SAN YSIDRO, Calif. (KGTV) — A man convicted of murder in Honduras was arrested after border agents say he was caught crossing the border with members of a migrant caravan in Tijuana.Miguel Angel Ramirez, 46, was arrested on Nov. 24 around 11 p.m. after he was caught entering the country illegally about a mile east of the San Ysidro Port of Entry, according to U.S. Customs and Border Protection. Two other men traveling with Ramirez were also arrested, one of who had previously been deported, according to CBP.Border agents say Ramirez admitted to being convicted of murder and was released a few months ago. The Honduran Consulate in Los Angeles confirmed he had served 10 years in a Honduras prison for homicide and another 3 years for robbery. He added that he had traveled to the U.S. among the migrant caravan from Honduras, border agents said.RELATED: Mexico's new president could change border policy“It was Border Patrol agents’ effort and valued partnership with the Honduran Consulate in Los Angeles that helped us identify a dangerous convicted felon moving amongst the migrant caravan," San Diego Sector Chief Patrol Agent Rodney Scott said.Ramirez and the two other men, ages 22 and 38, are all Honduran nationals and being held in Department of Homeland Security custody pending deportation proceedings. The arrest was made a day after El Centro border officials say an admitted MS-13 gang member suspected of being in the U.S. illegally was arrested near the Calexico Port of Entry.Border officials said 29-year-old Jose Villalobos-Jobel, of Honduras, told agents he had traveled to the U.S. border within the migrant caravan group as well. He is set to be returned to Honduras. 1703

SAN FRANCISCO (CNN) - James Schwab, a spokesman for the San Francisco Division of Immigration and Customs Enforcement, has resigned, citing what he says are falsehoods being spread by members of the Trump administration including Attorney General Jeff Sessions."I just couldn't bear the burden -- continuing on as a representative of the agency and charged with upholding integrity, knowing that information was false," he told CNN on Monday.Schwab cited Acting Director Tom Homan and Attorney General Jeff Sessions as being the purveyors of misleading and inaccurate information, following Oakland Mayor Libby Schaaf's controversial decision to warn the community of an upcoming ICE raid.ICE released a press release on February 27 about the operations in Northern California in which Homan stated that "864 criminal aliens and public safety threats remain at large in the community, and I have to believe that some of them were able to elude us thanks to the mayor's irresponsible decision."Sessions also repeated a similar estimate in his remarks while visiting Sacramento last week."Those are 800 wanted criminals that are now at large in that community -- 800 wanted criminals that ICE will now have to pursue with more difficulty in more dangerous situations, all because of one mayor's irresponsible action," Sessions had said.Schwab said he took issue with their characterization."Director Homan and the Attorney General said there were 800 people at large and free to roam because of the actions of the Oakland Mayor," he told CNN. "Personally I think her actions were misguided and not responsible. I think she could have had other options. But to blame her for 800 dangerous people out there is just false.""It's a false statement because we never pick up 100% of our targets. And to say they're a type of dangerous criminal is also misleading."Schwab said he brought up his concerns to ICE leadership and was told to "deflect to previous statements. Even though those previous statements did not clarify the wrong information.""I've never been in this situation in 16 almost 17 years in government where someone asked me to deflect when we absolutely knew something was awry -- when the data was not correct" he said. The Oakland mayor said in response to the former spokesman speaking out, "I commend Mr. Schwab for speaking the truth while under intense pressure to lie. Our democracy depends on public servants who act with integrity and hold transparency in the highest regard."Schwab also said he is a registered Democrat, but has been a loyal federal servant, regardless of which party is in power.CNN reached out to ICE in Washington and the Department of Justice for comment. 2717

Erik Raney says the Conception has been secured underwater, where it will remain until it is safe to resume the salvage operation.RELATED: Owners of Conception seek to head off lawsuits after 34 die in boat fire off Santa Cruz IslandInvestigators eye possible causes of Conception boat fire off Santa BarbaraThirty-four scuba divers died when the boat caught fire and sank before dawn on Monday. SAN YSIDRO, Calif. (KGTV) - New restrictions in place at the border designed to slow the spread of COVID-19 are also drastically slowing traffic. Some commuters reported waiting seven, eight, nine hours trying to cross into San Ysidro from Mexico over the weekend.A woman in her late 80's died Sunday while waiting in a car with family to cross into San Ysidro, according to reporting partner Televisa.Emilio Tamez owns three restaurants in the South Bay, including one in San Ysidro. Many of his employees live in Tijuana."They're just hurting more businesses, and they're hurting the people who are holding the economy right now," said Tamez. The U.S. Customs and Border Protection Agency started implementing the new measures Friday. They're designed to discourage people from traveling to Mexico for non-essential travel."You've got this, history of many decades of people going across for work purposes or for business purposes things that have nothing to do with leisure or tourism, these are people whose livelihood depends on the border, so you're affecting that large group of people," said Gustavo De La Fuente, executive director of the Smart Border Coalition.De La Fuente said he understands the move to an extent."In some cases, people should stay home, if you want to go into Ensenada or Rosarito for tourism purposes, right now is not the best time to do it," said De La Fuente.A spokesman with CBP sent 10News a statement, that reads in part:"According to the U.S Customs and Border Protection, a recent survey of more than 100,000 travelers on the southwest border found that the vast majority of cross-border travel by U.S. citizens and lawful permanent residents is for purposes that are not deemed essential. To respond to the ongoing public health crisis and protect local southwest border communities, CBP is taking measures to discourage non-essential travel to and from Mexico to limit the spread of COVID-19 in the United States. "Tamez said it's the people working the hardest who will suffer the most."I find it to be very cruel, these people already, before would have to get up 3 hours early just to get to a job here," said Tamez.Similar measures are in place in Tucson, El Paso, and Laredo Texas. The restrictions are expected to last until at least September 21st. 2302
