MOSCOW, Jan. 21 (Xinhua) -- Russian and Chinese companies started construction of an iron ore dressing plant Friday in the Evreyskaya Autonomous Oblast to provide high-grade iron ore to the Asia Pacific region, including China.Yury Makarov, chief executive officer of IRC Ltd., told Xinhua the plant would reach its designed capacity in 2013 at 10 million tons of iron ore and 3.2 million tons of iron ore concentrates, which contain up to 65 percent iron.Makarov said that 20 percent of the iron ore concentrates, which are natural iron ore processed through crushing, grinding and dressing, would be used to meet demands of Russia's far east and the rest would go to the Asia-Pacific market. Currently, China imports large amounts of concentrates from Brazil, Australia and India."We are very open to interaction with various countries of the Asia-Pacific region, especially China. The volume of processed iron ore has been increasing every year. We will be happy to deliver iron ore to your companies as well as any other consumers who are willing to purchase our products," he said.The plant will draw its resources from the Kimkanskoye and Sutarskoye deposits and send its products through the Khabarovsk Krai and the Suifenhe port to China.The plant is only 7 km from the Trans-Siberian Railway. A railway bridge is being planned between Evreyskaya Oblast and Heilongjiang to further shorten the supply route.Total investment in the plant is 400 million U.S. dollars, with 340 million in loans from the ICBC (Industrial and Commercial Bank of China) in China. Interest under the facility will be charged at 2.8 percent above LIBOR per annum. The China National Electric Engineering Co, Ltd is tasked with the construction of the plant.Makarov said he was very optimistic about the future of the plant and the development of relations between the Russia's far east and China's northeastern region.IRC Ltd. is a metal unit of Russian gold miner Petropavlovsk PLC. It became the second Russian company to be listed on the HK stock exchange, when it started trading on Oct. 21.

The South African Press Association (SAPA) reported on Tuesday that Karl Otto, head of the South African Maritime Safety Authority (SAMSA) announced the surveillance tool at a conference in Durban.Called Long Range Identification and Tracking (LRIT), the system monitors and tracks vessels in waters south of the equator.Otto said the introduction of the LRIT followed concerns over the safety of seafarers, the safety standards of ships within South African waters.Otto said there were high levels of cargo at risk, such as fuels and oils.He said reasons for installing the system included the number of shipwrecks along the South African coast, and the threat of pollution of the marine environment by ships."It also serves as a mechanism to prevent piracy."Otto said the satellite system has the capacity to identify and track vessels up to 1,000 nautical miles (1,850 km) from the South African coastline as well as South African-flagged vessels anywhere in the world."This is a revolutionary development in the security of our seas," he said.SAMSA was determined to protect South Africa's seafarers, its coastline and the marine environment, Otto said.

BEIJING, Feb. 9 (Xinhua) -- China's Ministry of Agriculture on Wednesday urged more measures be taken to minimize the impact of a drought due to the possibility that the winter drought may continue into spring.The country's winter wheat producing regions have suffered severe drought since October last year, and the possibility of spring drought is surfacing, Minister of Agriculture Han Changfu said in a statement posted on the ministry's website.Spring drought following the winter one will be a significant threat to summer grain production, he said.As of Wednesday, the drought had affected about 115.95 million mu (7.73 million hectares) of winter wheat in the country's eight key producing provinces, which account for 42.4 percent of the total winter wheat growing areas in the regions, the statement said.China's main wheat growing regions include the provinces of Shandong, Henan, Hubei, Anhui, Shanxi, Shaanxi, Gansu and Jiangsu.Han urged agricultural authorities to be "fully aware of the extreme significance" of a summer harvest this year and strengthen their efforts to assure a successful harvest.Summer grain and oil production is crucial to easing inflation pressures and stabilizing grain output for the entire year, he said.
