SAN DIEGO (KGTV) - A similar Observation Wheel to those in England and Paris could come to Balboa Park for a short term stay.The Cohn Restaurant Group and Sky Views of America presented the idea of the Balboa Park Star to the Balboa Park Committee Meeting on October 1.They hope the wheel would attract more visitors and re-energize the park."We have operated these observation wheels during the pandemic," Vice President of Sky Views of America Ben Pickett said.The gondolas are enclosed and climate controlled. According to the presentation, they are sanitized after each ride and safety protocols comply with state, local and CDC guidelines. Masks would be required for passengers and staff. The presentation was met with excitement by the committee."I love the fact it is innovative and outside the box," Committee Member Victoria Curran said. "This is a terrific idea, I love it!" Committee Member Johanna Schiavoni added."Sometimes it's the craziest ideas that are the best ones," Committee Member Micah Parzen said. He cautioned there were concerns that needed to be worked out, like where and how much room the wheel would take up, if the wheel would take income away from competing museums and the juxtaposition of historic versus modern aesthetics.Pickett said they are working on promotions with the museums as well as discounts for families and military members.David Cohn compared the Balboa Park Star to the London Eye, La Grande Roue in Paris, or the Belfast Eye in Ireland.Most visitors at Balboa Park who spoke with ABC 10News like the idea."I think it would be super super cool, I would totally ride it," Visitor Erin Medina from Reno said excitedly."At first I thought, huh, seems more like a carnival than beautiful historic Balboa Park, but as you mentioned the Ferris wheel came here in 1915, so it might be kind of cool to bring it back, especially during the pandemic," San Diegan Clare Siragusa said.The R-50 is a modern wheel with gondolas that can seat eight people. The cost is estimated - per rider and tickets would be sold online and at the attraction.The proposed location is in the Plaza de Panama, near the Museum of Art."Anything that's for the kids, anything that's kind of easy, accessible entertainment, I support," San Diegan Samantha Pearson said.Entertainment at 148 feet in the air, just 52 feet short of the California Tower.The next presentation will be for the Balboa Park Cultural Partnership Board October 28. SAN DIEGO (KGTV) — After a week of sifting through ashes of the devastating Camp Fire in Northern California, San Diego firefighters are back home tonight. The San Diego Urban Search and Rescue Task Force searched over 1,500 burned structures in the city of Paradise, Calif. Battalion Chief David Gerboth says many did not survive the devastation. Crews were ordered to look for 1- to 5-inch bone fragments of those who might be missing. “We went into a career to save people and we knew going up there that that wasn’t the mission. It was to provide closure for some families,” says Gerboth. The air quality was also a big challenge for firefighters.“There’s a lot of ash, there's a lot of debris. We were constantly wearing respiratory protection," he added.The task force was also away from their loved ones on Thanksgiving. Firefighters say this mission hit home for many of them.“It was definitely a challenge for all of us,” said Brady Holden. “Whatever little problems that you would deal with throughout the day, as you were driving back to the base camp you look around at the devastation, it really put it all into perspective that my problems really aren’t that bad.”The task force had to report all of the structures as clear before leaving. This allowed families to get back to survey the damage and salvage anything they could. 1350

SAN DIEGO (KGTV) - A woman was arrested Thursday on suspicion of running over and killing a man she had been arguing with at a Kearny Mesa parking lot. San Diego police said 33-year-old Latisha Ingram and an unidentified 25-year-old man were arguing in a parking lot in the 4600 block of Convoy Street at around 11:30 p.m. Thursday when the altercation escalated. Kiana Smith was in the middle of her shift at Rakiraki ramen restaurant when she heard the noise outside. Ingram was belligerent, Smith said, adding she had been turned away by a bartender at O’Brien’s. "She turned her down because she was way too drunk, then she made her way this way, and a server saw her before I did, saying she was way too drunk, she couldn't even walk." Smith told 10News the male victim, who had been waiting on a table with his girlfriend, was trying to stop Ingram from driving. "It looked like she was trying to get in her car, but she was obviously way too drunk to drive, so the guy was trying to stop her from driving,” said Smith. According to police, Ingram then drove away while the man was holding onto her car. Police said Ingram drove out of the parking lot and turned southbound onto Convoy Street when the man let go and was allegedly run over. "He ended up on the hood, and she made the right turn, and he completely flew off," said Smith.The man was rushed to the hospital, where he died from his injuries, police said. 10News learned Ingram returned to the area about 30 minutes later and was arrested without incident. Ingram was booked on suspicion of felony hit-and-run and felony DUI. 10News learned she has a prior DUI charge from 2011. Smith said returning to work Friday was tough. 1702

  

