Fans of true crime will get more than they bargain for this weekend, as HBO releases a six-part documentary series based on the book of the same name, I’ll Be Gone In The Dark.The book written by Michelle McNamara follows the writer's own investigation into the suspected crimes and capture of Joseph DeAngelo, better known as the "Golden State Killer." DeAngelo was arrested on suspicion of at least 13 murders and more than 50 rapes across California in April 2018. Eyebrows were raised after a court filing Tuesday revealed former Trump campaign chairman Paul Manafort, now under federal indictment, has three U.S. passports.On top of that, he had filed for 10 passport applications in as many years, according to special counsel Robert Mueller, who is investigating Russia's alleged meddling during the 2016 presidential election.Three passports? We wanted to find some answers.Can you have more than one passport?Yes. U.S. citizens are allowed to have more than one valid U.S. passport at the same time, according to the National Passport Information Center, which is a division of the U.S. State Department.But in most cases, you are only allowed to have two valid passports at a time, according to the NPIC.As NPIC notes on its website, holding a second passport "is the exception to the rule."It remains unclear why Manafort has three."Having three valid U.S. passports is incredibly unusual and normally would raise a red flag," said Valentina Meehan, owner of New York-based passport and visa expediting service Passport Plus.The State Department declined to comment on Manafort's passports.An official from State said in a statement that its general policy is that "no person shall bear or be in possession of more than one valid or potentially valid passport of the same type (regular, official, diplomatic, no-fee regular, or passport card) at any time, unless authorized by the Department of State."The spokesperson noted that requests for more than one passport are reviewed on a "case-by-case basis."How do you qualify for a second passport?Typically second passports are given to frequent travelers, especially those who travel overseas for business a lot, said Meehan.One reason you might hold a second passport: if your primary passport contains stamps or visas to other countries that may cause the country you plan to visit to deny you entry, according to the State Department. For instance, if your passport shows that you have traveled to Israel, countries like Lebanon and Libya may not allow you in, Meehan said.Another scenario in which you might be granted a second passport is if you have submitted your primary passport for a travel visa or some other administrative reason but have an immediate need to travel to another country."Sometimes your passport can be stuck with a consulate or embassy for weeks for a visa," said Meehan. "Suppose you suddenly have to travel to Canada or Europe while you are waiting to get your passport back. Even during this time of strong political divisiveness, lawmakers agree there should be changes to Section 230. Congressional committees have subpoenaed the CEOs and heads of major tech companies like Facebook, Twitter and Google multiple times to answer questions about possible bias, eliminating competition, allowing misinformation to flourish, etc., all trying to get to the heart of what should be done about Section 230.So, what is it?Section 230 refers to a section of just 26 words within the 1996 Communications Decency Act.It reads: “no provider or user of an interactive computer service shall be treated as the publisher or speaker of any information provided by another information content provider.”This particular section makes it so internet companies are generally exempt from liability for the material users post on their networks.Which means, if a news website article makes false malicious statements about a person, that person can sue the publication for libel. However, if that article is posted on social media and spread to hundreds of thousands of people, the person can only sue the individual who posted the article and cannot hold the social media company responsible for spreading the article.The wording of Section 230 also allows internet companies, and more specifically social platforms, to moderate their content by removing or censoring posts that are obscene, violent or otherwise violate that specific platform’s terms of service and standards, so long as the social platform is acting in “Good Samaritan’ blocking” of harmful content.This has allowed online social platforms to grow and thrive, offering a space for users to share their thoughts and opinions, without the fear that those thoughts and opinions will get the platform in trouble. The wording for Section 230 came from established case law, including a Supreme Court ruling in the middle part of the 20th Century, which held that bookstore owners cannot be held liable for selling books containing what some might consider obscene content. The Supreme Court said it would create a “chilling effect” if someone was held responsible for someone else’s content.“Today it protects both from liability for user posts as well as liability for any clams for moderating content,” said Jeff Kosseff, who wrote a book about Section 230 and how it created the internet as it is today.President Donald Trump in May signed an executive order that would clarify the scope of the immunity internet companies receive under Section 230.“Online platforms are engaging in selective censorship that is harming our national discourse,” the order reads.One of the issues raised in the executive order is the question of when does a social platform become a so-called “publisher” by making editorial decisions about the content on the platform. Those decisions include controlling the content allowed on the platform, what gets censored, and creating algorithms that spread certain content further or faster.Content publishers are held to different rules and responsibilities by the Federal Communications Commission. News publishers can be held liable for the content they share on their platform, either in print or online.The president’s executive order came after Twitter started adding a fact-check warning to his tweets that contain false or misleading information. The executive order does not allow the president to change the law, but rather encourages his administration to take a look at Section 230.Lawmakers on both sides have concerns about how social platforms are abusing the protection they receive under Section 230, and have held several committee meetings.Many experts agree Section 230 cannot just be removed.If social platforms are suddenly held responsible for the content on their sites, there could be a whole new level of moderation and censorship as they clamp down on anything remotely controversial and unproven - possibly including some of the president’s own posts.Instead, lawmakers are investigating what changes, if any, could be made to Section 230 to offer clarity for both users and internet companies, as well as set boundaries for potential liability. 4178
