EL CAJON, Calif. (KGTV) - The City of El Cajon is days away from unveiling their new million dollar animal shelter to the public and gave 10News a sneak peek on Tuesday.The new shelter is double the size of the current facility, which was built in the 1950's, and features state-of-the-art amenities.The city believes it will dramatically improve the adoption experience for East County residents."With more room comes more ability to provide the standard of care expected for these types of animals," said Dirk Epperson, Director of Public Works for the City of El Cajon.The facility has a medical center and operating room as well as a full-service grooming station.There will also be several 'get to know you rooms' where potential adopters can get one-on-one time with the animals.Epperson says efficiency is a theme in the new facility, making it easier and more environmentally-friendly for shelter employees to do their jobs. The grand opening is Saturday, June 2 from 12 p.m. to 3 p.m and adoption fees will be offered for all animals.The shelters will be closed from Tuesday, May 29 through Friday, June 1. Dunkin' is permanently closing about 800 locations throughout the country — about eight percent of its restaurants in the U.S.The company detailed the changes in its quarterly earnings report on Thursday.Dunkin' described the closures as "real estate portfolio rationalizations." (KGTV) - An El Cajon company has big plans to make small scale recycling a part of people's daily shopping routines.One Earth Recycling will open 100 shipping container recycling locations over the next five years. They plan to put them in shopping centers and other high-traffic areas. The idea is to make it easier to get to a recycling center, rather than making people drive to industrial areas or other parts of town to redeem their deposits."I think for the vast majority of consumers, they don't know where to go to get their money back or to recycle responsibly, or they assume it's more trouble than it's worth to recycle," says Josh Turchin, the owner of One Earth Recycling.A recent report from Consumer Watchdog backs up the notion that people aren't willing to search for redemption centers. The report says around 40% of California's recycling centers have closed in the last five years. Meanwhile, Californians have left at least 0 million on the table by not returning their bottles and cans for deposit refunds.Turchin says making it easier will solve that problem. EL CAJON, Calif. (KGTV) -- An El Cajon police officer responding to a traffic-related call was hospitalized Monday morning after being dragged by an SUV and then struck by another vehicle. Police have identified the suspect as 41-year-old David Francis Cepeda Pangilinan. He is a 5'6" Guamanian male with short brown hair and brown eyes. El Cajon police said officers were called to the 100 block of Washington Avenue at around 8:30 a.m. in response to a vehicle blocking the street with the driver “asleep or unresponsive behind the wheel.”Officers arrived to find the driver and a female passenger asleep inside a black 2019 Volkswagen SUV with California license plate 8LCE117.According to El Cajon police: “When officers woke the occupants, the driver provided identification for someone other than himself and officers began to investigate.During this contact, the driver suddenly started the vehicle and began to put it into gear. One of the officers attempted to detain the driver and keep him from fleeing the scene.In doing so, the officer was trapped in the vehicle and dragged for a distance as the driver fled.As the driver fled with the officer still partially inside the vehicle, the officer was struck by another vehicle that was traveling in the roadway.The officer was ejected from the vehicle and sustained significant injuries.”According to police, the injured officer was taken to the hospital and is in critical but stable condition. No other injuries were reported.A neighbor was doing yard work when the incident happened and watched it unfold."I heard my son scream and crying so I turn around and I see officer down. I run to the officer but the other police man came. The guy was out, completely out. Blood was coming out of his nose, his mouth and his head. And his eyes were rolled in the back of his head. The other officer came and put his hand on his head. I start praying for the guy, the next thing we know we see him move.
