BEIJING, Feb. 11 (Xinhua) -- China's foreign exchange regulator said Friday it did not suffer any losses from its investment in Fannie Mae and Freddie Mac bonds, adding that media reports of up to 450 billion U.S. dollars of losses were "groundless.""Up until now, the capital and interest repayments of Fannie Mae and Freddie Mac bonds is normal, and no losses have incurred," The State Administration of Foreign Exchange (SAFE) said on its website.Annual yields of the bonds were around 6 percent between 2008 and 2010, the SAFE said. The regulator, which oversees China's more than 2 trillion U.S. dollars of foreign exchange reserve, also clarifies it had not bought any stocks of the two troubled mortgage companies.UPI reported on Friday that the Obama Administration will propose phasing out the two mortgage giants after rescuing them, which is part of a U.S. Treasury Department white paper to Congress that lays out three ways of cutting government support to the 10.6 trillion U.S. dollars mortgage market.

CANBERRA, April 14 (Xinhua) -- Scientists on Thursday expressed disappointment to the decision to cancel the long-running Australian Science Festival in Canberra. The festival has been operating during August for the past 19 years with free and ticketed science education activities. However, the festival organizers on Wednesday announced to halt this year's program after failing to secure support from the Australian Capital Territory state government in time to arrange events.According to Australian Science Communicators president, Jesse Shore, thousands of school children have attended the festival over its history to learn more about science as a career."It's encouraged other activities to join it, it was very important in getting National Science Week started, and that's stimulated a lot of other science communication activities," he told ABC News on Thursday.Shore said the decision to close it down is unfortunate as the event has been very influential and instrumental promoting science communications activities. He said he hopes that a number of people would gather together in a new partnership, with new ideas and hopefully a new funding base.

BEIJING, Feb. 12 (Xinhua) -- The Chinese government has reiterated a strict ban on hepatitis B tests during pre-employment physical examinations as many companies reportedly violated rules to require hepatitis B tests for job applicants. In a statement released Saturday, the Ministry of Health said that no health institutions are allowed to provide hepatitis B checks as part of pre-employment physical tests regardless of whether the examinees provide consent or not.On Feb. 10, 2010, the Ministry of Health, the Ministry of Education and the Ministry of Human Resources and Social Security jointly issued a circular demanding the cancellation of the hepatitis B tests during the health checks for school enrollment and employment nationwide. However, according to a survey released this week, which was conducted by the non-profit Beijing Yirenping Center, some 61.1 percent of the 180 state-run companies surveyed included hepatitis B checks in their pre-employment physical examinations.More surprisingly, 63 companies said that they would never consider hepatitis B carriers for a job or were reluctant to hire such people.Yu Fangqiang, the principal of the Yirenping Center, said that such violations mainly resulted from light punishment for violations and some health institutions' desire for profits.According to the survey, employers would only be fined between thousands to tens of thousands of yuan if they lose their lawsuits for bias against hepatitis B carriers.Meanwhile, a worker will spend a lot of time, energy and money to file a lawsuit and collect evidence in order to win.Liu Xiaonan, an associate professor with the China University of Political Science and Law, called on the government to hammer out a particular law and set up a special committee to investigate discrimination cases in order to ensure the rights of workers. In the statement released Saturday, the health ministry also ordered a careful investigation of all cases of hepatitis B discrimination, and promised that violators would be exposed and punished in accordance with laws and regulations.Medical tests show that hepatitis B virus can only be transmitted from mother to child during childbirth or by contact with the blood or other body fluids of an infected person.

MOSCOW, Jan. 24 (Xinhua) -- China and Russia held the fifth round of strategic security talks here Monday, pledging more joint efforts to strengthen national, regional and international security. The Chinese delegation, led by Chinese State Councilor Dai Bingguo, was visiting Russia at the invitation of Russian Security Council Secretary Nikolai Patrushev.During the talks, the two parties exchanged views on major international issues and the further development of strategic partnership and interaction between Russia and China. Both sides agreed that their close bilateral cooperation on global issues has helped maintain regional and world peace, safety and stability. The two countries acknowledged that in order to further enhance strategic mutual trust and improve the security situation around the global, the two sides should chart the development of Sino- Russian relations for the next 10 years from a strategic and comprehensive perspective. As long-time strategic partners, Russia and China will adhere to the principles of mutual trust, win-win cooperation and good neighborliness while conducting strategic coordination, the two sides pledged. The fourth round of Sino-Russian security consultations took place in Beijing in December 2009, when Russia and China signed a protocol on cooperation in the strategic security sphere.
