SAN DIEGO (KGTV and CNS) - The first rain storms of the season moved into the region Tuesday, bringing significant rainfall throughout San Diego County along with the possibility of snow in the mountains. A low pressure system to the south will make its way north and meet a colder, low pressure system that is making its way down the coast, National Weather Service meteorologist Miguel Miller said. These conditions are expected to produce rain continuing through Thursday night, with the heaviest rainfall expected on Wednesday, Miller said. Check 10News Pinpoint Weather ConditionsThe NWS issued a flash flood warning that will be in effect from Tuesday evening through late Wednesday night in the county mountains, valleys and coastal areas. An urban and small stream flood advisory was also issued through 3:15 p.m. for areas of San Diego County, including Chula Vista, Oceanside, Carlsbad, Temecula, El Cajon, Vista, Encinitas, National City, La Mesa, and Poway.Rainfall amounts through Thursday night are expected to be around 2 inches in the mountains, between 1 and 1.5 inches in the inland valleys, around 1 inch near the coast and less than a quarter-inch in the deserts, according to the NWS. Snow levels will drop to 6,000 feet by Wednesday evening, with several inches of snow expected by late Thursday, Miller said. Temperatures are expected to remain about 5-10 degrees above average Tuesday before dropping to 15-20 degrees below average on Wednesday, he said. SeaWorld San Diego officials announced the park would be closed Wednesday due to inclement weather. Another storm system could bring precipitation on Friday, but those showers are expected to light and isolated, Miller said. 1922

SAN DIEGO (CNS) - The San Diego-based owners and operators of the conservative One America News Network filed a million defamation lawsuit Monday against MSNBC and political commentator Rachel Maddow for saying on air the network ``really literally is paid Russian propaganda.'' The lawsuit filed in San Diego federal court by Herring Networks Inc., owners of the One America News Network -- or OAN -- calls Maddow's on-air statements ``utterly and completely false'' because OAN ``is wholly financed by the Herrings, an American family'' and ``has never been paid or received a penny from Russia or the Russian government.'' Maddow and MSNBC could not immediately be reached for comment. Maddow made the statements during a July 22 segment of her show, in which she cited a Daily Beast article stating that an OAN on-air reporter was ``on the payroll for the Kremlin.'' Herring Networks' court papers say the reporter, Kristian Rouz, is originally from the Ukraine and started his journalism career by writing articles for Sputnik News, which is affiliated with the Russian government. According to Herring Networks, Rouz was merely a freelancer for Sputnik who selected his own article topics for submission, and his work there had no significance toward his work for OAN. OAN demanded a retraction of Maddow's statement, according to the suit, which says that an attorney for NBC Universal refuted that Maddow's use of the word ``literally'' was not simply a figure of speech. The Herrings' attorney, Skip Miller, said in a statement that ``One America is wholly owned by the Herring family in San Diego,'' who he called ``as American as apple pie.'' Regarding Maddow's statements, Miller said, ``This is a false and malicious libel, and they're going to answer for it in a court of law.'' The suit also accuses Comcast, which owns MSNBC, of refusing to carry OAN on its cable service ``because it counters the liberal message of MSNBC,'' an act the plaintiffs call ``blatant censorship.'' 2004

SAN DIEGO (KGTV) - A flying eye hospital is bringing medical care to countries in need. One of the doctors who boarded the Orbis International plane in November is from San Diego.“Orbis International is a unique nonprofit focused on training eye surgeons around the world in advanced techniques of surgery," said Dr. Srini Iyengar, an Encinitas-based Oculoplastic Surgeon who volunteers for Orbis. The ultimate goal is to reduce blindness in countries with inadequate access to care.“In the world, preventable blindness is something that is a big concern, not only for the individual but also populations. Every blind person takes two people out of the workforce, not just them, but also someone who is caring for them," said Dr. Iyengar. The nonprofit just returned from Ghana, where 4 out of 5 people are blind from preventable causes. The plane has an operating room in front and a classroom in the back. “Local doctors, they come to the airplane, and they sit in the front seats and watch on the screen what’s going on in the back, and so they’re watching live surgery being performed," said Dr. Iyengar. The local doctors can then train more eye professionals in their country, helping people long after the plane takes off. Dr. Iyengar says both kids and adults receive care. For many patients, it's the first time they've seen a plane. Orbis International relies on volunteers and private donations.FedEx donated the plane. 1437

SAN DIEGO (KGTV) -- A 68-year-old woman has filed a lawsuit claiming she was sexually abused decades ago by a priest in Rialto, the latest in a wave of litigation targeting the Diocese of San Diego. The woman, identified only as Jane Doe, claims she was abused by Father Efren Neri while he served at Christ the King, a San Bernardino County parish that was then part of the Diocese of San Diego. “For many years, I just lived with it,” the woman said in an interview. “A lot of shame, anxiety all my life.”Father Neri died in 1982, according to the Diocese. In a statement, the Diocese said there are no reports Neri was ever accused of sexual misconduct with a minor. “None in San Diego, none in San Bernardino and none in Fresno,” the statement said. Last week, 20 people sued the Diocese of San Diego, alleging abuses by six other priests. Attorneys say scores of additional lawsuits against the church are coming after a new law took effect temporarily lifting the statute of limitations for accusers to file claims.Statement from the Diocese of San Diego: 1068

SAN DIEGO (CNS) - Three men who took part in the shotgun slaying of a Pacific Beach resident late last year pleaded guilty Friday to voluntary manslaughter and assault charges.Carlos Yslas, 25; Pedro Ramirez, 27; and Freddy Sosa, 38, were previously facing murder charges in the Dec. 29, 2018, death of 44-year-old Marcanthony Mendivil, who was killed in a home in the 2300 block of Wilbur Avenue.Yslas, who admitted to firing the shotgun, faces up to 30 years in state prison when he is sentenced Jan. 10.RELATED: Suspects in fatal Pacific Beach shooting to be arraigned; victim identifiedRamirez, who faces eight years in prison, is also due to be sentenced Jan. 10. Sosa also faces eight years in prison and will be sentenced Nov. 15.A fourth defendant, Paul Charles Weinberger, 51, remains charged with murder and assault. He's due back in court next week for a status conference, with a preliminary hearing scheduled for Nov. 18. Weinberger remains out of custody on million bail.Prosecutors have said that Weinberger lived in the residence where Mendivil was shot in the predawn hours of Dec. 29. However, neither a motive for the slaying, nor the defendants' relationships to each other and the victim, have been disclosed.Officers found Mendivil suffering from a gunshot wound when they responded to a 1:47 a.m. call of a possible shooting last Dec. 29, San Diego Police Lt. Matt Dobbs said.Paramedics took him to a hospital, where he was pronounced dead at 2:30 a.m., Dobbs said.Deputy District Attorney Flavio Nominati alleged during Yslas and Ramirez's arraignment earlier this year that both men entered the home masked and gloved.Yslas threatened another witness with the shotgun, then fired twice on Mendivil, the prosecutor said. The men then fled the scene in a vehicle, according to Nominati.Weinberger and Sosa were arrested the day of the killing, while Yslas and Ramirez were already in custody on unrelated charges when they were re- arrested and charged in February in connection with the killing. 2030
