SAN DIEGO (KGTV) -- San Diego Gas and Electric is warning more than 88,000 customers of a possible multi-day power shutoff due to Santa Ana Winds.According to the company, the public safety power shutoff could happen as early as Wednesday night or Thursday morning. SAN DIEGO (KGTV) - San Diego may be America's Finest City, but when it comes to parking around town, the experience is not always a pleasant one. "It's horrific," said Shadrach Vaughn the founder of Park Connect. Vaughn recently launched Park Connect in July. The company's goal is to help connect homeowners or businesses who have empty parking spots, with people who need them.The owner or business can list their spot on the Park Connect website, and select a daily, monthly or hourly rate. Giving the host the flexibility to decide what to charge for their spot. RELATED: Making It In San Diego complete coverage"One day I thought, like how about an Airbnb for parking?" Vaughn said. Sara Ghodsi, one of Park Connect users, has her empty spot listed for  an hour, a day, or 0 for the entire month. And in two months, she says she has made 0. "This spot is always open. I figured I might as well get some type of income coming in." Ghodsi said. As long as people continue to hit the beaches and streets of San Diego, Vaughn says, he will continue to help people fill their parking spots and their pockets. Vaughn said, "San Diego is expensive, right? SAN DIEGO (KGTV) - San Diego churches have an idea to help solve the housing crisis. They want to build affordable housing on their unused land.UPLIFT San Diego is leading the effort, called YIGBY (Yes in God's Back Yard)."There are 1,100 churches in San Diego County with over 3,000 acres of property," says UPLIFT leader Tom Theisen. "If just 10% of those churches, 100 churches, were to build 20-30 units each, we're talking thousands of units of housing."Theisen used to serve as the Board President of the San Diego Task Force on the Homeless. He's now spearheading the YIGBY effort for UPLIFT."I can't tell you how many faith communities have called me and asked what they can do to help," he says. "I have a hard time telling them to hand out blankets and peanut butter and jelly sandwiches. They want to do something that makes a difference, and housing makes a difference."Theisen says he already has 12 churches that want to build housing.One church that is already working to make the idea a reality is Clairemont Lutheran Church. They have a plan to build as many as 21 units on land that is currently part of their parking lot."Using our parking lot for something other than empty weeds growing seems like a good idea," says Pastor Jonathan Doolittle."We want something that works in the scale of our neighborhood, so our neighbors don't notice a huge change," he says. "But, we want it to be large enough to make a difference in the lives of those who need a place to live."Doolittle shared preliminary floor plans and renderings of the apartments. He says the church has been trying to get the project going for four years, but red tape keeps holding it up.One problem is changing zoning rules on the land. The other is parking regulations with the city.The plan would take 20 spots out of the parking lot. City law requires a certain number of parking spaces per church based on pew capacity. Without those 20 spots, the church would be under the legal requirement.Doolittle says his church only reaches capacity on major holidays. The rest of the year, those spots sit empty. He also pointed out that the church is on a transit corridor, and new city laws saw affordable housing is not required to have parking along transit corridors.UPLIFT has already met with Mayor Kevin Faulconer to discuss ways to ease those requirements on churches and other faith-based organizations that want to build affordable housing units. Theisen says churches would be more sensitive to concerns within the neighborhood than a private developer."These projects are self-sufficient," he says. "We can do as many of them as we have willing churches to work with us."UPLIFT hopes that a successful start to the YIGBY project will spur similar development. He thinks unused land owned by non-profit groups, health centers and even the City of San Diego could also be used for housing. 2888

SAN DIEGO (KGTV) - Residents in many San Diego neighborhoods get a daily reminder of the odd inhabitants that are not native to the area.As the sun rises over the region, the squawks can be heard. The wild parrots are awake.While the sight of emerald, red-headed birds has long been gold for local photographers, what has remained a mystery to many is how they arrived in San Diego.Parrot originsAll of the wild parrots in San Diego are birds or descendants of birds brought to the area by people, according to Sarah Mansfield with SoCal Parrot, though some have speculated they migrated from Mexico. Mansfield added the birds weren't released in the area just once."Whether they were released intentionally or accidentally, several 'micro-releases' happened over many years," Mansfield said. "There are five established species of wild parrots in San Diego, and 13 species in Southern California, so it definitely wasn't just a pair or two that got out long ago."It wasn't illegal to buy wild-caught parrots until 1992, when the Wild Bird Conservation Act was signed into law in order to ensure exotic bird species were not harmed by international trade."The birds that were released came from the wild and have remained wild since," she adds.University of San Diego professor Janel Ortiz, who started the San Diego Parrot Project to research the parrots' eating habits and natural behaviors, says parrots may have been here longer than we think. "No parrots are native to California; there has been evidence of the parrots being here in the 1940s and weren't well documented until the 1960s," Ortiz says.Types of parrots in San DiegoCurrently, Mansfield says the main species in San Diego are Mitred Conures, Red-masked Conures, Blue-crowned Conures, Red-crowned Amazons, and Lilac-crowned Amazons.The Mitreds and Red-masked Conures can commonly be seen flocking together, while both Amazons species also live together.Residents may also notice both Consures and Amazons together in the same neighborhood at times, but usually they're not together, Mansfield says.How they survive hereSo how does a bird not native to San Diego find a way to survive?Find another non-native species. The parrots live off non-native fruiting and flowering trees, according to Mansfield. Ornamental trees, including magnolias, loquats, pines, eucalyptus, coral trees, and pecans, give parrots food and shelter all in one."They nest in cavities in the tall palms that line our beach community streets," Mansfield adds, something residents who aren't a fan of the birds' squawks know all too well.San Diego's climate makes their habitats all the more comfortable, as the warmth provides the perfect environment for the parrots. "While they could make a go of surviving in colder weather, they do better with our sunny San Diego temperatures," Mansfield said.Ortiz says San Diego may be one of the last locations where these endangered parrots can survive."Most of these parrots are endangered in their native ranges, but are thriving here in this new, urban habitat we've created," Ortiz said. "Urban places, like San Diego, may be one of the last locations these endangered parrots may be found if their populations continue to dwindle in their native ranges."While the birds are naturalized, meaning they are actively breeding in the area, it's unclear how successful they are at reproducing, Ortiz says.So far, the Parrot Project has observed some species-specific differences such as time to roost, or time they get together at night.Residents can help out by filing out a form online to document parrot sightings. 3607

SAN DIEGO (KGTV) - San Diego County Crime Stoppers released photos of a suspect and offered a reward Thursday for tips about an assault in the Midway area. A man parked his vehicle along the side of the Arby’s at 3777 Midway Drive April 6 about 7 p.m., inadvertently cutting off another driver. The man went inside the restaurant and got into an argument with the driver. During the fight, the driver punched the victim in the head eight times, police said. The victim fell to the ground and the driver stomped on his head with his feet, according to investigators. The victim was taken to the hospital and treated for an orbital fracture. The suspect drove away from the area, police said. He is described as white, about 30 years old, with a muscular build. The sides and back of his head are shaved, according to officers.
