SAN DIEGO (KGTV) - A New York-based pastor who was placed on a government watchlist after traveling to Tijuana to work with migrants is suing the federal government. Kaji Dousa is the senior pastor at Park Avenue Christian Church in New York and a member of the New Sanctuary Coalition, which works with immigrant communities.She had also been the senior pastor at the Table United Church of Christ in La Mesa for several years until 2016.According to a federal complaint, in November, Dousa started traveling to Tijuana as migrants from caravans continued filling the churches and shelters of the border city.“What I do is I go and meet and pray with people. I listen to them. I offer all the gifts of pastoral office,” said Dousa.She traveled multiple times across the border until January, when she was stopped by border agents and taken into a secondary screening area.According to the complaint, a Customs and Border Protection officer interrogated her, at one point asking “about Pastor Dousa’s assistance to asylum seekers and whether she encouraged them to lie in asylum applications.”Dousa denied the claims, but explained “that sometimes during her ministry she assisted asylum seekers, many of whom speak no English, in explaining what caused them to flee their homes,” according to the complaint. 1316

SAN DIEGO (KGTV) — A Malayasian national faces voyeurism charges after a video camera was discovered in the bathroom of a San Diego flight last May.Choon Ping Lee was arrested this week and charged with video voyeurism within the special maritime and territorial jurisdiction of the United States, ABC-affiliate KTRK reported.Court documents revealed on May 5, a passenger on United Airlines flight 646 from San Diego to Houston discovered a blue light flashing in a first-class bathroom. The woman took the device to the flight crew, who in turn brought it to officials at George Bush International Airport.Security at the airport confirmed the device was a video recording device, KTRK reported. Officials reviewed the device's footage to discover it recorded a man installing it in the bathroom, documents say. Airport surveillance connected the man's clothing with footage of him boarding the plane on departure and leaving when it arrived in Texas.Investigators said they also found footage on the device from another flight, where at least two women were captured on camera aboard an Emirates flight.Lee also works for Halliburton, which provided FBI investigators with Lee's travel itinerary and footage of him wearing the same jewelry as seen in surveillance video as well, documents revealed.The company issued a statement to KTRK, reading: "Halliburton is aware of the situation and is cooperating with the FBI and U.S. Attorney's office in their investigation. We have a robust Code of Business Conduct and expect every employee to abide by the standards contained in the Code and all applicable laws."If convicted, Lee could spend up to a year in prison, face a fine, or both. 1696

SAN DIEGO (KGTV) -- A man was killed after crashing into a parked truck on Interstate 5 in East Village near Petco Park Monday afternoon. The crash happened shortly after 1 p.m. on southbound Interstate 5 at Imperial Avenue, according to California Highway Patrol. CHP says the 21-year-old victim from Calexico was reportedly traveling at a high rate of speed when he crashed his 2015 Nissan sedan into a parked cargo truck. CHP says the victim, who hasn't yet been identified, died at the scene. SAN DIEGO (KGTV) - A heat wave expected to bring record high temperatures to San Diego County this weekend will also bring a double whammy of wildfire danger and energy concerns to the area."We ramp up. We get ready," said Cal Fire Capt. Kendal Bortisser. "We'll have extra engines in place and extra personnel on duty."Cal Fire is already stretched thin, as they continue to help with wildfire efforts across the state. Already in 2020 there have been around 7,400 fires with 1.8 million acres burned so far.Last year at the same time, California had only seen 4,500 fires, burning 63,000 acres.Bortisser said prolonged drought created excess fuel."We're starting to see fires get into those areas where dead trees are, and we're seeing these huge fires burning throughout the state,” Bortisser said.There haven't been any major fires in San Diego County this year. Bortisser said people in San Diego can help lower the fire risk this weekend by putting off any activities that could create sparks."We want you do the right thing, but we want you do the right thing at the right time," said Bortisser. "This weekend is not the time to be out there with the power tools trying to clear weeds, chainsaws and things like that."Bortisser added that there is still some time Friday to clear defensible space around your home, so firefighters can protect it if a wildfire starts.Meanwhile, San Diego Gas & Electric is preparing for the surge of energy demand that comes with high temperatures.The California Independent Systems Operator (CAISO), which manages the state's electric grid, issued a Flex Alert for the weekend. They're telling people to avoid heavy energy usage between 3 p.m. and 9 p.m. from Friday through Monday.SDG&E officials say that means San Diegans should not run major appliances like dishwashers or laundry machines during those hours. They also suggest setting air conditioners to 78 degrees to conserve energy."We are staying in very close touch with CAISO," said SDG&E spokesperson Helen Gao. "We're monitoring the weather and grid conditions, so we are ready to respond."At CAISO's command, SDG&E did temporary blackouts for some customers in August during the last heat wave. It was the first time in 20 years that CAISO implemented statewide rolling blackouts.If that needs to happen again this weekend, SDG&E says they'll spread the blackouts across the county so no one area is affected more than another."We'll go by group," said Gao. SAN DIEGO (KGTV) -- A new report found that nearly half of U.S. renters are spending 30 percent or more of their income on rent.The report also found that nearly one quarter of renters spend half of their income or more on rent.The share of cost-burdened renters has doubled since 1960, when just 24 percent of renters were burdened in the U.S., according to Apartment List.RELATED: Rent increases in San Diego due to higher demand, lack of supplyIn San Diego, those numbers rose significantly. In 2016, more than 57 percent of San Diego renters were cost-burdened, meaning they spent 30 percent of their income or more on rent. San Diego ranked 94 for affordability out of the nation’s top 100 largest metros.
