CHULA VISTA, Calif. (KGTV) - Extra security officers are in place at Eastlake High School in Chula Vista Friday due to confusion over a school threat at a similarly named school near Tampa, Florida.Pinellas County, Fla. deputies found an unspecific threat written on a wall of a girl’s bathroom at East Lake High School in Tarpon Springs Thursday, according to TampaBay.com. The threat, which was also posted on Snapchat, warned students not to come to school Friday.Word of the Florida threat spread on San Diego County social media pages Thursday night, according to Sweetwater Union High School District spokesperson Manuel Rubio.There is no credible threat to Eastlake High School, Rubio said.As a precaution, the local school added extra security officers on campus Friday. Families also received an automated phone call Friday morning to reassure them the campus was safe, according to Rubio.The written threat to Florida's East Lake High School has also been deemed not credible, said Pinellas County Sgt. (KGTV) - Concerned citizens made their voices heard Monday night at a Sweetwater Union High School District board meeting in which the district’s financial problems are discussed.Many residents in the South Bay have expressed outrage over the district’s myriad fiscal issues, pointing specifically at the financial mismanagement of salaries and a disproportionate ratio of administrators to teachers.Data provided by public pay and pension database Transparent California, showed 1,796 Sweetwater district employees making 0,000 and above in 2017 salaries. Many of those making six figures are administrators and other non-teaching employees.In 2017, the district paid out 9.97 million in salaries and benefits to its employees. Two similarly sized school districts in California paid out nearly 20% less than SUHSD in total pay and benefits, between 5 and 3 million, according to the data. SUHSD was shown to have 2,000 more employees than the other two district; 6,391 compared to about 4,500 for the other districts.SUHSD paid over .3 million in overtime to about 841 district employees during the year. District officials previously said its 2018-2019 school year budget shortfall was due to expenses from staff raises, including costs of substitute teachers and an unexpected million expense for utilities.Even with a revised budget, it was later reported in an independent audit that Sweetwater’s budget problems were worse than what was originally predicted due to the following “significant factors”:“Internal borrowings that reflect the significant cash flow shortages in the General Fund”“Unsustainable salary, benefits, and pension increases that create significant deficit spending”“Declining local enrollment of students”The district has been borrowing money faster than it can pay back, taking money from local development taxes, also known as Mello-Roos fees, according to a Dec. 3 report from The Voice of San Diego. This fiscal year alone, the district will borrow million -- in addition to the million they already owe.At an October 8 board meeting, SUHSD staff offered suggestions to help reduce the debt such as energy cost savings, freezing unfilled positions, and a reduction in the work year for all management. In an email sent to families following that Oct. 8 meeting, at least two schools announced they would be cutting after school programs and their 2019 summer school sessions.More recently, the district announced it would allow nearly 300 employees to retire early in an effort to balance the budget. The school board also voted to cut 34 temporary teaching positions in the district's adult education program.Moving forward, auditors recommended the district evaluate the procedures in which it reviews its own finances. The audit goes on to suggest those assigned with monitoring finances “should have a clear understanding of accruals and the journal entries required to account for them properly.”Auditors also urged Sweetwater to “always perform timely bank reconciliations to ensure that all activities have been properly accounted for and that there are no errors posted.”Sweetwater officials acknowledged not having “tight internal controls or warning systems in place” in balancing its budget. 4103

