SAN DIEGO (KGTV) — A near decade-long push to get a traffic light installed at a residential intersection along Governor Drive is inching closer to success.The city has partially funded the light at the intersection of Lakewood Street and Governor Dr. and it's now in the design phase. The news comes almost nine years after resident Mark Powell complained to the city about speeding drivers. Powell received a letter from the city in April 2010 that acknowledged a safety issue and said the intersection would be placed on its "priority list" for a traffic light, pending funding. "If you're put on a priority list, and it's been a decade, you're obviously not a priority," Powell said. "They've failed on multiple levels to get this completed."The intersection is on a long stretch of Governor Dr. that leads from Genesee Avenue to the 805. It has a 35 mile-per-hour speed limit, but there is no traffic light or stop sign to slow drivers as they pass Lakewood St. "By copy of this letter we will request that the police department consider this location for radar enforcement," the city said in the 2010 letter. Meanwhile, Powell says the safety issue is getting worse because University City is going through a building boom. The area is seeing new high rises, plus the expansion of the Westfield UTC mall. Powell's daughter, Arielle, 16, just got her driver's license and commutes to University City High School daily, making a left onto Governor from Lakewood. It's the only road that leads out of the neighborhood. "I get nervous in the morning because I don't want to be late for school having to wait for all of these people, because traffic on Genesee builds up really fast," Arielle said. A new traffic light can cost a minimum 0,000 to install.In a statement, councilwoman Barbara Bry said she was glad to learn that the city had approved the light and that it has been partially funded. SAN DIEGO (KGTV) - A heat wave expected to bring record high temperatures to San Diego County this weekend will also bring a double whammy of wildfire danger and energy concerns to the area."We ramp up. We get ready," said Cal Fire Capt. Kendal Bortisser. "We'll have extra engines in place and extra personnel on duty."Cal Fire is already stretched thin, as they continue to help with wildfire efforts across the state. Already in 2020 there have been around 7,400 fires with 1.8 million acres burned so far.Last year at the same time, California had only seen 4,500 fires, burning 63,000 acres.Bortisser said prolonged drought created excess fuel."We're starting to see fires get into those areas where dead trees are, and we're seeing these huge fires burning throughout the state,” Bortisser said.There haven't been any major fires in San Diego County this year. Bortisser said people in San Diego can help lower the fire risk this weekend by putting off any activities that could create sparks."We want you do the right thing, but we want you do the right thing at the right time," said Bortisser. "This weekend is not the time to be out there with the power tools trying to clear weeds, chainsaws and things like that."Bortisser added that there is still some time Friday to clear defensible space around your home, so firefighters can protect it if a wildfire starts.Meanwhile, San Diego Gas & Electric is preparing for the surge of energy demand that comes with high temperatures.The California Independent Systems Operator (CAISO), which manages the state's electric grid, issued a Flex Alert for the weekend. They're telling people to avoid heavy energy usage between 3 p.m. and 9 p.m. from Friday through Monday.SDG&E officials say that means San Diegans should not run major appliances like dishwashers or laundry machines during those hours. They also suggest setting air conditioners to 78 degrees to conserve energy."We are staying in very close touch with CAISO," said SDG&E spokesperson Helen Gao. "We're monitoring the weather and grid conditions, so we are ready to respond."At CAISO's command, SDG&E did temporary blackouts for some customers in August during the last heat wave. It was the first time in 20 years that CAISO implemented statewide rolling blackouts.If that needs to happen again this weekend, SDG&E says they'll spread the blackouts across the county so no one area is affected more than another."We'll go by group," said Gao. SAN DIEGO (KGTV) -- A restaurant destroyed by a fatal fire last October reopened just in time for the holiday crowds. Kojack's Greek American fusion restaurant has been a Mission Beach staple for more than three decades. But last October, a fire started near the roof of the building and destroyed the ice cream shop and Kojack's on the bottom floor, as well as the apartment rooms on the second floor. San Diego Fire-Rescue Department said 36-year-old apartment tenant, Aaron Porter died in the fire. Since the tragedy, the building and restaurant owner, Mike Soltan says he has worked tirelessly to get back onto his feet to reopen on his favorite holiday. "I never miss the Fourth of July on this beach for 33 years. So we tried so hard to make it, and finally, we did it." Soltan said. Longtime customer, Steve Grebing said he could not miss the grand reopening. "He [Soltan] kept saying in two weeks, two weeks. He was getting there, but now he is back here, so it's great," Grebing said. While the building itself is rebuilt, the renovations for the second floor are on hold. So no apartment tenants are able to live upstairs. Soltan also owns the ice cream shop next to Kojack's. Both shops reopened on July 4. 1226

SAN DIEGO (KGTV) -- A restaurant and dollar store were damaged Sunday morning after a fire started in Lincoln Park.The fire started inside the Herencias Mexican Food restaurant around 6 a.m. on the 5000 block of Logan Avenue.Crews arrived on scene and the fire was knocked out by 8 a.m.No one was inside the restaurant at the time of the blaze, but fire crews say a neighboring Family Dollar store was damaged.The cause of the fire is under investigation. 463

SAN DIEGO (KGTV) -- A runaway boat became lodged on rocks after taking off while the owner was trying to dock the vessel Monday afternoon.Captain Tony Olson with TowBoatUS San Diego said a man sailing from Harbor Island was trying to dock at Shelter Island when the boat took off.According to Olson, the man was trying to tie the boat off with the sail partially up and the motor running, causing it to take off without him.The 35-foot vessel became lodged on rocks at the Naval Base.It took a while for the boat to become dislodged. Olson says there doesn’t appear to be any major damage to the vessel.Olson noted that this is one of several boats that ran aground Monday.A 19-foot vessel, pictured below, also smashed into rocks at the foot of Point Loma. The Coast Guard warned people traveling through marine channel 16 of the boat that ran aground.  872
