Clark crumpled to the ground, momentarily tried to crawl before falling motionless as more shots erupted around him.His death has caused outrage among residents who say that the officers should be held accountable for his death. Police have said the officers fired only because they thought their lives were at stake.As more police arrived at the scene, someone is heard asking "What did he have on him?"An officer responded, "Like this, something in his hands. It looked like a gun from our perspective."Minutes after the shooting, as more officers arrive on the scene, a voice is heard saying, "Hey, mute," and the audio on the body camera cuts off.Clark's grandmother said she was inside the house when the shots were fired and saw him with an iPhone."He was right there dead. Proposition 13 authorizes a billion bond that would go to preschool and K-12 schools as well as universities and community colleges, according to Ballotpedia. Those against proposition 13, including the Howard Jarvis Taxpayers Association, say it would cause an increase in local property taxes and add to state debt and interest costs. “Like all bond debt, that must be paid ahead of any other priorities, even law enforcement,” the association says. “If there is a recession, too much debt puts us at risk of a reduction in services or demands for emergency tax increases at the worst possible time.”RELATED: Here's what happens if Measure C passesClick here to read more from the association. SACRAMENTO, Calif. (AP) — A California appeals court has denied the latest parole bid by Charles Manson follower Leslie Van Houten.Two of the three appellate judges on Friday upheld former Gov. Jerry Brown's decision to block her parole last year. She is serving a life sentence for helping Manson and others kill Los Angeles grocer Leno LaBianca and his wife, Rosemary, in August 1969.Current Gov. Gavin Newsom again denied her parole in June, saying she is still a threat at age 70.The appellate judges said that Brown's reasoning for denying Van Houten's parole is supported by some evidence. He said she has not taken full responsibility for her actions and remains dangerous.Van Houten's attorney, Rich Pfeiffer, said he'll appeal the decision to the state Supreme Court. 784

  

RICHMOND, Indiana — An emergency call credited with foiling the shooting at a Richmond middle school on Thursday was made by the teenage suspect's mother, according to multiple sources with knowledge of the investigation.The call was made at 8:11 a.m. local time by the mother, according to information obtained from Wayne County's Emergency Communications Division.Sources tell WRTV television station in Indianapolis the mother called after the teenage boy had taken another family member hostage and forced them to drive to Dennis Intermediate School, just a little more than a mile from their home.Once the boy was at the school, he entered the building through a side door and eventually exchanged gunfire with responding officers, before turning the gun on himself, according to the sources.WRTV did request a recording of the call made to Wayne County's Emergency Communications Division, but the call is not being released due to the investigation.The advance call gave the school valuable minutes to lock down the middle school and allow police to quickly respond to the school, sources said. 1119
