LA JOLLA, Calif. (KGTV) — La Jolla's Children's Pool has closed for the season to make way for seal pupping season on the beach's shore.The annual closure went into effect Sunday and will extend until May 15, 2020. During the closure, visitors will not be permitted to use the sheltered beach and, much like the rest of the year, be discouraged from getting too close to the seals.The closure is meant to give harbor seals a safe area to birth and wean their young for the season. Park rangers and lifeguards will monitor the beach to make sure both the public and seals are kept safe.RELATED:Coastal Commission approves permit to protect seals during pupping seasonChildren's Pool sea wall could be deteriorating faster, historical architect saysCity officials began closing the beach for pupping season in 2014, after environmental activists voiced concerns over the safety of young seals born and cared for at the Children's Pool. For years afterward, the city was tied up in litigation over the beach and ability to close it to the public. Critics argued the closures violated the state Coastal Act and the federal Marine Mammal Protection Act.In June 2018, a state appeals court ruled in favor of the city and the ability to close the beach for the season. A year later, the California Coastal Commission renewed a 10-year permit to close the Children's Pool to human access during pupping season.Critics have threatened to take the matter to the state Supreme Court, but the matter hasn't moved that far as of yet.The Children's Pool was opened in 1932 as a space for inexperienced swimmers to enjoy the water safely behind a seawall. Seals started convening on the beach in the 1990s and have since used it for pupping season.The California Coastal Commission has said they believe the water is unsafe due to bacteria levels from the seals and their excrement and encourage visitors to find somewhere else to swim.Officials have also been forced to post signs warning visitors to keep their distance from seals year-round, as the animals could feel threatened if humans come to close to them or their young. 2122

LA MESA (KGTV) -- It was a frustrating flight for one mother in La Mesa, who said an airline would not allow her to sit next to her toddler without forking over extra cash.Aliss, who declined to use her last name, said she chose seats together when she booked her ticket through a third-party website. Aliss and her son, Kai, were travelling from Providence, Rhode Island back to San Diego with a layover in Minneapolis. When she got to the airport in Providence, her seat on her Sun Country Airlines flight was not next to her child.“I would have never booked a flight where we couldn’t sit together,” Aliss said. She said her options were limited and that the representative with the airline said she could charge her a fee.“I can’t pay that. What else can we do? And she said, well for I can move you guys in a row front and back of each other. I said that doesn’t help my problem. He’s still not sitting next to me,” Aliss said. She said she told the airline representative not to charge her the money, but she was charged anyway. She said she did not get help from anyone with the airline, including the flight attendant. “She said no, you’re on your own. You’ll just have to argue with people,” Aliss said. Fortunately, a grandmother ended up giving up her seat so Aliss could sit with Kai. That was only the beginning of her problems. From Minneapolis to San Diego, Aliss’ flight was delayed. At first, it was only three hours.“No big deal,” she said. She tried keeping Kai entertained and saw many other parents in a similar situation. The three hour delay became much longer with passengers unclear on when they were going to leave. “It was confusing, frustrating,” Aliss said. She said they were promised 0 vouchers for the long delay. Aliss said their 3:10 p.m. flight finally left around 12:30 a.m. Team 10 contacted Sun Country Airlines, who apologized for what happened. In a statement, a spokesperson told Team 10: “This was not the level of service we aim to provide, as it is our policy that children always be seated with an adult on the itinerary at no cost. We have followed up with our airport staff on this error to ensure our policy is being carried out correctly. We have issued a full refund to the passenger for the fees incurred at the counter related to the seat assignment. We were also able to ensure two seats were assigned next to one another on her return flight. Our team has resent the 0 vouchers from the flight delay to the email we have on file, and we are adding an additional 0 voucher for the inconvenience.”Aliss said it was a lesson for her to be prepared and to, “be wise with who you spend your money with.” A few years ago, Congress passed the Families Flying Together act, which was supposed to keep parents and children together on planes. However, the Department of Transportation has yet to implement it.It's unclear if or when they will do so. Team 10 contacted the DOT’s media relations, but has yet to hear back. 2990

Legislation requiring shoppers to wear masks in New Jersey stores is one step closer to becoming law.A bill proposed by state Democratic lawmakers got the stamp of approval from a New Jersey Assembly committee Thursday.If passed, customers could be fined between and 0 for being in a business without a mask that covers the nose and mouth. The bill would apply to any store that has posted signage saying masks are required.Assembly Democrats who backed the bill called the legislation "a matter of life and death" and said there needs to be a penalty for those who don't do their part to prevent the spread of the coronavirus.Republican lawmakers called the bill ludicrous and an attack on residents' civil liberties.Some suggested a better policy would be for businesses to refuse to serve customers who choose not to wear masks.Hoboken, New Jersey tried to pass a similar mask ordinance in August, attempting to fine people 0 for not wearing a mask in any place where social distancing was not possible. It ultimately did not pass.In New York City, MTA riders can now be fined for refusing to wear a mask on buses, subways and trains.As of midnight in Connecticut, anyone can now be fined 0 for violating mask and social distancing orders. Gov. Like countless other Americans stuck at home during COVID-19, Steven Clark found himself searching for purpose. The 43-year-old man eventually found it in the basement of his century-old home, making desks for students in need.Woodworking is not Clark's full-time job, but it is where he finds himself between Zoom calls and on weekends. Months into the pandemic, Clark knew he had the tools to do something, and eventually, phone calls to local charities revealed the answer: families in Massachusetts, where Clark lives, were in desperate need of desks."It just seemed like an alignment of stars to say, 'Hey, why don’t we build decks, because it seems like there’s a real need for that,'" he explained.Virtual learning and the pandemic have revealed that nearly 9.4 million kids don't have access to the internet. Nationwide, 4.4 million kids don't have access to a computer. But there is no telling just how many kids don't have a desk of their own at home, especially in families who have recently come out of homelessness."I think we can all think back to when we were kids and had something that was ours," Clark said about the need for desks.As the executive director of Furnishing Hope of Massachusetts, Suzy Palitz has plenty of furniture ready to be deployed to families in need, but the one item they need the most right now though are desks."Your bed is to sleep on. your desk is to work at. There are certain things you do in those places and it’s also a way to keep organized," Palitz said.This nonprofit helps families who have just transitioned out of homeless shelters. Most kids don't have a bed to sleep on, let alone a desk to do schoolwork on. The need has become even more critical with students across the country learning virtually at home."It’s a place that’s steady, that they can focus in," she added.The idea has taken off. So far, with the help of 14 other families, Clark and his helpers have delivered five desks to kids in need with another 25 on the way and the funding to make 10 more. There's nothing fancy about the desks. Clark cuts the pieces himself and then hands them off to other families who serve as the assembly line.His hope is that others across the country see how easy it is to help and start their own movement."We’re in a moment in history where social responsibility really matters,” Clark said.If you’d like to help in Clark’s efforts, find out how here. 2416
