Sunday, visitors had to quarantine for 14 days upon their arrival as part of its vacation-in-place. 1032

WASHINGTON -- The U.S. House is expected to vote this week on a bill that would bring sweeping reform to the nation's drug policy, by removing marijuana from the Controlled Substances Act.Democratic leadership in the House is preparing for the vote on the bill, called the Marijuana Opportunity Reinvestment and Expungement (MORE) Act of 2019. The US House Judiciary Committee approved the measure last November.If made into law, the measure would open up business opportunities for legal marijuana nationwide.Still, many steps need to be taken to put the bill into law. If the measure passes the House, it could stall in the Republican-controlled Senate. Utah has worked on its medical marijuana program in the state since voters approved a proposition in 2018.