SAN DIEGO (KGTV) — A staff member at West Hills High School has tested positive for COVID-19, according to Grossmont Union High School District.The families of 23 students in classes affected by the positive test have been notified and will not participate in in-person classes for 14 days, according to GUHSD PIO Catherine Martin.Those students will continue their instruction virtually during that time, Martin added. All other West Hills students will continue their in-person or distance learning classes as scheduled.In a letter to parents, West Hills High principal Robin Ballarin said after reviewing the positive test with public health officials, there is no need to close the school for in-person learning."We have cleaned and disinfected, as appropriate, and our campus has been deemed safe for occupancy. We understand that this information is concerning. Staff members and students who may have come into close contact with the individual will be directly contacted by San Diego County Public Health with further instructions. We are working with public health to continue monitoring the situation, and we are strictly following all public health guidelines," Ballarin wrote.The identity of the staff member was not released due to privacy laws.According to the California Department of Public Health's guidelines for school reopenings, two-week closures will be put in place if at least 5% of the total number of teachers, students, or staff test positive in a classroom or school, or 25% of a district’s population tests positive.10News is monitoring this breaking news. 1593

  

SAN DIEGO (KGTV) -- A Southern California photography company promised parents beautiful photos of their children with unicorns. Instead, numerous parents told Team 10 they did not get what they paid for. Connie Guzman is one of those parents. When she saw a chance for a unicorn photo shoot for her only child Amelia, she was in.“My daughter’s fourth birthday was coming up. She’s super big into unicorns right now,” Guzman said. She said she paid a deposit through Venmo, with the total being 9 to Elle Alexandra Photography. The photo shoot took place on September 22.“My album was never posted, so then I emailed her. I waited about a week. No response,” Guzman said during Team 10’s interview on October 24th.Guzman said she did not get her photos in time for her daughter’s birthday. According to the agreement sent by Elle Alexandra Photography, pictures would be received within 21 days. The agreement Guzman showed Team 10 said: “Please allow up to 21 days for the final photos to be delivered to you. If your child has a birthday or needs a rush order for their photos, we will do our best to accommodate you. Just let us know what the special day is and we’ll work on getting them to you by that date!” “Very disappointed,” Guzman said. “That’s what we always want for our daughters—to give them those happy moments and those memories and I just really felt like she took those memories away.”Elle Alexandra Photography’s website said it is based out of Temecula. The clients said the photographer was Lesa Childress, who worked with her sister, Kayla.Another parent found herself in a similar situation as Guzman. Nish, who declined to use her last name, said she waited for her photos after her daughter’s unicorn photo shoot on July 28th. At first, the photographer said she already emailed them.“I’m like, looking through the spam… no, I don’t have anything,” Nish said. Then, she got a different story.“[She said] something went terribly wrong and we lost your baby pictures,” Nish said. She was told the photos were lost while evacuating the Holy Fire in Orange and Riverside Counties earlier this summer.“She said she was in a hurry to evacuate and then she just disconnected everything, unplugged everything,” Nish said. Nish said Elle Alexandra Photography offered a re-shoot on August 26th, but the photographer never showed up. She said she finally got a partial refund on September 8th and some photos, but not the ones she paid for. Those were the solo shots of her daughter on the unicorn.“It’s not about the 5. It’s about what’s right, and this is not right,” Nish said.“It just makes me so angry that there’s someone out there that’s taking advantage of these moms that work so hard and love their children,” said San Diego mother, Kerra Alimbuyao. She paid a deposit for her two daughters, but after seeing negative reviews, she contacted the company to cancel. She said she did this just a couple hours after she booked it. “She was refusing to give me my money back,” Alimbuyao said. She said there was no mention of a non-refundable deposit.In all, Team 10 spoke to six people who had issues with Elle Alexandra Photography. One mom, in an email, said it was “one excuse after another” as to why she did not get pictures in time. A vendor and a separate photographer also said they did not get paid for helping with the photography business and that Lesa Childress owes the money.Team 10 reached Childress through Facebook Messenger. She sent several long messages explaining her side of the story. Childress said every person she worked with received their photos, “and if not, they either didn’t show up, they canceled their [appointment], or didn’t reschedule.”When asked about Connie Guzman, she first wrote: “that name doesn’t ring a bell.” She later said Guzman received her photos last month and showed screenshots to prove it. Guzman said that is not true. She found her photos were available on the website accessible to customers only after Team 10 got involved.Childress admitted she “got busy too quickly” and was “in over [her] head.” “I was not prepared to take on a hundred clients with just myself,” Childress wrote. However, she claimed she is the victim with people attacking her online when their photos were not ready on time. She said while photos sometimes went out late, “they always went out.” Childress said she has shut down her business.Local moms said they want to warn others, so a similar situation does not happen to others.“Definitely do your research,” Guzman said.“People will target families right now, and they know that people love their kids and will do anything for their kids,” Alimbuyao added. “I think that’s the tool that she used.” 4729
