BAOSHAN, Yunnan, Sept. 2 (Xinhua) -- The death toll from mudslides that hit a village in southwest China's Yunnan Province Wednesday has climbed to 12, and 36 are still missing, the rescue headquarters said Thursday.By 9:30 p.m. Thursday, rescuers had saved 23 people from the rubble of homes in Hedong Village of Longyang District in Baoshan City, headquarters officials said at the site.The accident happened at about 10:20 p.m. Wednesday, trapping 71 people from 21 families.An initial investigation blamed the tragedy on loose dirt and rocks sitting on a sleep slope which had been soaked in rainfall for about ten days.More than 1,000 people have participated in the rescue operation and more than 120 medical workers are treating the injured and disinfecting the site.Tents, quilts, clothes and plenty of first-aid materials have been sent to the site where rescuers are evacuating people to safe places.

BEIJING, Aug. 28 (Xinhua) -- Chinese legislators on Saturday passed the People's Mediation Law on the final day of the bimonthly meeting of the Standing Committee of the National People's Congress (NPC), the top legislature.The law establishes the people's mediation committee as the legal organization to resolve everyday disputes, and sets down the procedure for formation of such an organization within community committees.The law stipulates that governments at county levels and above shall provide financial support for mediation work and shall honor and reward outstanding mediation committees and mediators.The law encourages people to settle disputes at the neighborhood-level, outside of courts and arbitration.To achieve that goal, the law streamlines the relation between mediation and other kinds of dispute resolution methods. It provides that courts at the grassroots level, as well as police offices, should inform parties involved in disputes about the possibility of solving such disputes through mediation.The law also spells out that agreements reached in the mediation procedure are legally binding and can be enforced by courts upon one party's request.Nonetheless, the law stipulates that mediation should be carried out in accordance with the parties' real intent. If one of the parties in dispute has explicitly refused to resolve the problem through mediation, the mediation should not be undertaken.In China, people traditionally regard going to court as a very serious action, so resolving disputes through mediation has become popular.China has more than 4.9 million mediators working in more than 800,000 mediation committees, according to the Ministry of Justice.These organizations handled more than 7.67 million disputes last year, with a 97.2-percent resolution rate, while only 1 percent went on to litigation.

BEIJING, Oct. 1 (Xinhua) -- A Chinese Foreign Ministry spokesman on Friday called for concerted efforts from Japan to maintain relations between the two countries.Foreign Ministry spokesman Ma Zhaoxu made the remarks following Japanese Prime Minister Naoto Kan's policy speech Friday, in which he reiterated Japan's territorial claim over the Diaoyu Islands.Ma said the Diaoyu islands and its adjacent islets have been Chinese territory since ancient times.Japan illegally detained Chinese fishermen and seized ship in waters off the Diaoyu Islands and insisted on performing a so-called domestic judicial procedure. TIANJIN, Sept. 13 (Xinhua) -- Coca Cola, the world's largest beverage maker, will begin operations at its largest bottling plant in China, a 900-million-yuan (132-million-US dollar) investment in Luohe City of central China's Henan province, by the end of October this year."We are very positive and committed to our growth here in China," said Glenn Jordan, president of Coca Cola Pacific Region, during an exclusive interview with Xinhua while attending the fourth Summer Davos forum held in north China's port city of Tianjin, on Monday.The soft-drink giant already operates 39 plants in China. It opened three new plants in Jiangxi Province, Hubei Province and Xinjiang Uygur Autonomous Region last year. Also, it now has two factories under construction, including the largest one in Henan and the other in Inner Mongolia Autonomous Region.Statistics from the company showed its investment in the new plant in Hubei Province has reached 600 million yuan, while the cost of the two-phase project in Jiangxi Province added up to 250 million yuan.Jordan said these are all parts of Coca Cola's three-year, 2-billion-US dollar investment plan in China announced last March, and the project is now "well on track" in terms of infrastructure, marketing and product development.Jordan believes the expansion was good for both sides. "On average, we are hiring around 10 people per day in the Coca Cola system and putting almost 1,000 coolers per day in the market."The investment package also includes a 90-million-US dollar innovation and research center in Shanghai. GUANGZHOU, Oct. 10 (Xinhua) -- Police conducted a hostage rescue drill on Sunday in south China's Guangzhou City as authorities beefed up security about one month prior to the opening of the 2010 Asian Games.Police first practiced rescue operation simulating the bus hostage crisis in the Philippine capital about two months ago. Eight Hong Kong tourists were slain during an ill-prepared rescue by the Philippine police against a lone gunman who hijacked a tourist bus in Manila on Aug. 23.Police officers were not told of the time and location of the drill in advance to test the emergency response of the city's police forces, a senior police officer said.During the drill, a group of armed men "hijacked" a bus carrying athletes and gunned down security guards on their way out of the Asian Games Village. After "negotiations" failed, police quickly broke into the bus and seized the attackers.The second part of the drill involved in rescuing "hijacked" foreign athletes in a room in the Village.After finding the hijackers attempted to kill the hostages, the police stormed the room, overwhelming the attackers and freeing the hostages.Chinese authorities have activated over one hundred checkpoints on the roads and waterways linking areas to the hosting cities of the Games on Sunday.A total of 132 checkpoints, scattered in Guangdong Province and five neighboring regions, are responsible for screening people, vehicles and goods, officials with the Ministry of Public Security said.The 2010 Asian Games is scheduled to open on Nov. 12. The events will be held in four cities in Guangdong.
