BEIJING, Dec. 13 (Xinhua) -- China's top legislature said Monday in a statement that it will continue discussing a draft amendment to the Criminal Law, which proposes tougher punishments for those involved in organized crime and drink-driving.Members of the National People's Congress (NPC) Standing Committee will discuss the draft amendment at an upcoming bi-monthly session scheduled for Dec. 20-25, according to a statement issued after a meeting of the chairman and vice-chairpersons of the NPC Standing Committee, presided over by chairman Wu Bangguo.The legislature conducted the first reading of the draft amendment in August.Wu Bangguo (C), chairman of the Standing Committee of China's National People's Congress (NPC), presides over the 54th chairpersons' meeting of the 11th NPC Standing Committee at the Great Hall of the People in Beijing, capital of China, Dec. 13, 2010. BEIJING, Dec. 23 (Xinhua) -- Chinese President Hu Jintao appointed a new representative and ambassador to the World Trade Organization(WTO) and a new ambassador to Myanmar, according to a statement from the Standing Committee of the National People's Congress (NPC) on Thursday.Yi Xiaozhun, 59, previously a vice commerce minister, was appointed representative and ambassador to the global trade body, replacing 64-year-old Sun Zhenyu, who was the country's first WTO representative since China's accession to the WTO in Dec. 2001.Li Junhua was appointed ambassador to Myanmar, succeeding the 54-year-old Ye Dabo.Prior to Thursday's appointment, Li was deputy director of the International Organizations and Conferences Department of the Chinese Foreign Ministry.The appointment was in line with the decision made by the Standing Committee of the NPC, China's top legislature.

CANCUN, Mexico, Dec. 4 (Xinhua) -- China will not compromise on issues of principle at the ongoing UN climate change conference in Cancun, Mexico, the country's chief negotiator said on Saturday.Su Wei, the chief Chinese negotiator and head of the climate change department of China's National Development and Reform Commission, made the remarks in response to some parties' call for "compromise to make achievements.""All the parties want to reach substantial achievements at the Cancun conference, which can lay a solid foundation for the completion of 'Bali Roadmap' negotiations," Su told Xinhua in an exclusive interview."I think we can cooperate with other parties and even make compromises on some non-principle issues, but we will not compromise on the issues of principle, such as the continuation of the Kyoto Protocol, which is the basis for a package of agreements to be made in Cancun," Su said.The negotiator stressed that the developing countries have reached consensus on the principle issues. "We are keeping solidarity and trying to play a constructive role," he added.Su said some country's opposition to the Kyoto Protocol is no good news to the developing countries, and has exerted negative influence on the conference.Negotiators at the Cancun conference are trying to establish a replacement for the Kyoto Protocol, which obliges rich nations except the United States to cut greenhouse gas emissions by an average of 5.2 percent below 1990 levels by 2008-2012."At the end of the first week of the Cancun conference, there are some progresses in adaptation, finance, technology and mitigation for the developing countries, but it is hard to say if the progresses are final ones," Su observed.As for the rumors about a secret Mexican text, Su said that the president of COP16 has told the delegations from every country including China that Mexico will not put forward a secret text."As I know, Mexico, the host country of COP16, is always pursuing the principles of 'open, transparent and widening participation' for the climate negotiations this year. I believe Mexico will continue to keep the principles to try to get the results of balance at the Cancun Conference," he said.Su noted that the ministers will arrive in Cancun in the second week of the conference. TOKYO, Nov. 12 (Xinhua) -- Chinese President Hu Jintao arrived in Japan Friday for the 18th Economic Leaders' Meeting of the Asia-Pacific Economic Cooperation (APEC), which is slated for Saturday and Sunday in Yokohama.Hu and his wife, Liu Yongqing, were welcomed by senior officials from the Japanese Foreign Ministry at Haneda airport.Chief Executive Donald Tsang of the Hong Kong Special Administrative Region and Chinese Ambassador to Japan Cheng Yonghua were also present at the airport to greet Hu.President Hu, who flew into Tokyo from Seoul after attending the fifth summit of the Group of 20 (G20), was traveling by car to Yokohama.With the theme of "Change and Action," this year's Economic Leaders' Meeting will focus on the regional economic integration, a growth strategy for the Asia-Pacific region, human security, the economic and technical cooperation, and the assessment of achievement of Bogor Goals by APEC economies, according to the meeting agenda.The Bogor Goals call for free and open trade and investment in the Asia-Pacific by 2010 for industrialized economies and by 2020 for developing economies. These goals were adopted by leaders at their 1994 meeting in Bogor, Indonesia.President Hu will speak at the meeting to present China's view on these issues, Chinese officials said.Before the Economic Leaders' Meeting, the Chinese president will deliver a speech at the APEC CEO Summit, Chinese officials said.APEC is the premier forum for facilitating economic growth, cooperation, trade and investment in the Asia-Pacific region.Since its birth in 1989, APEC has grown to encompass 21 members spanning four continents, and represents the most economically dynamic region in the world, accounting for approximately 40 percent of the world's population, around 50 percent of world GDP and about 44 percent of world trade.APEC's 21 member economies are Australia, Brunei, Canada, Chile, China, China's Hong Kong, Chinese Taipei, Indonesia, Japan, Malaysia, Mexico, New Zealand, Papua New Guinea, Peru, the Philippines, Russia, Singapore, South Korea, Thailand, the United States and Vietnam.