Over the summer, the company started testing out a meal kit service.Chick-fil-A believes people think about food the way they think about shopping: Why go to a store when you can order online? To stay ahead of that trend, Chick-fil-A is getting creative about how to reach people at home, work and parties — and it's miles ahead of the competition."Our mission is to be convenient," said Luke Pipkin, who works on innovation within the company's Beyond the Restaurant team, which is dedicated to exploring off-premise opportunities like delivery, catering and meal kits.The new restaurants don't have dining rooms, so the locations have larger kitchens. They're also cash-free: Customers have to use DoorDash or a credit or debit card. Chick-fil-A encourages customers to order directly from its mobile app. And Chick-fil-A put the locations by highways and major roads in Nashville and Louisville to facilitate deliveries.That makes the test locations "pretty differentiated from our regular restaurants," Pipkin said.Chick-fil-A isn't alone: All fast food companies are trying to figure out ways to reach people at home and get more customers to use their apps.Nearly two-thirds of consumers say that more fast food restaurants should offer delivery and takeout options, according to research company Mintel. And 46% said that they'd be more inclined to pick up an order from a restaurant if there was a dedicated pick-up area.Mintel also found that in the three months ending in September, 27% of people surveyed said they ordered delivery directly from a restaurant online or through an app, and 13% said they ordered delivery from a third party.The "off-premise business is really booming within the food service sector," said Amanda Topper, associate director of foodservice research at Mintel.Chick-fil-A is well ahead of the curve. While the chicken chain is going cashless and opening restaurants without dining rooms, competitors are working on streamlining their digital pickup areas and using promotions to raise awareness for their apps."They've seemed to be deploying a number of innovations ahead of the industry," said Melissa Wilson, a principal with the food service consulting company Technomic.Plus, catering is an important part of the restaurant's business. About "14% of Chick-fil-A customers try Chick-fil-a for the first time through catering," said Pipkin.Overall, Chick-fil-A's methods are working.The chain has grown "exponentially" in recent years, said Wilson. Chick-fil-A is a private company, so its sales figures aren't public, but Technomic's research found that Chick-fil-A generated billion in sales in 2017. Three years before that figure was about .8 billion, Wilson said."They test things very carefully," she added. "They are very thoughtful."Customers love Chick-fil-A. In a sector where customers tend to be brand-agnostic, "they benefit from having a really strong brand loyalty," said Topper.That may be why the brand is comfortable testing out creative concepts, she said. Customers are likely to stick with Chick-fil-A even if the meal kits or new locations are a flop.The company is moving slowly, for now. Meal kits are being offered for just a few months in Atlanta. Once the test ends, in mid-November, Chick-fil-A will decide if and how to move forward.The company plans to open more catering- and delivery-only restaurants next year, Pipkin said.If Chick-fil-A is successful, other companies may follow its lead, Topper said. CHULA VISTA (KGTV) -- The Chula Vista Police Department is working to determine what caused a suspect to die more than 12-hours after he was taken into custody following a violent confrontation with officers.Jason Allen Watts, 29, of Spring Valley, was taken into custody Friday just before midnight after two people inside the 7-11 store at 403 Third Avenue reported him to appear under the influence of a substance and was refusing to leave. CVPD Capt. Phil Collum said Watts also called police to report that unknown persons were outside the store and were threatening to shoot him.Arriving officers encountered Watts inside the store but he ran behind the clerk’s counter and failed to comply with officer’s repeated orders, according to Collum."Officers spent time talking to Watts, trying to deescalate the situation to calm him and gain his compliance," Collum said. "As officers were talking to Watts, he punched a cash register on the counter and lifted it as though preparing to throw it at the officers."Collum said officers tried to take Watts into custody using less-lethal tools, including taser and pepper spray.Watts was eventually arrested but paramedics where called to the scene to evaluate him after he "continued to violently resist the officers," Collum said.The suspected was transported by ambulance to Paradise Valley Hospital for treatment where he was deemed suitable for incarceration by medical staff."While being booked into the San Diego County Central Detention Facility, further evaluations indicated Watts may need additional medical treatment," Collum said.Watts was subsequently transported by ambulance to UCSD Medical Center. "Once at UCSD, Watts began suffering medical complications and underwent treatment by medical staff," Collum said. Watts was pronounced dead at 12:21 p.m. Saturday afternoon.The Chula Vista Police Department’s Crimes of Violence unit is investigating. The cause of the death is unknown at this time. 2093
