SAN DIEGO (KGTV) -- Authorities responded to a riot Friday night at Richard J. Donovan Correctional Facility in Otay Mesa that left five people injured, including at least one with serious injuries.Cal Fire San Diego said about 100 inmates were in the prison yard when a fight broke out around 8 p.m. California Department of Corrections and Rehabilitation said Saturday that number was closer to 80 inmates.CDCR said officers gave multiple orders to stop fighting, before using several rounds of less-than-lethal force to stop the incident.Four inmate-made weapons were recovered, CDCR said.Five inmates were injured and had to be transported outside the prison for treatment, for injuries including puncture wounds, cuts, and bruises to the head, neck, and torso areas, CDCR says. Cal Fire had previously reported that six inmates were transferred from the scene.One of those inmates suffering from puncture wounds was in critical condition. Three inmates were in fair condition and the fifth was treated and returned to prison, CDCR said.No prison staff members were injured.The facility canceled visitation for Facility A Saturday and Sunday in light of the riot. 1175

SAN DIEGO (KGTV) - Cal Coast Academy, a private school in Carmel Valley, has an "ambitious" plan to bring kids back to campus as soon as San Diego gets approval from state and county administrators."When we put our mind to something, we make it happen," says Jan Dunning, the school's founder and principal.Dunning plans to build six large tents on the school's property, similar to tents used at weddings or other large events. They'll have flooring, electricity and other amenities to make them feel like indoor classrooms."At my school we think on our feet," says Dunning. "We are flexible because we work with students that need flexibility. So that's a real strength of ours."Cal Coast Academy caters to students who need non-traditional learning, like elite athletes who travel extensively, international students, or students with learning disabilities. That's why the school feels they'll be able to make a non-traditional learning environment work this fall.Class sizes in the tents will be limited to six students per teacher, to allow for social distancing.But the project isn't cheap. Dunning says they've already spent nearly ,000 on the tents. Costs like that make it unlikely that public schools with large enrollments would be able to hold classes outdoors in a similar fashion. But Dunning believes it's doable for small groups, like students with special needs who struggle with online learning. 1424

SAN DIEGO (KGTV) -- Caltrans Friday unveiled a new study aimed at reducing delays on freeways throughout San Diego County.The study is being held on State Route 78 between Vista Village Drive and Interstate 15.In order to reduce stop-and-go traffic, the study will use seven electronic speed limit signs that will tell drivers the speed that will optimize their commute.“The aim of synchronizing traffic is to gradually slow traffic in advance of a bottleneck in order to keep traffic moving and avoiding stop and go traffic,” said State Route 78 Corridor Director Allan Kosup. “Essentially we are asking motorists to slow down to go faster.”Kosup equated the idea to pouring water into a funnel. Pouring it fast causes it to overflow, while pouring it more slowly gets all the water through efficiently. The signs will display advisory speeds at increments and decrements of 5 miles per hour based on traffic conditions.Drivers expressed skepticism at the program working."Even if I was to go that speed, the other people would be honking their horns behind me," said Michael Ciuzak, who said he tries to avoid the 78 on his commute to San Marcos. Caltrans noted that the speeds are not enforceable, but should help reduce delays. The report, conducted by Bankrate.com, puts California in the 43rd overall position on the list of best and worst states to retire. To create the list, the site looked at a number of factors important to retirees, including the cost of living and the weather.
