SAN DIEGO (CNS) - A health executive and the mayor of Poway were clinging to narrow leads Wednesday in their bids to claim open seats on the San Diego County Board of Supervisors, while an incumbent was on the verge of being voted out.District 1 board members Greg Cox and District 2's Dianne Jacob are both termed out, meaning the board will have at least two new members.Cox, a Republican, has been in office since 1995, representing the district that includes National City, Chula Vista, Imperial Beach and Coronado, along with 19 communities within the city of San Diego, including Barrio Logan and Sunset Cliffs. It also features the unincorporated communities of Bonita, East Otay Mesa, Lincoln Acres and Sunnyside.Nora Vargas, a health executive, expanded on an early lead in the race to replace him, securing 54.6% of the vote to 45.4% for state Sen. Ben Hueso.Both Vargas and Hueso are Democrats.Hueso, a former San Diego City Council member, has represented Senate District 40 since 2013.Vargas is a vice president of Planned Parenthood of the Southwest and also serves on the Southwest Community College board.The District 2 race, meanwhile, had Poway Mayor Steve Vaus with a narrow 50.6% to 49.4% lead over fellow Republican and former state lawmaker Joel Anderson.The termed-out Jacob, also a Republican, joined the Board of Supervisors in 1993. The district is home to the cities of El Cajon, La Mesa, Lemon Grove, Poway and Santee; and the San Diego communities of Allied Gardens, College Area, Del Cerro, Grantville, Navajo, Rolando and San Carlos.It also covers East County's unincorporated communities of Alpine, Campo, Julian, Ramona, Rancho San Diego and Spring Valley. Anderson represented the East County in the Assembly from 2007 to 2009, and in the state Senate from 2010 to 2018.A Grammy-winning recording artist, Vaus first served on the Poway City Council before winning the 2014 mayoral race. His leadership during the deadly 2019 shooting at a Poway synagogue received national attention.In the District 3 race, challenger Terra Lawson-Remer -- a Democrat who served as a senior adviser in the Obama administration -- had 60% of the vote and appeared poised to defeat incumbent Kristin Gaspar, a Republican elected in 2016.The coastal/North County district includes a dozen neighborhoods within the city of San Diego, including Carmel Mountain Ranch, Mira Mesa and Rancho Penasquitos. SAN DIEGO (CNS) - A former U.S. Navy captain and two chief petty officers were indicted in San Diego Friday on charges they allegedly received cash bribes, lavish hotel suites and the services of prostitutes from a foreign defense contractor and allegedly reciprocated by using their influence within the Navy's Seventh Fleet to approve inflated invoices from the contractor.Retired U.S. Navy Capt. David Williams Haas, 50, faces charges of conspiracy to commit bribery, bribery and conspiracy to commit honest services fraud. He allegedly received at least 5,000 in bribes from defense contractor Leonard Francis, who plied him with parties at luxurious hotels, prostitutes, top-shelf booze and food, according to indictments handed down by a federal grand jury.RELATED: 783

SAN BERNARDINO (KGTV) - With their backs to the wall, facing elimination, an unforgiving heat, and trying to stave off fatigue from a rigorous schedule, the Park View Little League all-stars survived to play another game at the West Regional tournament in San Bernardino.Keyed by slugger Jose Mendoza and stellar pitching by Kainoa Baptista, the Green Monsters kept their postseason run alive while ending the Arizona Sunnyside Little League's hopes of advancing.  The squad from Chula Vista defeated Sunnyside 9-5 in an elimination game Tuesday afternoon.PVLL, which suffered its first loss of the postseason on Monday, took an early 3-0 lead on a first-inning three-run blast to right center by Mendoza.The Southern California champs broke the game open in the third inning.  Down two outs with runners on first and second, Aiden Skinner punched a deep single to right field scoring Jordan Bleisch.The long inning and blistering 108-degree heat seemed to wear down Arizona starting pitcher Cristobal Lorta.  Lorta started struggling with his form allowing Park View to extend their lead 7-0 on two wild pitches with runners on third and an RBI single to Conner Alonzo.Sunnyside's decision to keep Lorta on the mound in the fourth inning backfired when the leadoff batter, Ivan Rodriguez Jr., ripped the first pitch down the left field line for a double. SAN DIEGO (AP) — U.S. Customs and Border Protection on Tuesday began testing the use of body cameras by its employees at nine locations, potentially leading to a broad rollout by the nation's largest law enforcement agency that would make it the first federal agency to use the devices on a large scale.Customs and Border Protection previously concluded in 2015 after a yearlong study that body cameras were not yet suitable for widespread use due to cost, technological challenges and the need for labor union approval. However, it said the cameras had potential in limited circumstances.The agency's review also found that cameras used in field tests did not function well in the rugged, remote conditions in which many Border Patrol agents work."Some fared better than others," said Austin Skero, director of the agency's law enforcement safety and compliance directorate.Customs and Border Protection officials said technology has evolved since the 2015 test, and the cameras used in the current field tests will build on lessons learned in the previous test. The equipment was provided by several manufacturers the agency declined to name.Officials also said the potential benefits of the cameras include providing evidence in criminal cases, improved training and strengthening of job performance and accountability.Employees will be expected to turn the cameras on and off during incidents involving use of force and encounters that "are likely to become hostile, adversarial or confrontational," Skero said.Congress agreed to fund the tests by allocating million in the Obama administration's final year.The tests during under then-President Barack Obama came amid mounting scrutiny of employees using excessive force. Customs and Border Protection employees used firearms 55 times in 2012, a number that dropped to 17 last year.Nearly every large U.S. police department has equipped at least some officers with body cameras, and many publicly release footage following high-profile shootings and other encounters.A 2015 survey of 70 of the largest law enforcement agencies around the country by the Major Cities Chiefs Association and Major County Sheriffs' Association found that 95 percent had either implemented body cameras or had committed to moving forward with body-worn camera programs.Following the shooting of Michael Brown in Ferguson, Missouri, Obama pledged funding to equip 50,000 officers across the country with body cameras in three years. Police departments have varying policies about how long they must retain the video, when cameras have to be turned on or can be turned off, and whether video can be released.Customs and Border Protection said practical policy and privacy questions would need to be addressed, as well as costs, maintenance, storage and training, before widespread deployment of the cameras could occur.The testing will not use facial recognition technology and it will end in October.The locations are Detroit and Eagle Pass, Texas; Atlanta's Hartfield-Jackson International Airport; the Long Beach, California, dock; by an aerial patrol unit in Tucson, Arizona; a maritime patrol unit in West Palm Beach, Florida, a maritime surveillance team; and by Border Patrol agents in Campo, California, Kingsville, Texas, and Las Cruces, New Mexico. 3301
