SAN DIEGO (KGTV) -- District Attorney Summer Stephan spoke about her new efforts to train officers and weed out “bad actors.”The push includes calls for a new independent Commission on Police Practices, which would replace the current Community Review Board on Police Practices. “Our communities need us to grieve with them, but they also need us as leaders to step up,” Stephan said. “Officers that are involved in abuse like what we saw with Mr. George Floyd have a history. They do not belong in a field where you supposed to serve and protect and you have the power between life and death.”She said part of the effort to train officers in de-escalating situations includes a new class that focuses on interactions with the public. “This is about interacting with someone that may have mental health issues, may appear not compliant, and how do you talk to them. How do you de-escalate? How do you show respect and communication?” she said.The goal is to train all 5,000 officers in the local departments.The independent Commission on Police Practices would have independent council and subpoena power. It still needs to qualify for the November ballot. Mayor Faulconer pledged his support for the ballot measure Monday. Stephan said she also supports it.“I support it because it is a balanced approach for oversight and transparency,” Stephan said. SAN DIEGO (KGTV) -- Due to struggling ridership, the City of San Diego has been busy creating a plan to revamp its bikesharing program.On Wednesday staff will provide an update on improvements made and future plans, in response to a grand jury report in 2016.The program, DecoBike, is privately owned but works in partnership with the city.Critics of the program say it has not met the city's needs due to where stations were built.Last year a county grand jury report titled "San Diego's Bikesharing Program Needs Help," outlined ways the city and DecoBike could improve to better serve the community.One recommendation was to put more stations in beach communities, even though local business owners and residents protested them being there.Since then, the city has done the opposite, removing 14 stations from beach communities.City spokesperson Katie Keach says the city and DecoBike are concentrating on increasing the number of stations in the urban core.By doing this, they believe it will provide for a comprehensive system to increase alternative transportation options. They say it will also help the city meet its Climate Action Plan goals.Keach says they hope to have additional stations in North Park, Uptown, Golden Hill and downtown this winter.The city is conducting presentations to community planning groups this fall, seeking public input.Bicycle and climate activists want the program to succeed, saying it's critical to the city's Climate Action Plan.  1486

SAN DIEGO (KGTV) -- From termite infestations to leaky pipes and AC units, some students at San Diego State University say their on-campus housing complex is “abysmal” even though it costs hundreds of dollars more per month than newer apartments just steps away.Shortly after moving into Aztec Corner, sophomores Hanna Bengard and Kalie Slivkoff said they had issues with electricity, a leaky A/C unit and spiders. A few weeks ago, they found termites in a roommate’s bed.They each pay ,285 a month for a four-person apartment in the on-campus housing complex, even though there’s another complex less than 20 yards away that charges 5 a month.RELATED: Thousands of students move into campus housing ahead of Fall 2019 semesterThe students say they have no other options because a new SDSU policy requires all non-local sophomores to live in on-campus housing.“It’s really frustrating,” said Bengard.Slivkoff added, “I get their point. SAN DIEGO (KGTV) - Funerals will be held next Thursday for two teenagers killed when they mistakenly jumped off a freeway bridge on SR-56 after a crash. 18-year-old Ruben Ortiz Jr. and 17-year-old Jesse Garcia of Escondido were in a 2012 Nissan Altima that went out of control and crashed in Carmel Valley Tuesday night. The teens and four other people got out of the car and ran across eastbound lanes of the freeway. Ortiz and Garcia jumped over the railing, not realizing it was an 80-foot drop into Gonzales Creek. Two girls who had been in the vehicle, 14 and 15 years old, suffered severe injuries and remain in the hospital. “It sat at me and hit me and our community.
