OMAHA, Neb. — Authorities in Omaha say two people died and two others are in critical condition after a home explosion and subsequent fire early Tuesday morning.Following the deadly explosion, it was discovered that the homeowner, 74-year-old Theresa Toledo, had filed a petition for a domestic abuse protection order against 27-year-old Alexander Toledo, stating her relationship as his grandmother. Theresa and her daughter, Angela Toledo, both died in the fire that broke out in the 4800 block of South 51st Street. A dog also was found dead at the scene. According to the Omaha World Herald, Alexander and another person who lived in the home suffered critical injuries.Theresa wrote in the petition, "Alex is on meth, mushrooms that I'm aware of, I haven't been able to see my grandchildren since summer because they are afraid of him as he talks to himself and says his stepfather is in his head, which is not true...he has put holes in the basement walls where he stays and you can't even walk in the basement. He has electronics in the walls & ceiling. I'm afraid he will start my house on fire."Toledo also described her grandson's alleged criminal history with narcotics. She concluded the petition by writing, "I need Alex out of my house now before he destroys my house or harms me, the drugs make him crazy."According to Omaha Fire Department Battalion Chief Scott Fitzpatrick, crews arrived on the scene at 8:15 a.m. Tuesday, with a second alarm called at 8:23 a.m. The entire block was initially evacuated before authorities determined there was no threat to other residents.The house that exploded is a complete loss and was leveled in the explosion. Some surrounding homes have extensive damage.Neighbors described the scene as horrifying and said it sounded like a bomb went off. "I heard a very loud explosion. It sounded almost like something was bombed and I flew out of the house thinking it was my house and when I got outside I could see the house was on fire and someone was running down the hill and saying to call 911," said Marianne Distefano, a neighbor. When fire rescue arrived at the scene, the house was engulfed in flames. "It was horrible. I mean it was just in flames and after that, smoke, but you could see it was bad. It looked like someone had bombed the house," Distefano said. Distefano saw one neighbor jump to action. Jeff Mell ran towards the flames when he saw what was happening. "I heard something fall, it sounded like something fell on our house, I thought it was a tree or whatever so I came out front angry and I looked down the street and saw flames coming and I automatically just started running," Mell said. He and another neighbor wrapped a man in blankets and helped him to a safer area. Fire investigators are probing the cause of the explosion. "There are so many variables to tell right now, that’s why we have to investigate and kind of piece it together to see exactly what it was that made that house explode. As you can see, the explosion was pretty big," said Fitzpatrick. OCEANSIDE, Calif. (KGTV) — Police say a Navy veteran who was sentenced last year to nearly a decade in prison for abusing his neighbors' dogs may be released early because of the pandemic.David C. Herbert was convicted in 2018 and sentenced last year to nine years and eight months in prison on six counts of animal cruelty, one count of burglary and four misdemeanor counts of vandalism for harming two separate families' dogs, one of which remains missing.Oceanside Police say Herbert was scheduled for parole in February 2021 but could be released earlier under criteria set by the state because of the coronavirus.RELATED: Oceanside man who tortured neighbor's dogs sentenced to 10 years"Neither the Oceanside Police Department, the San Diego County District Attorney’s Office nor the victims were consulted prior to this decision being made, and the Oceanside Police Department does not have any involvement and/or influence in such a decision," the department said in a release.In April, California adopted criteria after the pandemic hit to protect those who work and live at prisons by issuing expedited releases for thousand of prisoners serving sentences for non-violent offenses, who do not have to register as a sex offender, and who had 60 days or less to serve.Three months later, the state expanded the criteria for thousands of offenders who had 180-days or less to serve; and hundreds who had less than one year to serve who reside at facilities with large populations of medically high-risk patients. Not many people are wearing formal clothes to work, as a lot of people are still working from home. With not many businesses enforcing a dress code at home, the company Coupon Follow decided to see just how casual people were getting. "For this survey we actually surveyed over 1,000 people that had previously been sitting in an office almost every day working and now, of course, are no longer working at the office. They're all working from home. And it was a broad range of ages from 30s to 70s from all over the country and from a wide range of industries," said Michael Parrish DuDell, Coupon Follow's Chief Strategy Officer.DuDell says the idea was to get a snapshot of how people are dressing these days, how much money they're spending on clothes and what they like to wear. Coupon Follow connects customers with shopping deals around the country. Their survey found one possibly surprising result."We did find that 29 percent of workers work naked when working from home. Did that surprise me? That’s probably one of the words I would associate with my response to that. No, it didn’t surprise me. I think what surprised me is that people were so honest about the fact that they were working naked while working from home. I imagine that people weren’t working the full day naked. My guess is that there were some experiences where perhaps they had to and they answered the question with that in mind," said DuDell.The survey also showed the most popular work-from-home outfit was either loungewear or athletic wear. For the most part, people are really enjoying wearing a more casual wardrobe day to day. So much so, that 28 percent of respondents said they're willing to take a pay cut in