SAN DIEGO (KGTV) – Local and federal authorities are asking for the public’s help in finding a father suspected of abducting his two children and fleeing to Mexico.Authorities said on Jan. 12, 2019, Foong Lian Chin’s ex-wife dropped off their two sons, with the understanding that he would return them to her on the following day.However, when Chin did not return the kids, the ex-wife “called law enforcement to check Chin’s address” but “there was no answer at his house.” Law enforcement also tried to reach Chin by phone but could not get a hold of him.On Jan. 16, 2019, a court gave Chin’s ex-wife full custody of the couple’s children and an arrest warrant was issued for Chin. Authorities said the million warrant is for parental child abduction.According to authorities, investigators learned Chin took his sons -- 8-year-old Huaiyu Chin and 7-year-old Binyu Chin -- to Mexico.Chin, who immigrated to the U.S. from Singapore in the 1980s, has lived in New York, Southern California, and Baja California.Chin and his sons were believed to have last been spotted in Tijuana, Mexico.Chin is Asian, 47 years old, 5 feet 8 inches tall, and weighs 130 pounds. SAN DIEGO (KGTV) — In the midst of a housing supply crunch, San Diego is seeing apartments taken off market and reserved for short-term vacationers. The units would add to the estimated 16,000 vacation rentals now available in the City of San Diego, according to a recent audit.Now, a company called Sonder has signed master leases at apartment complexes and towers in locations including downtown, North Park, Little Italy, and Point Loma. Instead of renting them full time, the company leases them to visitors, charging more than 0 per unit on an average night. "Every San Diego resident needs to be afraid of that," said Brian Curry, whose group Save San Diego Neighborhoods is tracking Sonder. "It's a huge crisis, drives up rents, drives up housing prices."Curry's group estimates Sonder has leased more than 70 units and counting, including entire buildings in some locations. A spokesman for Sonder declined comment Thursday. In the past, the company has stated it pays all local taxes and that it has the right to sublease to short-term renters. Additionally, it has noted that developers have used increased revenue from Sonder to build even more market rate units. Still, City Councilwoman Barbara Bry said she was appalled at the practice and says the city should be ensuring developers deliver on the units the city approves. "Private developers tell us, 'let us build more units, let the market take care of our housing problem,' and then they artificially remove units and turn them into short-term vacation rentals," she said. "That's not fair."Meanwhile, the city code enforcement division is continuing to investigate The Louisiana complex on University Avenue. The city approved the complex as a 13-unit mixed-use apartment complex, but Sonder has the master lease for each of the market-rate units. The only confirmation so far is that the two low-income units on the property are leased to San Diegans who qualified. 1947

  

SAN DIEGO (KGTV) — Jonathan Goldwasser was one of the first business owners to set up shop inside One Paseo in Del Mar Heights.He opened the Parakeet Cafe when One Paseo’s retail area launched in March 2019 - and followed that up a few months later with Juice Crafters.He says business is of course best when the plaza is full.However, One Paseo has been anything but full since March, when coronavirus restrictions went into effect.“This has been hard,” Goldwasser said. “We went from maybe 20 employees to four.”Things, however, changed this week, when One Paseo fully reopened its retail center. On Thursday, there were people sitting at its socially distant tables and chairs, while shoppers in masks walked down its courtyard.“Little by little we are hoping that we will get back to where we were before COVID,” Goldwasser said, noting he’s back up to about 20 workers.About 25% of the center’s 40-plus businesses are mom-and-pops that rely on foot traffic.Juice Crafters closed entirely and Parakeet Cafe was reduced to takeout and delivery, sales going down 80%. They’ve since recovered and are now off 40% from pre-coronavirus levels.“Little by little we are hoping that we will get back to where we were before COVID,” Goldwasser said.The City Council approved One Paseo, a residential, retail and office complex in 2015. However, a referendum from nearby residents and the mall across the street ensued. Developer Kilroy scaled back the center to its current 0 million version, which opened last year just south of Del Mar Heights Road.Now that it’s open, there are social distancing rules in place. The center has also increased security to ensure the rules are followed and added sanitation protocols.Most of One Paseo’s retailers are now open from 11 a.m. to 7 p.m. 1789

  

SAN DIEGO (KGTV) — In the race for a coronavirus vaccine, scientists often say we need more than one winner.That’s in part because different vaccines use different strategies to provoke the immune system, and each strategy has different strengths.Take the inactivated virus vaccine, an approach currently used in the vaccine against the poliovirus. In this approach, scientists take a live virus, kill it with chemicals or heat, and then introduce that viral corpse into a person.There are three groups in the final phase of human trials using inactivated coronavirus, primarily in China, according to a tracker from the Milken Institute.“The immune system can tell the difference between something that's a real threat and something that's not a threat, and so if you get injected with a dead virus your immune system has the tendency to not pay a lot of attention to that,” said Dr. Shane Crotty of the La Jolla Institute for Immunology.The downside of the inactivated virus approach is that it only elicits two out of the three of the parts of the immune system, Dr. Crotty said. It’s capable of producing antibodies and helper T-cells, but not killer T-cells.The modern take on the inactivated virus approach is called a viral vector vaccine.In this strategy, scientists combine elements of the coronavirus with a common cold virus called an adenovirus that won’t make you sick. Since the virus is alive, it can elicit all three kinds of immune responses, Dr. Crotty said.“There are no licensed vaccines right now that use that strategy, but there are all kinds of vaccine trials that have been done around the world with those types [of vaccines] showing that they're straightforward to manufacture. They're very safe,” he said.The University of Oxford is testing a viral vector vaccine for COVID-19 in a Phase 3 clinical trial.Then there are subunit vaccines. These include just a section -- or subunit -- of the virus’ protein.UC San Diego is working on a coronavirus candidate vaccine using this approach.There are subunit vaccines currently on the market for tetanus and other viruses.“Working with proteins is more challenging, just from a laboratory and manufacturing perspective,” Dr. Crotty said.Enter the next phase of vaccine development. Instead of using the virus itself or fragments of it, Inovio Pharmaceuticals is working on a vaccine strategy using just the virus’ genetic information.DNA-based vaccines simply introduce a genetically engineered blueprint of the virus into a person, and the cells do the rest.“Some people get confused about this. They think it’s a genetic vaccine that changes their DNA and becomes part of them, and that’s definitely not the case.” Dr. Crotty said. “They don’t become part of you. Your body chews them up.”Researchers have been working on DNA-based vaccines for about 20 years, Crotty said, but none are currently licensed for use.San Diego-based Arcturus Therapeutics is using an RNA-based approach, along with other companies like Pfizer and Moderna that have entered Phase 3 trials.Messenger RNA reads the DNA instructions and helps translate them into proteins.Dr. Crotty said the DNA and RNA approaches have similar drawbacks and benefits: they’ve never been approved for us, but both can be developed rapidly because they don’t require access to the physical virus.Around the world, there are more than 200 coronavirus vaccines currently in development, according to the Milken Institute. 3459
