SAN DIEGO (KGTV)- There's a new requirement that large California counties have to meet before they can advance on the state's color-coded COVID-19 reopening system.State health officials say the "health equity metric" will help reduce infection rates among vulnerable populations.Sunday, San Diego County health officials opened another drive up testing site in Chula Vista. Local leaders say they've been targeting disadvantaged communities with education, outreach, and testing since the start of the pandemic."About 34% of our county population is Latino, but about 66% of the cases, we saw that early on, and that's why we took the action of developing the South Bay Saturation Strategy for testing. We have sites in every community in the South Bay," said Nick Macchione, director of the Health and Human Services Agency for San Diego County.Counties with more than 106,000 residents will be divided into quartiles based on income, education, and other factors gathered in census tracts.The goal is to bring the infection rates in the most disadvantaged neighborhoods in line with the county's overall rate."Now they need to make sure that not only does their test positivity for the whole county, their adjusted case rate, but also their test positivity in the lowest quartile in the Healthy Places Index for the county all need to meet the criteria for the least restrictive tier," said Dr. Mark Ghaly, California's health secretary.Ghaly said counties will need to show that they're directing money and resources to help the communities hardest hit."It's not just the test positivity, that's the piece that helps counties move forward or slows them down in moving through the tier system, but we are working with counties on a broader strategy to focus on equity," said Ghaly.Ghaly said failing to meet the metric cannot push a county back into a more restrictive tier, but can slow it down from moving ahead.Nancy Maldonado is the President and CEO of the Chicano Federation. She welcomes the additional metric."I do think it's a good thing because I think it places emphasis on the importance of taking care of our community and taking care of our essential workers who are disproportionately communities of color," said Maldonado.Some fear it's yet another hurdle to reopening.County Supervisor Jim Desmond took to Twitter, saying if the governor wants to help disadvantaged communities, he should let them get back to work."I think it's really ironic the governor keeps those businesses and lower income folks out of jobs, and now he wants a metric to make sure we're taking care of them," said Desmond.San Diego county remains in the red tier, which is one tier away from the most restrictive purple tier. 2727

The group at Thursday’s rally was made up mostly of adult entertainers. “I’ve been doing fine I like the freedom to educate myself and if someone’s going to stop me from that I want to do something about that and voice my opinion," one woman told 10News. The bill would make many independent contractors full time employees, forcing employers to provide overtime, health care and sick leave. Assemblywoman Gonzalez rebutted the group today. "There’s nothing in the law that says an employee has to work from 9 to 6. Any employer can tell you to work two hours, one hour, any hours you choose. There’s nothing in the law that says an employer can’t be flexible.”Some say they don’t want it because they prefer the flexibility and freedom to decide hours that comes with independent contracting. 1104

  

San Diego (KGTV)- It’s crunch time for California Republican candidates, wanting the official endorsement from their party. Their last minute pitches and speeches are happening this weekend at the Sheraton San Diego Hotel and Marina. Republican candidates, staff, and volunteers say they are ready to shake things up in Sacramento. “I will be the loyal opposition to the wayward liberals of the Legislature,” Lt. Governor candidate, Cole Harris said, at the candidate forum. “Jerry Brown has certainly left a mark in our state over the years,” Judge Steven Bailey said. The State Attorney General said Brown has not been the leader they had hoped for."We've had eight years of Jerry Brown,” Gubernatorial candidate, John Cox said. “Poverty has soared, the cost of living has soared, taxes have soared, so we're excited for the chance to change all of that."Republican Gubernatorial  candidates, John Cox of Rancho Santa Fe, and Travis Allen of Huntington Beach have until Sunday to pitch to the nearly 1,000 member GOP delegation in San Diego this weekend, to get the prized official party endorsement.They only get that if they win 60% of the votes cast at the convention tomorrow. With the endorsement, both men say the will be ready to fight head-on against Democratic frontrunner, Gavin Newsom. And if elected as Governor, both promised to rid both the controversial Gas tax increase the State's Sanctuary law. "These are the issues that affect every single Californian, regardless of political party,” Gubernatorial candidate, Travis Allen said. Allen said he has supported President Trump from the beginning.  While Cox did not vote for Trump in 2016, he eventually pledged his support of the President. Both men say Trump's business-oriented approach to leadership is what will save California from what they call Democratic destruction. 1897

  

SAN DIEGO (KGTV) --The FDA has placed new restrictions on a controversial birth control device called Essure.The maker of the implant, Bayer, will only be allowed to sell to providers who agree to fully inform women about the risks and side effects.A San Diego woman who had the Essure implant is now suing the physician who performed the procedure.She says she wasn't given enough information and wants to warn others about her experience.Three months after Essure was implanted she began experiencing severe pain. She eventually had a full hysterectomy. 568
