SAN DIEGO (KGTV) -- State lawmakers are considering an overhaul to the CRV recycling program on bottles and cans that would make drink-makers responsible for setting up a system to collect the containers they produce.Redemption centers that sort cans and bottles are the best form of recycling for the environment, yielding more high-quality usable materials than curbside recycling in blue bins. But across the state, more than half of the redemption centers have closed over the last six years. With fewer locations to drop off recyclables, only two-thirds of the 5 and 10-cent bottle deposits actually get redeemed, according to Consumer Watchdog.“This old model has cratered. It’s actually on the verge of collapse,” said consumer advocate Liza Tucker. Part of the industry’s struggles has to do with China’s decision to limit the recycled materials it purchases from the U.S. Before that policy, the City of San Diego earned about million a year in revenue from its recycling program. Under a contract signed last year, the city now pays outside companies about million a year to collect those recyclables.A bill debated by state lawmakers Wednesday would create a new bottle deposit system similar to one in Oregon. Beverage makers would become responsible for helping consumers recycle, with oversight by the state.“When you put it on industry to take responsibility, and you set a redemption goal and have strong state oversight, they then have an incentive to run it right,” said Tucker.In Oregon, almost all stores are required to take back containers and issue 10 cents per item. SAN DIEGO (KGTV) -- Several asylum seekers had their first immigration hearing before a San Diego judge Tuesday afternoon. Six migrants from Honduras and one from Guatemala were scheduled to appear for their first hearing. The group is among roughly 240 people waiting in shelters in Tijuana under President Trump's new policy. Robyn Barnard is an immigration attorney with the group Human Rights First. She's representing two men from Honduras. She met with her clients Tuesday morning after they crossed into the United States at the San Ysidro Port of Entry. "One of my clients is a leader in his church. I think he relies on his faith. He brought us all together to pray before they presented at the port, which was a very touching moment," said Barnard. The judge granted her motion to allow her clients to be interviewed by the Department of Homeland Security Officials before being returned to the shelter in Mexico. She said they fear for their lives there."That's because one, they are asylum seekers, they're not Mexican nationals, they don't feel like they would be able to go seek protection from authorities because they are seen as migrants and foreigners," said Barnard. Barnard said her clients have family in the United States ready to accept them while their claims are processed. "They've received verbal slurs for being migrants in Mexico. They are staying in a shelter because they can't afford to pay for housing. They don't have any right to work in Mexico, and the shelter has started receiving threats as a result of sheltering these asylum seekers," said Barnard. Barnard said her clients were supposed to meet with DHS at the Port of Entry in San Ysidro sometime Tuesday, but as of five p.m she had not received an update on their status. Their next immigration hearing in San Diego is scheduled for August 6th. SAN DIEGO (KGTV) -- San Diego State University is alerting students who may have been exposed to meningococcal meningitis.The university says they were notified that a current student has a “probable case of meningococcal meningitis.”The university said in a tweet that it is immediately hosting two clinics for those who attended specific events with the student. The events were the Delta Sigma Phi Formal, held Friday, April 12, from 5 to 11 p.m. at the Spark Encore Event Center; and the Delta Sigma Phi Social Event, which was held Saturday, April 13, from 9:30 p.m. to Midnight, at the organization’s chapter facility. Students who attended the events are urged to attend one of the two clinics that are being offered for free at SDSU. The most common symptoms of meningococcal meningitis are fever, headache and a stiff neck, according to the Centers for Disease Control and Prevention.
