KUNMING, Feb. 26 (Xinhua) -- Chinese Vice Premier Hui Liangyu has called for more efforts to fight Yunnan's worst drought in 60 years when visiting the province in southwestern China. He urged local authorities to ensure water supply for urban and rural residents and for agricultural uses.He also asked local authorities to take more measures to limit the spread of forest fires.Hui visited several rural households to know if they had enough water. He also inspected affected crops, reservoirs and forests during his visit to Yunnan from Wednesday to Friday.Yunnan's drought has resulted in water shortages for locals, livestock and crops. The dry spell started in the autumn 2009 and has also hit neighboring Guizhou Province and Guangxi Zhuang Autonomous Region. The seriousness, duration, areas affected and losses are rarely seen in history, the Ministry of Civil Affairs (MCA) said late Friday in a statement on its website. The ministry urged all affected regions to "take all possible means" to minimize the damages of the drought. The ministry also asked local civil affairs authorities of the four hardest-hit regions to report, on a 10-day basis, the number of people affected by the drought, people suffering from drinking water shortage, and people in need of government aid.

BEIJING, Feb. 1 (Xinhua) -- The Industrial and Commercial Bank of China (ICBC), the world's largest lender by market value, said Monday it extended 110 billion yuan (16.1 billion U.S. dollars) of new loans in January, less than the amount in the same period of 2009."The lending growth in January was stable and moderate, which has well satisfied the real economic demand," the bank said. The ICBC statistics showed lendings of the bank totaled 117.1 billion yuan in January 2009.The bank said it would focus on financing ongoing government projects and continue to extend more loans to small businesses, while strictly controlling loans to new projects and high energy-consuming and polluting industries.ICBC last Wednesday said its loan growth in early and mid-January was "a little fast" as many ongoing projects needed funds, but the lending pace had stabilized since, as a concentrated volume of existing loans had come due and some credit card debts had been repaid. It also announced it would maintain a "reasonable and balanced" lending rate in a move to ease mounting public concerns about possible credit cuts.To prevent economic overheating, the government last month announced it would restrict its overall credit growth to 7.5 trillion yuan in 2010, compared with last year's 9.59 trillion yuan. However, a report from Monday's Economic Information Daily said that as of Jan. 29, Chinese banks had already extended nearly 1.6 trillion yuan new loans this year.

BEIJING, Jan. 24 (Xinhua) -- China's central bank asked the nation's lenders to increase loans for rural development as farmers and rural business still had limited access to financing.Banks should issue more microloans to farmers to foster rural industries and urbanization, Liu Shiyu, deputy governor of the People's Bank of China, said at a meeting on rural financing service on Sunday."More efforts should be made to encourage financial institutions to offer rural financing services and participate in rural financial market," he said.Rural credit cooperatives should speed up corporate restructuring and play a leading role in rural financial market, Liu said.He also urged efforts to establish more village banks, microcredit companies and new types of financial institutions.Poor access to fund, as one of the reasons, has long kept China's rural development left behind the urban modernization. The situation has not been significantly improved despite repeated calls by government, as banks are relunctant to lend for lack of collaterals.By the end of September 2009, rural loans increased 29.1 percent year on year to 8.8 trillion yuan (1.29 trillion U.S. dollars), 8.3 percentage points higher than a year earlier

BEIJING, Jan. 22 (Xinhua) -- China was willing to work with Liberia to expand cooperation and promote bilateral ties, said Chinese Vice Premier Li Keqiang on Friday."We should work together to tap potentials for our cooperation," Li said when meeting with Liberian Minister of Foreign Affairs and Chief Minister of Cabinet Olubanke King Akerele.Hailing the relations between China and Liberia, Li also discussed China-Africa ties with the minister, saying that the Chinese government attached great importance to the solidarity and cooperation with African nations."We will make full coordinations with Liberia and other African nations to fulfill the fruits of the fourth ministerial meeting of the Forum on China-Africa Cooperation (FOCAC)." Chinese Vice Premier Li Keqiang (R) meets with Minister of Forieign Affairs of Liberia Olubanke King Akerele in Beijing, China, on Jan. 22, 2010.At the meeting held in Egypt in November 2009, Chinese Premier Wen Jiabao announced eight new measures to strengthen pragmatic cooperation in the next three years. The eight measures include the fight against climate change, intensification of technical-scientific cooperation, reinforcement of African financial capacities and increased access of African products to the Chinese market."We should take follow-up actions in an orderly way and push forward the new type of China-Africa strategic partnership," Li told the Liberian minister. This would help deepen China-Africa friendship and benefit the African people, he noted.Akerele was here on a visit at the invitation of her counterpart Yang Jiechi. The two ministers had talks earlier Friday.Yang said since China and Liberia resumed diplomatic ties in 2003, the two countries had maintained political mutual trust, fruitful economic cooperation and close cultural exchanges.Yang appreciated Liberia's adherence to the one-China policy and its support for China on the Taiwan and Tibet-related issues."China is ready to make joint efforts with Liberia to maintain high-level exchanges, deepen economic cooperation and expand cultural exchanges, in a bid to achieve greater development of bilateral relations," Yang said.Akerele applauded China's great support and assistance to Liberia, saying her government valued the friendly cooperative ties with China.Liberia welcomed more Chinese business to make investment there, and was willing to expand cooperation with China in various sectors, she said.Liberia would also work with China to strengthen communication and coordination on the international and regional issues, such as climate change and reform of the UN Security Council, she noted.Akerele also spoke highly of China's active and comprehensive fulfillment of the FOCAC fruits, saying that her country would work with China to advance the Liberia-China cooperation and the Africa-China cooperation within the FOCAC framework.Shortly after the end of the Liberian civil war in late 2003, the West African nation reestablish diplomatic ties with China. China joined the peacekeeping mission in Liberia in December 2003 under a resolution of the UN Security Council.
