CARTAGENA, Colombia, Feb. 15 (Xinhua) -- Visiting Chinese Vice President Xi Jinping Sunday held talks with Colombian President Alvaro Uribe in the northern Colombian port city of Cartagena.     Xi first transferred the sincere regards of Chinese President Hu Jintao and Premier Wen Jiabao to Uribe, and expressed his thanks to Uribe for specially coming here to meet the Chinese delegation. BEIJING, Feb. 11 (Xinhua) -- The Communist Party chief of China's Health Ministry has been replaced, the ministry's official website said Wednesday.     The post of secretary of the ministry's leading Party members' group, formerly held by Gao Qiang, 65, was taken over by Zhang Mao,55.     The website didn't give a reason for the change, only saying that the central government made the decision out of "work necessity and prudent study."     Zhang, from east China's Shandong Province, had been vice mayor of Beijing and vice minister of the National Development and Reform Commission previously, during which time he was in charge of health system reform work, the website said.     Gao had been vice finance minister and deputy secretary-general of the State Council (Cabinet). He was appointed Party chief and vice minister of the Health Ministry during the SARS (Severe Acute Respiratory Syndrome) outbreak in 2003 after former health minister Zhang Wenkang was sacked over the crisis. Gao became minister in April 2005.     In June 2007, Gao's post of health minister was taken by Chen Zhu, who is not a member of the Communist Party of China. He then began to act as the vice minister and remained the Party chief.

BEIJING, April 4 (Xinhua) -- The industrial production of China's chemical sector increased 2.4 percent year on year in the first two months, and the falling trend for major product's output was eased, according to data released by the Ministry of Industry and Information Technology (MIIT) on Friday.     The figure was calculated based on the comparable working days in the first two months, since China's Lunar New Year holiday fellin February last year, but in January this year.     Zhu Hongren, official with the MIIT said although the output expansion was marginal, the contracting trend for the production of major chemical products was eased.     Of the major 30 chemical products monitored by the ministry, 21saw output falling in the first two months, but the falling rate was tempered from that in December. In addition, three products saw output get back to growth.     To support the annual "Spring Plough" season, the output of major three chemical fertilizer rose 4.6 percent to 8.75 million tonnes through January to February.     The pesticide production grew 9.1 percent to 394,000 tonnes in the first two months, and that for February alone jumped 14.4 percent.     Zhu Hongren said despite of the easing contraction, it was too early to be optimistic, citing the chemical industry faced the most difficult condition comparing with other raw material producing sectors.     China's industrial output rose 5.2 percent year on year in the first two months, with the growth slowing from December, MIIT said last week.     The figure was 0.5 percentage point lower than in December, dragged down by plummeting exports and high inventories, according to MIIT.     Experts said the figure showed Chinese industry was still feeling the pinch of the global downturn.

BEIJING, April 7 (Xinhua) -- Chinese Vice Premier Li Keqiang told former French Prime Minister Jean-Pierre Raffarin Tuesday that efforts should be made to ensure the "healthy" and "stable" development of Sino-French relations.     Li recalled the experiences on the bilateral ties since China and French forged diplomatic relations 45 years ago, noting that sound political relations and trust served the fundamental interests of the two peoples and were vital to boost cooperation.     Li also briefed Raffarin on China's economic situation, adding the measures China adopted to curb the global financial crisis "have been taking some effect."     "We are confident of maintaining China's stable and rapid economic growth and highly value foreign trade cooperation with countries such as France," Li said.     Raffarin, who is in Beijing to attend a Sino-French economic seminar, said expressed his commitment to continuing to promote the bilateral strategic partnership. HONG KONG, March 14 (Xinhua) -- China may get a more level playing field in terms of self-positioning when dealing with the United States amid the economic downturn, but Chinese leaders should beware of the potential traps behind U.S. flattering, scholars and senior editors said Friday.     Speaking at a Financial Times forum on Sino-U.S. relations in Hong Kong, the scholars said they expected the bilateral relationship to remain generally healthy in years ahead as both sides want stability and were pragmatic.     China is currently preoccupied with tackling the challenges facing itself, such as the need to further restructure the economy, finding an alternative development model to the export-driven growth of the past decades, and even the pressure of social instability.     The decisions made by Chinese leaders in dealing with the current crisis "will set the way for the long-term reinvention of the Chinese economy," said Jonathan Fenby, author of A History of Modern China published by Penguin.     China will emerge stronger if it can deal with the issues rightly, he said.     Lifen Zhang, editor-in-chief of FTChinese.com, said China does not have the strength to be the economic savior amid the current crisis and should handle self-positioning carefully when dealing with the United States.     "There is a lot of flattering going on at the moment, but be careful. What do the Americans really want?" he said, adding that a number of scholars have recently written on the topic.     On the top of the U.S. agenda was currently the need to restore confidence and integrity in the world's most developed economic system, which calls for cooperation from China, the world's fastest growing developing economy, said Simon Schama, professor of history at the University of Columbia.     But Schama said China should bear in mind that the next election in the United States will be in 2010 and avoid overplaying the leverage in its hand.     "What the Chinese government ought to be aware of is not so to overplay in its hands this leverage as to encourage a .. backlash" as the conservatives may seize certain popular issues, including trying to present an image of the Obama administration as being too soft, he said.
