(AP) - With CBD showing up everywhere, U.S. regulators announced Tuesday they are exploring ways the marijuana extract could be used legally in foods, dietary supplements and cosmetics.The U.S. Food and Drug Administration said it will hold a public hearing May 31 to gather more information on the science, manufacturing and sale of cannabis compounds like CBD.In the meantime, it issued more warning letters to companies for making unapproved health claims about CBD products.Products containing CBD are already in stores and sold online, so it's easy to believe there must be something special about the ingredient. It's extracted using alcohol or carbon dioxide in factories. It's added to oils, mixed into creams and lotions and sold in candies and liquid drops.Widely sold online, CBD now is going mainstream with major retailers offering salves and balms for the skin. Prices range from to 0 an ounce at high-end shops.CBD often comes from a cannabis plant known as hemp, which is defined by the U.S. government as having less than 0.3 percent THC. That's important because THC is what causes marijuana's mind-altering effect.CBD doesn't get people high, although it may be calming. Keep in mind some CBD products may contain THC, whether or not the label says so.RELATED: CBD-infused foods become rising trend in 2019People drug tested for work, addiction programs or because they take prescription opioids should take note: CBD products have caused people to fail urine drug screens.IS IT A MIRACLE CURE?If you believe the hype, CBD treats pain, relieves anxiety and both helps you sleep and keeps you focused.Most claims are based on studies in rats, mice or in test tubes. Some human research has been done, but in small numbers of people.One exception: For two rare seizure disorders, the evidence for CBD was strong enough to convince the FDA to approve GW Pharmaceutical's drug Epidiolex, which contains a purified form.The FDA announced Tuesday it has sent warning letters to three companies marketing products with what outgoing Commissioner Scott Gottlieb called "egregious, over-the-line claims" for CBD's effects on cancer, Alzheimer's disease, fibromyalgia and drug addiction. Many CBD producers attempt to sidestep the issue by using only vague language about general health and well-being.ANY SIDE EFFECTS?Scant research means not much is known about side effects either. In epilepsy research, CBD changed the way the body processed other drugs. That suggests CBD could interact with medications in ways we still don't know about.The most common side effects of the CBD drug Epidiolex include sleepiness, decreased appetite, diarrhea, increases in liver enzymes, exhaustion, rash and infections. FDA's Gottlieb noted Tuesday the potential for liver injury and other risks can be handled with medical supervision but less is known about how that would be managed without oversight. And there are questions about overlap if multiple CBD products are used.IS IT LEGAL?For now, the agency has said CBD is not allowed as an ingredient in food, drinks or dietary supplements.In stating its position, the FDA cited a provision of the law prohibiting food makers from using active drug ingredients or those that are the subject of substantial research. In New York, Los Angeles and elsewhere, officials are warning eateries to stop selling it in food and drinks. Maine passed a law allowing it in foods and other products in the state.Skin creams and cosmetics may be on safer footing with the FDA, but that too remains uncertain, said Camille Gourdet of RTI International, a nonprofit research institute in Durham, North Carolina. Though cosmetics aren't subject to premarket approval by the FDA, they could run afoul of regulations if they make specific health claims.Marijuana itself is illegal under federal law; most states that have legalized it allow marijuana-infused foods and candies, called edibles.ARE CBD LABELS ACCURATE?What you buy may contain much less CBD than the label states — or much more. It may include more THC than you want and it may be contaminated with mold or pesticides. Ask to see testing reports.A 2017 study in the Journal of the American Medical Association found 70 percent of CBD products were mislabeled. Researchers used an independent lab to test 84 products from 31 companies."You're really flying by the seat of your pants when you buy this stuff," said author Marcel Bonn-Miller of University of Pennsylvania.A product labeled as containing 100 milligrams of CBD may only have 5 milligrams or it may have 200, said Bonn-Miller, now an adviser for a company that sells CBD and other cannabis products. He did not work in the industry when he did the research."I wouldn't trust any of it until I knew independently it was safe," Bonn-Miller said.WHAT'S AHEAD?CBD research is planned or underway for cancer, autism, diabetic neuropathy, fibromyalgia, chronic pain, alcoholism with PTSD and psychiatric conditions. Results will take years, but some people aren't waiting."They are vulnerable and really hoping to feel better," said Karen Hande, a nurse practitioner at Vanderbilt-Ingram Cancer Center in Nashville.She became an expert in CBD because so many of her cancer patients were trying it. The scooter-sharing startup Lime continues to clash with its suppliers amid questions about the safety of its scooters.Chinese company Okai is pushing back on claims that it's the source of flawed Lime scooters.Earlier this month, Lime said it removed all of its scooters manufactured by Okai following reports that the baseboard where users stand can snap in half and endanger riders. Some riders have suffered injuries, and an Okai scooter may have contributed to a fatality. Lime uses scooters from multiple