BEIJING, June 10 (Xinhua) -- China's foreign exchange regulator said Thursday it will strengthen monitoring of cross-border capital flows to reduce risk.The regulator will keep a close watch on the economic and financial situation home and abroad this year, the State Administration of Foreign Exchange (SAFE) said in its annual report on management of foreign exchange posted on its website.It will also enhance its monitoring of abnormal cross-border capital flows by cracking down on illegal private banks and internet-based speculation in foreign exchange.The SAFE will maintain a prudent approach to managing foreign currency reserves and will continue to improve its diversification strategy.China's balance of payments continue to expand, albeit slowly, despite the impact of the global financial crisis.At the end of 2009, China's foreign exchange reserves hit 2.4 trillion U.S. dollars, a 453 billion U.S. dollar increase from the end of 2008.China had gold reserves of 1,054 tonnes at the end of last year, the fifth largest in the world.Although gold has commodity and monetary properties, the global gold market is relatively small and illiquid, the report noted, adding that because of its volatile price and high cost of holding and trading, gold has limited utility in asset allocation.

BEIJING, July 11 (Xinhua) -- Growth of China's foreign exchange reserves are slowing as the total reached 2.4543 trillion U.S. dollars by the end of June, up 15.1 percent year on year, the People's Bank of China (PBOC), the central bank, announced on Sunday.Statistics from the central bank show China's foreign exchange reserves increased by 7.2 billion U.S. dollars in the second quarter, a drastic decrease compared to the last quarter in 2009, when reserves grew by 126.5 billion U.S. dollars.Reserves in the first quarter increased by 47.9 billion U.S. dollars.The PBOC also said the declining euro was the major reason behind the slowing growth in foreign exchange reserves.The exchange rate between the euro and U.S. dollar had fallen by nearly 20 percent between the end of 2009 and May this year, according to the PBOC.China's basket of foreign exchange reserves include the U.S. dollar, euro, Japanese yen and others.On a monthly basis, reserves increased by 43.4 billion U.S. dollars in April followed by a reduction of 51 billion U.S. dollars in May, while June saw reserves increase by 14.8 billion U.S. dollars.China's gold reserves stood at 33.89 million ounces at the end of June, according to PBOC figures.

BEIJING, June 21 (Xinhua) -- A senior Communist Party of China official Monday said China is ready to enhance cooperation with the Democratic People's Republic of Korea (DPRK).Li Yuanchao, head of the Organization Department of the CPC Central Committee, made the remarks when meeting with a delegation of the Workers' Party of Korea, which was led by Kim Chang Ryong, the DPRK's Minister of Land and Environment Protection, in Beijing.Hailing the constant growth of China-DPRK relations, Li, a member of the Political Bureau of the CPC Central Committee and the Secretariat of the CPC Central Committee, reviewed the successful visit by the DPRK top leader Kim Jong Il in May.Chinese President Hu Jintao and Kim Jong Il reached important consensus on promoting bilateral pragmatic cooperation during that visit.China would work with the DPRK to fulfill the consensus and expand bilateral cooperation to push forward China-DPRK relations, Li said.Kim Chang Ryong said the DPRK held the unswerving policy of cementing and promoting friendship with China. The DPRK would work with China to enhance ties in accordance with the willingness of top leaders from both sides.The DPRK delegation is in China on a visit from June 12 to 22 at the invitation of the CPC. Besides Beijing, they also visited north China's Tianjin Municipality, and Dalian and Shenyang, both cities in northeast China's Liaoning Province.Wang Jiarui, head of the International Department of the CPC Central Committee, met with the delegation earlier Monday.

  

BEIJING, Aug. 10 (Xinhua) -- Food, clothing and shelter supplies for the mudslide-affected people in Zhouqu County in northwest China's Gansu Province are to be properly handled, the Ministry of Civil Affairs said Tuesday.The affected people will be helped by the government to reconstruct their homes, the ministry said in a statement.China's Ministry of Finance has allocated 500 million yuan (73 million U.S. dollars) for emergency aid to fund the relief efforts.The statement said the resettlement program will be carried out in three stages.The first stage of emergency aid is resettling the affected people in temporary shelters.The second stage is the stopgap resettlement of people in houses of relatives, friends, neighbors as well as rented houses and houses offered by the government.The third stage is reconstruction and the moving of people into their new homes.Efforts should be made to finish reconstruction of toppled houses before winter sets in, or no later than June 2011, the statement said, noting the repair of damaged houses shall be finished by November this year.The ministry will soon flesh out the resettlement program after learning further details of the disaster, an official at the Ministry of Civil Affairs said.The death toll from the massive rain-triggered mudslide in Zhouqu County has risen to 702, with 1,042 others still missing.Also on Tuesday, the Ministry of Civil Affairs said 7,000 tents, 21,400 cotton quilts, 5,000 folding beds and 5,000 sleeping bags had arrived in Zhouqu.Along with the shelter supplies, instant noodles, drinking water, generators, candles and flashlights have also arrived in the county, with more supplies en route.In addition, the State Administration of Radio Film and Television has transported 10,000 radios and 5,000 televisions and satellite dishes to the affected area to ensure local people know the latest information concerning the rescue and relief efforts.As of 6 p.m. Monday, the Red Cross Society of China and its local branches had offered relief funds and materials worth more than 6 million yuan (about 886,000 U.S. dollars).The organization has called for more donations, asking the public to log on to redcross.org.cn to donate, apart from donating through banks and post offices.The State Council, China's Cabinet, released a circular Tuesday calling for better coordination between local rescue and relief teams.The circular encouraged financial donations from the public for the organized procurement of supplies.It also urged people other than rescue and relief workers to not go to the disaster-hit county.

  

BEIJING, June 14 (Xinhua) -- China on Monday urged the United States political figures to stop blaming others for U.S. economic problems and to solve the problems themselves, as pressure on the Renminbi exchange rate mechanism builds."It's unreasonable to politicize the RMB exchange rate issue or engage in trade protectionism against China under the guise of the exchange rate issue. Doing so will only harm both sides," Foreign Ministry spokesman Qin Gang commented in response to some U.S. politicians' remarks on the Renminbi exchange rate issue.U.S. Treasury Secretary Timothy Geithner said at a congressional hearing last Thursday China's refusal to revalue its currency impedes global economic reforms -- even as he highlighted the importance of U.S.-China trade and hailed the recent growth of Chinese imports of U.S. products.Some U.S. congressmen have said they will soon push for a trade sanctions bill targeting countries "whose currency exchange rate is not equal to fair value.""We agree with the remarks China-US trade is very important. The trade is mutually beneficial and win-win in nature," Qin said.China does not intend to pursue trade surpluses and is actively increasing its imports from the United States to push for sound and balanced trade ties, he said.In the first quarter of this year, U.S. exports to China surged by 50 percent year on year but less than 20 percent to other regions, according to Geithner.
