SAN DIEGO (KGTV) -- A man with San Diego ties who worked for the U.S. government is accused of drugging and sexually assaulting multiple women, according to federal court documents.An FBI spokesperson confirmed Brian Jeffrey Raymond was arrested in La Mesa earlier this month.The arrest was first reported by The Daily Beast.Team 10 learned his arrest on October 9th took place in the parking lot of a La Mesa gym. Currently, he faces one charge related to sexual assault, but prosecutors said he is under investigation for crimes against 21 other women.Raymond, who most recently worked for the U.S embassy in Mexico City, had worked for the government for 23 years."For years, he has exerted power and control over unconscious women, undressing them, sexually assaulting them, photographing them, and recording them without their knowledge or consent," prosecutors wrote in court documents. They called him an "experienced sexual predator."He is currently at the Metropolitan Correctional Center in downtown. In a hearing this week, he was ordered to be transferred to Washington D.C. The investigation showed in May 2020, police in Mexico City responded to Raymond's apartment to reports of a "naked, hysterical woman desperately screaming for help." The woman said she met Raymond on Tinder. Their date eventually led to his apartment, where they ate snacks and drank "from a wine glass [Raymond] provided in his residence," documents showed. The victim said she suddenly blacked out. A sexual assault examination showed several injuries.On Raymond's devices and iCloud, investigators said they found approximately 400 photos and videos, some dating back to 2011. They showed at least "21 different unconscious women." Some of the women were fully nude.Law enforcement said they found his internet searches included "passed out black girl," "deep sleep," and "Ambien and alcohol side effects."The alleged assaults took place from Mexico City to Virginia, according to prosecutors. Raymond's parents live in La Mesa. Documents showed he moved back to their home in June after he resigned from his job. In an interview with federal agents, his parents said "they feel like they do not know their son" and were surprised when he came to visit. Prosecutors said his behavior was escalating, even after his arrest. SAN DIEGO (KGTV) - A man accused of causing a flood which some tenants confused for a terrorist attack faced a judge Wednesday to enter his not guilty plea.A Deputy District Attorney argued that Francisco Morales is a danger to the community."He poses a great threat to the community as there are over 200 individuals, citizens in the community of Little Italy who cannot go home; they have essentially lost everything," she said.The judge agreed, and raised Morales' bail from 0,000 to ,000,000. Morales faces 45 counts of felony vandalism and 5 counts of assault intended to cause great bodily injury.Several residents were forced to flee from their Little Italy apartment complex Monday morning after police said Morales opened pipes and used a fire hose to flood all eight floors of the building.Water from the hose and pipes made its way down to all floors, including the basement, according to authorities. Multiple witnesses said some residents were waist- or shoulder-deep in water as they tried to leave."It was like a waterfall coming down on you of water," tenant Ryan Lange said. "When I came down to the bottom floor there were people crying, we're trapped, we're trapped we can't get out!"Some residents said Morales sprayed them with fire hoses as they evacuated the building.Officers located Morales in the lobby and arrested him on suspicion of vandalism."It seemed like somebody was trying to kill everybody in there," Lange said the pain hasn't lessened over the past two days. Tyler Luna was visiting family in Mississippi when he wanted to check on a recent gift from a client. He got a red flower that is supposed to bloom on Christmas. Before he left, he set up surveillance cameras and placed the flower in a window nearby. He opened the app on his phone and saw the flower and a thief inside his home."Your heart sinks and its like what’s happening," Luna said. In a panic, Luna called 911 but the Mississippi dispatchers told him they couldn’t help. He flew home Christmas night and met with police immediately to file a police report. "It was very scary."When he went inside his home he found his class ring missing, his watch drawer empty of all watches, and some valuables in his nightstand, all gone. SAN DIEGO (KGTV) -- A motorist was injured Wednesday night after his motorcycle collided with a trash truck in Serra Mesa.According to San Diego Police, the crash happened around 6:13 p.m at Larkdale Avenue and Murray Ridge Road.The circumstances surrounding the crash are still unclear, but officers say that, following the crash, the motorcyclist was pinned under the truck.After the man was freed, he was taken to the hospital with major injuries to his legs.His condition is unclear at this time. 508

SAN DIEGO (KGTV) - A pair of local singers are trying to help people cope with social distancing by hosting live happy hour concerts on Facebook.Don LeMaster and Corey Hable host shows a couple of times a week, singing for nearly three hours."It's just as fun for us as it is for the people watching," says LeMaster. "We love doing it, and it's helping us in our home. He had to miss a gig because he had a cold. So he decided to sing online that night.Now that he and Hable are out of work, they've kept it going.