manufacturers, but doesn't reveal exactly how many.In late October, Lime stated the baseboard on its Okai models could break if ridden off a curb at high speeds.Okai said Friday Lime's claims are "groundless" and the faulty scooters come from another supplier."We feel it necessary to make cautions to the public on the credibility of such statements made by Lime," Okai said in a statement sent to CNN Business on Friday. "Obviously, Lime has other suppliers whose scooters broke."Lime declined to comment on whether it has recalled scooters from other manufacturers.Photos on social media and in news reports revealed Lime scooters with broken floorboards -- some of which match images of the scooter model Okai says it provided to Lime. But not all looked the same. The Okai model has a distinct set of lights and screws, the manufacturer said in its statement.Okai said it sold 32,000 scooters to Lime, but the company has not revealed how many scooters it has removed from streets. When it recalled some scooters over battery concerns earlier this year, the issue impacted less than 0.01% of its fleet, Lime said.The company said it is working with the US Consumer Product Safety Commission to investigate its Okai scooters.In 2017, Lime launched as LimeBike, a dockless bikesharing startup. But this year it shifted its focus to scooters after Bird, a Santa Monica startup, pioneered a popular scooter-sharing service. Some view scooters as clutter because they're sometimes parked incorrectly, such as blocking sidewalks.According to Tony Ho, vice president of business development at the Chinese company Ninebot, which makes a majority of the shared scooters in use worldwide, the scooter-sharing industry is so new that issues continue to pop up.He said Ninebot plans to release a new model later this year that's better designed for harsh conditions. Shared scooters are typically ridden a half-dozen times a day on roads of varying quality, and in inclement weather. Scooters are often thrown to the ground, or tossed in the back of trucks to be charged. And minor cracks can expose components, leading to malfunctions."There's room to improve in how to operate, and how to train chargers," Ho said of the scooter-sharing startups. "This is almost like a new test for us. The product needs to sustain a real industrial type of environment."Segway is also shifting the battery in its scooters to the baseboard. (CNN) -- Air miles programs should be banned and a levy on frequent flyers implemented in order to reduce carbon emissions from aviation, according to new research.The measure is one of a number of recommendations from Richard Carmichael at Imperial College London, who published a report Thursday on how the UK can meet its target of net-zero carbon emissions by 2050.Carmichael carried out his report for the Committee on Climate Change (CCC), an independent body that advises the UK government, which has previously said the country needed to become carbon-neutral by 2050 in order to fulfill its obligations under the Paris Agreement on climate change.The UK later became the first major economy to legally commit to the target. This report does not represent CCC's recommendations."Flying is a uniquely high-impact activity and is the quickest and cheapest way for a consumer to increase their carbon footprint," the report says.Air miles programs encourage people to take extra flights to keep up their "privileged traveler status" and should be banned, according to the report.So-called "mileage runs" are a common way for travelers to top up their points in order to maintain access to perks such as priority boarding.An air miles levy would be based on the number of miles flown by each passenger, penalizing those who fly the most while leaving the majority of people unaffected.Research shows that 15% of the UK population take 70% of flights, and these travelers -- who tend to be wealthier and less price-sensitive -- would shoulder most of the burden. By way of comparison, 50% of Britons don't fly at all in any one year.The levy would also encourage short-haul flights rather than more damaging long-haul flights, shift demand from planes to trains, and raise money that could be used to fund research into low-carbon aviation technology, the report said."Given the scope for frequent flyers to have carbon footprints many times that of the average UK household, a lack of policy in this area is likely to be increasingly seen as inconsistent and unjust and risks damaging public engagement with climate action," the report reads.While the report pushes for government policies to tackle emissions, private initiatives have already sprung up.Last week, International Airlines Group (IAG) -- which includes British Airways, Aer Lingus and Iberia -- promised to remove or offset all carbon emissions from its fleet of more than 570 aircraft by 2050.IAG said it would replace older aircraft, invest in sustainable jet fuel and develop technology that removes CO2 from the atmosphere.And some employers have signed up to a program that grants extra paid leave for staff who travel by train rather than plane.Climate Perks is an organization that works to encourage people to cut their carbon footprint by traveling by train without sacrificing their vacation time.This story has been updated to clarify the authorship of the report. State media said Monday that the leader of the National Health Commission team said two people in southern China caught the diseases from family members. The English-language China Daily newspaper said the National Health Commission task force also found that some medical workers have tested positive for the virus. Human-to-human transmission could make the virus spread more quickly and widely.