order to keep the casual dress code going once they're back in the office."And that pay cut ranges about 15 percent in the dollar amount, was just north of ,000 dollars. So, between ,000-1,100 dollars people were willing to sacrifice in order to work in a place that didn’t require them to wear that button-up suit and tie," said DuDell.Lisa Frydenlund, an HR Knowledge Advisor with the Society for Human Resources Management, has some advice for people wanting to talk to their boss about a more casual dress code. "I always feel like if you have an idea and you want to bring it forward, first figure out who best to bring it forward to or what department to do so. Then, come with an idea, something you know will be heard in a sense that does it fit? Walking in with something totally crazy, you’re almost going in with the knowledge that it's not going to work. So, going with a plan," said Frydenlund. She says while some employers have still enforced a dress code policy for their employees working from home, many have relaxed those rules."I think it makes sense, especially in the world that we’re living in today considering that there’s a lot of challenges. So, being more comfortable in our current surroundings and most of us are at home, feels like one less thing to worry about," said Frydenlund. Frydenlund says many employers will have to re-establish their pre-COVID dress code rules once they welcome people back to the office."In general, I think people are asking themselves a really important question, which is, if I am doing something at my office - whether it's putting on a button-down shirt or whether it's doing work that can be done from home, they're thinking about that question. Is there a way to revise this to make it more relevant to the life and world that we live in now?" said DuDell. As for whether the casual theme will continue once people are back in the office, DuDell says it could depend on the type of business, but it will certainly be a topic of conversation going forward. 3734

  

Officer Aja Ellis has patrolled the streets of Illinois for nine years. From Chicago to the suburbs, she decided to settle in a community called Harvey, just south of the city.With every call, she has one mission. "There’s not a lot of trust," said Officer Ellis. "My goal was to try to change the perception."It’s a challenge across the country, but in the city of Harvey, especially, trust between an officer and the community they serve is hard to build."A couple years ago, the department was raided by the FBI. The department was raided by the state police. There’s a history here that we can’t ignore, and we want to show them we aren’t the same old Harvey," said Police Chief Robert M. Collins, Jr. of the City of Harvey Police Department.With the department’s new direction, comes new technology. It's an effort, "to weed the bad ones out so that we’re able to have a police department full of officers that are here willing to come to work for the citizens," said Officer Ellis.The department now has an early-intervention system for officer behavior run by Chicago company Benchmark Analytics. "We’re going to be able to help police departments understand that pattern of behavior and intervene long before you have very problematic incidents," said the company's CEO Ron Huberman, a former officer himself.The program collects all kinds of data on officers. It tracks things like arrests, traffic stops, citizen complaints and training. It also goes beyond those data points; the app also tracks officer overtime, vacation time, officer awards and positive comments, and promotions, in an effort to not only flag the negative, but to track potential for recognition as well.Once this information is compiled, it flags officers who may be at-risk for more serious misconduct in the future."This system will identify if this officer needs to be re-trained, if there needs to be discipline, and unfortunately if that officer needs to be terminated," said Chief Collins.Officer Ellis sees this intervention not only as a chance to change the culture for police, she believes it will help in the community too. "Sometimes, you may get that coworker that you don’t want to work with because maybe their attitude or maybe how they handle things, and you’ll get to a scene and they just blow it up, and I think to look at it from that aspect, it gives us better coworkers," Officer Ellis said.She is hoping community trust will be the biggest gain. "Once they see one bad officer, it's war from there. But if they’re seeing that something’s being done about this bad officer they’ve been complaining about, they’ll say, 'Maybe we can trust them a little bit more,'" said Officer Ellis.The Harvey Police Department has only had the technology for a couple of months, so they have not collected enough data yet to see how their officers are doing. But a police department in North Carolina created their own similar early intervention system several years ago, and the chief there said it's been a big help for officer morale and mental health."A lot of times, they may be going through something others don’t see, but through our early intervention system, we might identify characteristics that allow them to open up to speak about things that are bothering them or they’re going through," said Johnny Jennings, chief of the Charlotte-Mecklenberg Police Department.But experts warn, with all the improvements technology like this can bring, comes limitations."The supervisors—they have to be inclined to use the information because they can ignore it on the system just like if it’s sitting in the drawer," said John Rappaport, a University of Chicago professor of law. "It relies on the people to use the technology correctly and honestly and to want to move the department in the right direction."For Officer Ellis, she knows in the end, it will take more than just the data to reform a department."I think it’s going to take a good while, but I'm willing to stand in the fight to see the change," she said. Real change that may come more quickly with a little help."If that technology helps out in a positive way, we have a duty to use that to make ourselves better to better serve the community," said Chief Collins. 4232
