SAN DIEGO (KGTV) -- Shoppers in Del Mar Heights are checking their receipts after learning through a social media app that some merchants are charging more sales tax than they should. Last year the City of Del Mar raised its sales tax to 8.75 percent, but the tax rate only applies to businesses within the city.  The problem arose when some businesses that share Del Mar's zip code, but get San Diego services, mistakenly charged the higher Del Mar rate. San Diego's sales tax is 7.75 percent. David did not want to give his last name, but he checked his receipt for the Jack in the Box restaurant in the beachside shopping center and discovered he'd been charged the higher tax rate, an extra 8-cents. David didn't complain to management and told us 8-cents wasn't a big set-back but did say he believed the problem should be corrected.  Several of his neighbors posted comments on the Nextdoor social media site about other establishments doing the same thing. 10News made purchases at three stores and found they charged the correct sales tax, but when we bought a salad and iced tea from Jack in the Box, we were charged at the Del Mar rate of 8.75 percent, just like David.  Another customer who did not want his name used also shared a receipt showing he paid at the higher rate. He also had a receipt dated April 24 of this year, showing he overpaid sales tax to the Del Mar Wine Company in the same shopping center. A spokesman for Jack in the Box told 10News the franchise made an honest mistake and re-set its cash registers to reflect the correct sales tax. A clerk at the wine store told 10News to email the manager.  As of this posting, he had not responded. 10News Contacted the California Department of Tax and Fee Administration.  Spokesman Paul Cambra explained that Del Mar was one of the few pockets of California that have a "zip code split".  Cambra called it a common problem when zip code boundaries don't match city boundaries. In an email to 10News Cambra wrote:"If a taxpayer overcharges, we will tell them to either return it to the customer or remit it to the CDTFA. If they have undercharged, they will still owe the tax, and depending on when they remit it, they may also be charged interest and penalties." Cambra noted that no consumer complaints about being overcharged had come from the 92014 zip code. Consumers are encouraged to know the sales tax in the communities where they shop. SAN DIEGO (KGTV) -- Some places of worship around San Diego County appear to be planning to continue holding services on their property despite the state’s order regarding indoor operations.On Monday, Gov. Gavin Newsom announced pandemic-related restrictions for certain businesses and activities, and places of worship were included on California’s list.Via a Wednesday evening livestream, Kearny Mesa-based Awaken Church broadcasted their service in which there were people in attendance. On their website, Awaken Church promoted in-person women’s prayer meetings held at each of their campuses.ABC 10News asked church leaders to clarify the meeting, and an Awaken pastor said they were holding a prayer protest.At the church’s Balboa Avenue campus, a disclaimer is posted on doors that reads, in part: “By entering this building where COVID-19 virus may possibly exist, despite efforts and attempts at utilizing and employing CDC Public Health Guidelines, you take full responsibility for the decision to attend our services and activities.”A viewer brought a Facebook post by Lighthouse Baptist Church to ABC 10News’ attention. In the post, the Lemon Grove church says, in part: “We are aware of the current mandates of our Governor and County. But, by God’s grace will continue with their current schedule of live worship services on the property.”It’s unclear whether those services will be inside or outside.ABC 10News reached out to both churches for further comment, but neither have returned calls as of late Thursday morning.A woman who asked not to be identified told ABC 10News that her church also invited her back. She said she believes the places of worship that stay open are doing more harm than good.“They want things to be back to normal, everyone does. But they aren’t being realistic about it. I think they need to wait this out and be patient and slow the spread and it will be safer for parishioners, and the community and U.S. at large,” the woman said.As far as the enforcement of the state’s order, if the place of worship falls under San Diego County jurisdiction, it will be up to the sheriff’s department.If it’s within the city, it will be up to the police agency in that city to enforce. 2227

SAN DIEGO (KGTV) -- Since they got the call for help a week ago, San Diego Border Dreamers has been working around the clock to set up an emergency medical clinic in Tijuana.Board Director Milad Torabi says he's getting word migrants have conditions including fevers, rashes, blisters and bad sunburns. On a Go Fund Me, they're raising money for basic medical, first aid, and sanitary supplies.The advocacy group is partnering with two UC San Diego organizations which specialize in this area: Flying Samaritans and the International Health Collective.They're accepting monetary donations as well as medical supplies.San Diego Border Dreamers is also seeking doctors, nurses, medical students, acupuncturists, physical therapists and medical translators willing to volunteer their time. 799

SAN DIEGO (KGTV) — SDG&E announced Fire Safe 3.0 innovations to advance wildfire safety at its headquarters in Kearny Mesa Tuesday.It's the power company's plan to use more advanced technologies to improve wildfire safety. Instead of using weather data updated every 10 minutes, they utilize data updated every 30 seconds instead. SDG&E's chief meteorologist explained they're using artificial intelligence-based models that make weather data more accurate and they're monitoring more than 500,000 trees in the area using a "Vegetation Risk Index."It helps determine how those trees might impact power lines or become fuel for fires. SDG&E also announced plans to open a Fire Science and Innovation Lab next year. 734

SAN DIEGO (KGTV) — San Diego's newly renamed Museum of Us will reopen to visitors this week.The museum, formerly called the Museum of Man, will reopen on Sept. 16 at 10 a.m. under the state's new guidelines for museums during the coronavirus pandemic.The Museum of Us will operate at 25% capacity when it reopens and all guests will be required to wear a face covering.
