SAN DIEGO (KGTV) - Researchers at UC San Diego Health say they can make a COVID-19 contact tracing app for smartphones but the technology may be getting pushback because of privacy concerns. On Tuesday, ABC10 News spoke to UC San Diego Health Chief Information Officer Dr. Christopher Longhurst about the app that he's offered to develop and study for San Diego County."From a University of California stand point, we're comfortable endorsing this as an appropriate means of helping control this pandemic more quickly while preserving the privacy of our citizens," he told ABC10 News.He said the app would look a lot like Canada's app which was released last Friday. Using a tool created by Apple and Google, it produces random codes and uses Bluetooth to ping other users' phones and share those codes when two people are physically close to each other. "So, the idea is that if I were diagnosed with COVID-19, I would then be given a code [and voluntarily opt in to] put that code into my exposure notification app and that would let other people know who had been near me that they might have been exposed and should be tested," he added.ABC10 News asked Dr. Longhurst about what situations could make it more effective than using human contact tracers. "Contact tracing is a methodology that's been around for 50 years and we've used it for sexually transmitted infections and other outbreaks. It works really well when you're talking about who you might have been intimate with. It's much harder when you think about who you breathed air with. [Additionally], there's limits to being able to actually contact those folks," he responded. When asked about why the technology isn't being implemented in San Diego County, he told ABC10 News, "Our partners at San Diego County Public Health have been very enthusiastic about embracing this new technology but the Apple and Google API can only be used by state public health agencies so we're dependent on the state of California to approve moving this forward."Other countries have moved forward but the U.S. has been slower. Dr. Longhurst attributes that to privacy concerns, but said the program protects anonymity and doesn't track location. "We've really closely evaluated this technology and we believe that the privacy preserving goals have been met," he added. On Tuesday, San Diego County officials confirmed that it's the state of California's decision to go forward and added in part, "If there is an opportunity for the County to partner with the state in a pilot, we would be open to further discussions about this."The California Department of Public Health sent the following response to ABC10 News."The state’s contact tracing program isn’t using contact tracing smartphone technology. Contact tracing involves notifying people who have been in close contact with an infected person to prevent the disease from spreading to others, and most of that work can be done by phone, text, email and chat.We are aware of San Diego's interest in utilizing a contact tracing application. We continue to focus on standing up the manual contact tracing process (via phone, text, email and chat) and the data management tool that assists our contact tracing workforce." 3226

SAN DIEGO (KGTV) - San Diegans are signing up to build accessory dwelling units, or granny flats, in numbers that haven’t been seen in years. According to the city’s development services department people, more than 200 people went through the permitting process in 2018. “It fits for us to build an additional unit, the ADU since the council changed their ordinances,” said San Diego resident Efrain Conrique. Efrain Conrique has been in the same house since the 1960s but is now planning to build a 1,100 square foot accessory dwelling unit in his backyard. The house is for his granddaughter. "Now this way she can not pay for the rental of an apartment and live here,” Conrique said. “So that's a personal thing, but it would work no matter what.” RELATED: Woman builds granny flat to finance retirementThe ease in regulations is having an impact on the building community. "When you build a custom ADU it ads on to the square footage,” said Gregg Cantor of Murray Lampert Design, Build, Remodel. “The resale value is much higher.” Gregg Cantor says he’s working on several projects that wouldn’t have been possible without the recent regulation changes. He says since the City of San Diego streamlined the ADU process, nearly half calls he gets are people looking to build. RELATED: Making It in San Diego: Granny flat an option for families"I think it's a win-win because the citizens have needs rental costs are so high, there's a shortage of rentals.” According to the numbers from 2016 to 2018, ADU permits in the city of San Diego have increased almost 1,000 percent. In 2016, there were only 20 permits. In 2018, that number increased to 213. RELATED: San Diego City Council votes to eliminate 'granny flat' fees"We’ve adopted new regulations to allow for these in not only traditional single-family neighborhoods but also multifamily properties as well,” said Gary Geiler the Deputy director of the city's development services department. Geiler says in the past few years city officials have expanded the zones in which ADU’s are allowed, eliminated the parking requirements, increased the size from 700 square feet from 700 to 1200, and waived Development Impact Fees, Facility Benefit Assessment Fees and General Plan Maintenance Fees for the construction of “companion units,” otherwise known as accessory dwelling units or granny flats. “These are all getting approved, and in the cases where we're finding there may be an issue with the setback encroachment or parking we're working with the applicants the homeowners, designers to find solutions,” Geiler said. 2587

SAN DIEGO (KGTV) -- San Diego County and other cities are trying to give businesses and places of worship more options that would allow them to expand into nearby parks, and while some are taking the help, others are finding alternative ways to stay open.Last weekend, in Encinitas, a massive church gathering was organized, with photos of the event posted on social media. At the gathering at Cardiff State Beach, crowds of people were seen singing, praying, and cheering. Most people weren’t wearing masks and not many people were practicing social distancing.RELATED: Concerns over mass crowds gathered for religious gathering at beachThe event was organized by Worship Leader Sean Feucht, but the State Parks Department said the event did not have a permit. That gathering is the type of mass-attendee event that county officials and other local leaders are working to avoid.Earlier this week, county officials warned three local churches after it was reported they were still holding services indoors – a violation of the state’s guidelines for places of worship. In response to the weekend beach gathering, City of Encinitas officials sent ABC 10News a statement saying they are offering temporary commercial use permits for religious services, fitness classes, or other similar types of activities in outdoor recreational areas.RELATED: Health officials warn local churches about holding indoor servicesSeveral weeks ago, Poway leaders launched their own initiative to allow for outdoor operations. Mayor Steve Vaus said they’ve already gotten businesses that are using the park space for fitness classes. He’s also talked to several places of worship and they are working on plans to sign up for park space.Vaus explained the process: “You call our community services department. Of course, social distancing will have to be followed and masks will be required. And they’ll set aside a space for you. And with proper insurance coverage you can use that space for your activities.”County Supervisor Dianne Jacob is looking to expand this option at the county level. She’s asking the board to approve a similar plan allowing businesses and places of worship to use county parks. The issue will be discussed next week. 2227
