HONOLULU, United States, Nov. 12 (Xinhua) -- Chinese President Hu Jintao said here Saturday that China will deepen economic structural reform, grow a green economy, enhance protection of intellectual property rights and open wider to the outside world.Hu made the remarks at the CEO summit of the Asia-Pacific Economic Cooperation (APEC) ahead of the APEC Economic Leaders' Meeting.Hu noted that while China's economy has grown steadily and the country is opening wider to the outside world, China still faces the major challenge of unbalanced, uncoordinated and unsustainable development.China, he said, will continue to deepen reform and opening-up, improve people's livelihood and promote sustained, steady and fairly fast economic growth and social harmony and stability.Hu then laid out a four-point proposal to achieve the goals, with the first being that China will deepen economic structural reform and improve business and investment environment.Second, China will honor its commitment to growing a green economy and promoting the conservation culture, Hu said.From 2011 to 2015, China's investment in the environmental sector will double that of the previous five years to about 3.1 trillion yuan (about 488.5 billion U.S. dollars), Hu said, adding that China's green industry is a key area for foreign investment.Third, China will step up protection of intellectual property rights and make itself a country driven by innovation, he said.China will vigorously boost scientific and technological innovation and turn enterprises into major players of such innovation, while further improving the legal system for intellectual property rights protection, he said.Fourth, China will open wider to the outside world and take an active part in global economic governance and regional cooperation, Hu said.China, he said, will give equal importance to import and export and focus more on increasing import while maintaining a stable level of export.Noting that China's development constitutes an important force driving regional and global economic growth, Hu said that China will work together with others to create a better future for the Asia-Pacific region.

UNITED NATIONS, Nov. 1 (Xinhua) -- China on Tuesday urged the International Atomic Energy Agency (IAEA) to further strengthen its leading role in enhancing global nuclear safety and promoting relevant international cooperation.Wang Min, Chinese deputy representative to the United Nations, made the remarks at an open meeting of the 66th session of UN General Assembly on the IAEA report.IAEA shoulders important responsibilities in promoting peaceful uses of nuclear energy and preventing nuclear proliferation, Wang said, adding that it needs to further summarize experiences and lessons of the Fukushima nuclear accident, assisting member states to enhance nuclear safety and emergency response capabilities.Wang urged the IAEA to "increase technical assistance to developing countries, improve newcomer's national nuclear infrastructure and promote the safe, secure and sustainable development of nuclear energy."The IAEA was also asked to strengthen nuclear safeguards regime, effectively prevent nuclear proliferation, and maintain an objective and impartial stand on sensitive and hot nuclear issues.China has always adhered to the principle of "safety first", he said. BEIJING, Jan. 22 (Xinhua) -- China restored 23,000 hectares of wetlands in 2011, according to the latest figures from the State Forestry Administration (SFA).An SFA spokesman said China reinforced wetland protection in 2011 by increasing subsidies in protecting wetlands. In the year the country carried out 42 wetland protection projects, increased 330,000 hectares of protected wetland areas, added four wetlands of international importance and 68 national wetland parks.The spokesman said in 2012 the country will further step up wetland protection and restoration, finish the second national wetland resources investigation and carry out pilot projects in assessing healthy conditions of the wetland ecological system.So far China has built more than 550 wetland natural reserves, 37 wetlands of international importance, which were listed in the Ramsar international wetland convention, and 100 national wetland parks. About half of the country's natural wetlands have been brought under effective protection, the SFA said.

SAN FRANCISCO, Dec. 29 (Xinhua) -- The United States Patent and Trademark Office on Thursday published a patent application from Apple related to face and presence detection for iOS devices, which is expected to be one of the next chapters for mobile security.According to AppleInsider, a news and rumor website focusing on Apple, the patent is entitled "low threshold face recognition" which is a low-computation solution for quickly and accurately recognizing a user on iPhone, iPad, iPod Touch and MacBook.Patently Apple, a blog focusing on Apple's latest intellectual properties, said that iOS devices would acknowledge the presence of the potential user by turning on the display and then trigger a subsequent process for recognizing the potential user's face.Currently, most face recognition systems tend to be robust ones working in various lighting conditions, orientations, scale and etc., which will require computing resources and drain battery life. There are also security-type face recognition systems working under controlled lighting conditions which could be ineffective due to factors like proximity of the user to the camera.Google's latest Android 4.0 operating system, codenamed Ice Cream Sandwich, already features face detection. But it is reported that the feature doesn't always work and can be bypassed by using a photograph of the phone's owner.Apple's solution would reduce the impact of lighting conditions and biometric distortions on an image, said AppleInsider, citing the filing. Apple said it would rely on a "high information portion" of a human face, such as eyes, mouth or the tip of a user 's nose.The "likely presence" of a human face in front of the camera would be captured through an "orange-distance filter" which would also be used to detect the potential user's skin tone and measure the distance of their face from the camera.Meanwhile, iOS devices could also be set to recognize faces of multiple users, presenting each user with a personalized configuration.According to AppleInsider, the patent application was first filed by Apple in June, 2009.Analysts said that the proposed technology could be Apple's next big innovation as it has record of redesign and give its unique appeal to products that have not caught on with the general public.

NAIROBI, Nov. 15 (Xinhua) -- The UN refugee agency said on Tuesday there has been an outbreak of cholera in Dadaab, the world's largest refugee camp in Kenya, which is believed to have started among new arrivals who had most likely acquired it in Somalia or en route to the camp.The UN High Commissioner for Refugees (UNHCR) said the situation in Dadaab, home to Somalis fleeing famine and conflict, is being exacerbated by heavy rains and accompanying risks of waterborne diseases."Rains and flooding had affected the trucking of water to parts of the camps, and we fear some refugees resorted to using unsafe water from flooded areas," the UN refugee agency said in a statement released in Nairobi.According to UNHCR, there are now 60 cases in the camps, including 10 laboratory-confirmed cases and one refugee death. To manage the outbreak, UNHCR and partners have set up cholera treatment centres for severe cases, it said.The UN agency deplored insecurity which it said continues to affect aid efforts more than a month after the kidnapping of three aid workers in Kenya's Dadaab refugee complex.The UNHCR says insecurity is still hampering aid efforts in the area, despite the deployment of 100 Kenyan policemen in the last month.UNHCR is assisting them with vehicles, shelter and telecommunications equipment."Together with our partners, we are exploring options to gradually resume full operations despite continued security incidents in and around Dadaab. In the meantime, refugees are still receiving life-saving aid, namely food, water and health care," it said.According to the agency, most cases can be managed through oral rehydration solutions (ORS) that can be given at home or at the health posts."We are working with UNICEF and the Ministry of Health to train health workers in the community-based management of diarrhoea so that patients can begin treatment at home," it said.UNHCR said it has increased levels of chlorine, which kills cholera-causing bacteria, at water points in the camps. These, it said, are monitored to make sure they are maintained at the correct levels."We are also promoting hygiene practices among the refugees, especially the use of latrines and hand washing with soap. Each refugee received 250 grams of soap with the latest food distribution and this will continue monthly for several months," UNHCR said.Dadaab is home to more than 400,000 registered refugees, nearly all of them Somali, with an estimated 70,000 people having arrived in July and August as conditions in their homeland rapidly deteriorated.
