New York City is painting the town…white! But the paint isn’t for aesthetics. The city is coating rooftops in order to reduce the internal temperature of a building by 30 percent."Painting a rooftop reflects the sun's radiant energy on the building,” explains Gregg Bishop, commissioner with NYC Small Business Services.Bishop says this reduces air conditioning costs.The initiative is called Cool Roofs. Officials say the initiative is helping to reduce the impact New York has on the climate, while lowering energy costs."Here in the city, we're facing temperatures that can be up to 22 degrees hotter than surrounding rural and suburban areas," says Jainey Bavishi, with the Mayor’s Office of Recovery and Resiliency.Since the program launched, they've covered 9 million square feet of rooftops.A similar initiative launched recently in Los Angeles, where they're testing reflective streets. The trend is growing. Academic research shows reflective surfaces do make a difference."What some of my own work has found out is that cool roofs are actually very effective at decreasing, for example, summertime temperatures, on the order of 1 to 3 degrees which is quite significant," explains Dr. Matei Georgescu, with the Global Institute of Sustainability at Arizona State University.While there are definitely benefits to making surfaces like this rooftop reflective, researchers say there may be some downsides as well."If you deploy highly reflective roofs, you're now assuming high reflectivity during the entire winter,” says Dr. Georgescu. “In other words, you're making things a lot colder than normally they would have been.”Dr. Georgescu studies reflective surfaces and says it could mean higher heating costs in the winter."We don't wanna give back 50 percent of these benefits during the winter."He says a possible solution might be reflective covers that would be removable during cold months.The city says any higher heating bills in the winter have been negligible. For now, officials have no plans to cool down the Cool Roofs program. 2067

NEW YORK — As people across the world prepare for holiday celebrations, Mayor Bill de Blasio announced new COVID-19 quarantine advisories for those traveling to New York City.The order goes into effect immediately.Amid concerns of a new COVID-19 variant found in the United Kingdom, those traveling from the UK will be personally served a Department of Health Commissioner’s Order to quarantine by the Sheriff’s Office.There will also be a follow-up door knock by the sheriff’s Travel Unit to make sure people are complying, according to the mayor.All other travelers coming to the city will receive a Department of Health Commissioner’s Order to quarantine via certified mail.Those who do not comply will be issued a ,000 fine the first day and another ,000 for each additional day.“If you don’t follow the quarantine, you’re endangering everyone in the city,” Mayor de Blasio said.The mayor also encouraged New Yorkers to avoid traveling during the holidays, stay local and celebrate with their immediate household.“The best gift you can give is to make sure the people you love will be able to gather together and next year in 2021."The new compliance order comes as Gov. Andrew Cuomo said he will be working with several hospitals across the state to test for the new variant to see if it’s already in New York and to “isolate it immediately.”Three airlines that travel from the U.K. to New York have already complied with the governor's request to have passengers test negative before boarding a flight. New developments have surfaced in the search for a missing 3-year-old Georgia boy.Last week, police in New Mexico rescued 11 starving children, ages one to 15, who were living in squalor at a filthy compound. Among the trash and piles of junk that litters the compound in Amalia, New Mexico, authorities say they’ve found the remains of a young boy.The remains could be those of Abdul-Ghanni Wahhaj, who went missing in Georgia late last year. His fourth birthday was on Monday.Five adults were taken into custody after authorities raided the compound, where they found children living with no plumbing and rags for clothes. 632

New Mexico Democrat Deb Haaland and Kansas Democrat Sharice Davids became the first Native American women elected to Congress this week.Davids identifies as a lesbian, making her the first openly LGBT member of Congress from Kansas. She will enter Congress as a lawyer and a former mixed martial arts fighter.They are not alone in creating history: the first Muslim women, Rashida Tlaib (a Michigan Democrat) and Ilhan Omar (a Minnesota Democrat) were also elected to US Congress. Tlaib is endorsed by the Democratic Socialists of America, a burgeoning left-wing group that also counts New York Democratic congressional nominee Alexandria Ocasio-Cortez among its members.Omar, in addition to being one of the first Muslim women in Congress, will also be the first Somali-American member. She came to the US more than two decades ago as a refugee. Tlaib actually campaigned with Omar ahead of the latter's primary race earlier this year.In Colorado, Democratic US Rep. NEW YORK — David Dinkins, the first Black mayor of New York City, died Monday at the age of 93.Dinkins was elected in 1989 and served as mayor from 1990 to 1993, making him the first and only Black man to serve as the city's mayor.He was born in 1927 in Trenton, New Jersey. He was drafted, served as a Marine and later graduated from Howard University and Brooklyn Law School. He served in the state assembly before later becoming president of the board of elections, a city clerk and Manhattan borough president.Dinkins defeated longtime incumbent Mayor Ed Koch in the Democratic primary in 1989 and later beat Rudy Giuliani on his path to City Hall.In his inaugural address, he vowed to be "mayor of all the people of New York" and declared, "we are all foot soldiers on the march to freedom."Dinkins was known for his reserved public demeanor and civility.He was an American voice in favor of anti-apartheid sanctions, and his policies as mayor reflected his support for South Africa.He also created the office of Special Commissioner of Investigations for schools, built a system of after hour youth centers called Beacon Schools, and worked to create an all civilian police complaint review board.According to a city biography, Dinkins was sharply criticized for his handling of racial strife in Crown Heights, a boycott of Korean Grocers in Brooklyn and civil unrest in Washington Heights. He also dealt with sluggish economic growth.Giuliani succeeded Dinkins in 1993 after one term in office.After leaving City Hall, Dinkins remained active in city politics and taught public affairs at Columbia University.The NYPD said initial indications were that he died of natural causes.Dinkins was married to his wife Joyce for more than 65 years, and together they had two children.Joyce Dinkins died in October.
