SAN DIEGO (KGTV) -- California roads have some of the worst drivers in the entire country, according to a new ranking.Finance website SmartAsset reports that California ties with Missouri to take third on the list for states with the worst drivers.In order to rank states, the site looked at the percentage of drivers with insurance, the number of DUIs per driver, the average number of deaths per miles driven and how often residents Google terms like traffic ticket or speeding ticket.California ranked 12th for DUIs per thousand drivers and 11th for percentage of uninsured drivers. The Golden State also ranked 32nd for number of people killed per 100 million miles driven.It may give some comfort to know that California wasn’t ranked first. SAN DIEGO (KGTV) — County public health officials are urging locals who attended indoor services and events at a Kearny Mesa church to quarantine for two weeks after a COVID-19 outbreak linked to the location.The county says anyone who attended Awaken Church at 7620 Balboa Avenue between Nov. 15 and 22 should quarantine for 14 days after their last date of visiting the church and watch for coronavirus symptoms.Officials added that anyone who was at the church within that time frame should get tested for the virus.Generally, the county does not reveal the locations of community outbreaks and has long advocated against the practice. In this instance, public health officials say it's necessary to, "prevent the spread and occurrence of additional cases," and that, "in this case, public health has been unable to identify and notify all of those exposed."In a letter to the church, the county said while the community outbreak linked to the church doesn't mean that anyone contracted COVID-19 at the location, everyone who has attended events at the location should quarantine for 14 days.A community outbreak is three or more COVID-19 cases from different households within two weeks at one location."You should review your current plans to prevent COVID-19 at your location and determine if there are actions that you can take to reduce the likelihood that your staff, customers, or visitors could contract this infection," the letter said.The county added that anyone who has attended the church, as well as the public in general, should continue to wear face coverings, practice social distancing, and avoid large gatherings.With the exception of two days, San Diego County has seen new COVID-19 cases spike to more than 1,000 cases a day over the last week. SAN DIEGO (KGTV) - California Governor Gavin Newsom signed a State of Emergency Proclamation Friday clearing the way for firefighters to jump on projects meant to protect communities.Newsom said we're seeing larger and more dangerous wildfires than ever before and as a state we need to change our approach."Our world is changing, the wets are getting a lot wetter, the hots hotter and the dry, drier," he said.Alpine shared in the devastation last year; the West Fire leveled neighborhoods and left dozens homeless.CalFire Director Michael Mohler said ten crews across the state will be activated under the proclamation to clear brush and conduct controlled burns. They will also work with 110 members of the National Guard.The proclamation focuses on vulnerable communities. CalFire's Priority Fuel Reduction Project List includes two communities in San Diego County, Guatay and Crest. "Some of them have gone through some kind of environmental review," Director of the Sierra Club, Katheryn Phillips said.The U.S. Forest Service plans prescribed burns a year in advance to account for the environmental processes."We already know the areas of concern and we know how the fire is going to react to those areas, so we have a lot of biologists come in, a lot of fire experts come in and determine which areas are good for burning," Public Affairs Officer for Cleveland National Forest Olivia Walker said.Under the proclamation, environmental regulations are suspended, concerning environmentalists."If it's a butterfly mating season and it's an endangered species, it's not going to be the proper time to burn," Walker said."Could an unintended consequence be a mudslide?" Phillips added.Mohler said there's nothing to worry about, saying the proclamation solely streamlines the paperwork. SAN DIEGO (KGTV) -- As Santa Ana winds move out of the region, a freeze warning was issued for portions of San Diego County.The National Weather Service issued a freeze warning for the county's valleys and deserts from midnight through 10 a.m. Friday.