Election offices across the country are making preparations to ensure everything is ready for a smooth voting process. A crucial piece to make sure that happens is recruiting enough poll workers for Election Day."The majority of poll workers are over age 60, and so, often in some of those higher risk categories for complications for COVID-19. So in the primaries this year we saw a lot of challenges getting poll workers," said Ben Hovland, Chairman of the U.S. Election Assistance Commission. Hovland says, in years past, most poll workers have been retirees volunteering their entire day and doing an important civic duty at polling places.During this summer's primaries, as COVID-19 cases rose, cities and states nationwide had some difficulty retaining poll workers. So much so, that the U.S. Election Assistance Commission launched National Poll Worker Recruitment Day."We created a website Helpamericavote.gov. If you go there you can choose your county and jurisdiction in the drop down menu and it can get you to your local election official and you can sign up if you want. But again, we’re seeing a number of places that still need poll workers," said Hovland.In Madison, Wisconsin, more than 1,000 poll workers canceled their volunteer shift for the primary and an August election. But then, something extraordinary happened. The city had more people sign up to be poll workers than ever before."We heard from a lot of people who said, 'I’m signing up to work at the polls because my grandma usually does and my mom usually does and can’t right now because of COVID, so I want to fill that spot.' We had to stop taking applications, which we’ve never had to do before," said Madison's City Clerk, Maribel Witzel-Behl. Witzel-Behl says during the last three presidential elections they had 3,000 poll workers. Now, they have 6,000 signed up. Many are local college students or people who were given the day off by their employer in order to participate in the presidential election."Now, almost 4,000 of those 6,000 poll workers are first-time poll workers and so that’s a pretty amazing thing to think about," said Witzel-Behl. Witzel-Behl says extra workers will help them be "pandemic proof" on Election Day. Poll workers are instructed to follow strict health guidelines, which include not having a fever within the last few days or showing any symptoms of COVID-19.Now that so many are signed up, the City of Madison will be conducting 50 new poll worker virtual training sessions to get them ready for the big day. Officials hope this boost in volunteers gives a renewed and longstanding interest for civic engagement."We're glad that the poll workers who have been in place for decades and may have a greater risk for COVID-19 don't have to feel bad about staying home and sitting this one out. That there are plenty of people to fill in and they're able to stay safe because we want our whole community to be safe," said Witzel-Behl.The U.S. Election Assistance Commission says there are also other ways people can contribute to a smooth Election Day. This includes being prepared to vote, simply by ensuring you're at the correct polling place, bringing the proper identification and making sure your address information is updated."That means you're in the polling place less time. That means shorter lines behind you. It's good for you, it's good for poll workers and it's good for election officials," said Hovland.Hovland says always check with your local election office for the most accurate information and to sign up to be a poll worker. 3574

The uncertainty is taking both a financial and emotional toll for local restaurant owners.Open. Close. Open. Close. This isn't the revolving door that welcomes customers into local restaurants, it's the state's rules on indoor dining that is worrying business owners."It's devastating thinking that we might have to close again," Charlie's Family Restaurant owner, Suzan Meleka said. "I haven't slept in two nights."When the quarantine began in mid-March, the 28-year-old Escondido diner had to shut its doors. Meleka said they tried take-out. But as a traditional sit-down diner, it just wasn't for them.Then came the good news on May 21, 2020. With temperature checks, new cleaning, social distancing protocols in place, Charlie's reopened, and their loyal regulars came back."The food is great, the prices are great, the atmosphere is great!" one customer said."It's like a family here," said another."We were worried that a lot of them might forget about us because we were closed for two and a half months," Meleka said. "So they've just been wonderful. They are glad to be back to some sort of normalcy."But that normalcy did not last too long for diners in 19 California counties on the state's watch list. On July 1, 2020, Governor Gavin Newsom declared that every restaurant in counties surrounding San Diego had to again, stop serving food indoors. So far, San Diego is clear from that list. But Meleka is worried we are next."I think if restaurants are following every single protocol, they shouldn't be penalized," Meleka said.Compared to their large dining hall and banquet room for overflow, Charlie's only has four outdoor tables. This may not be enough capacity for the beloved family diner to muscle through another forced shutdown."I keep saying it's the twilight zone because it's just unbelievable," Meleka said.Meleka hopes everyone follows the state's guidelines so that San Diego County can stay off the state's watch list.
