Arlington National Cemetery is a shrine that honors our military.But on this Memorial Day, it’s facing a dilemma. It's running out of room, and is now considering restricting who can be buried there.“Arlington National Cemetery is just so special. Around here we say every day is Memorial Day,” said Karen Durham-Aguilera, the executive director of Army National Military Cemeteries.  “Without a change, every veteran who served in a Gulf War conflict, that's Iraq, Afghanistan and all the other conflicts we've been in since then, will not have the honor of coming here, even if they're medal of honor recipients."The cemetery holds more than 7,000 burials a year, or about 30 a day.With aging veterans and on-going conflicts, the cemetery is running out room and, if nothing changes, they'll run out of space in the next twenty years or so. Unable to expand much more, the cemetery is now looking at putting new restrictions on who can be buried there.On its website, the cemetery is now taking a survey asking the public for input on which veterans should get priority. For example: those killed in action, retired veterans, or those who received high honors, like a Purple Heart or Medal of Valor.“Anybody can take it. It's very narrowly focused, saying what do people want us to do." An orca whale believed to be grieving her dead calf has carried it with her for five days now.The calf died a half-an-hour after its birth, scientists said. They are monitoring the whale as she has carried the calf on her nose and dives to pick it up when it falls off.Officials said it is a rare occurrence for a whale to keep its dead calf with it. This is the first calf in three years born to endangered orcas.On Saturday evening, the whale and her calf were spotted in Canadian waters. 503

Franklin's career spanned half a century, immortalized by hits such as "RESPECT" and "(You Make Me Feel Like) A Natural Woman." Amid the political gridlock in Washington, it’s one of the rare instances of a bill getting marshaled forward in a bipartisan fashion.It’s called “The Crisis Stabilization and Community Reentry Act of 2020,” which recently passed the U.S. Senate. At its core, it would help provide mental health services for people in the criminal justice system who don’t usually get it.“It tries to deal with a fundamental problem we have in this country, that too many people with mental illness end up in jails and prisons,” said Chuck Ingoglia, CEO of the National Council for Behavioral Health. “I've had the opportunity to go around the country and to talk to local sheriffs and they understand that people with mental illness don't belong in their facilities, don’t do well in their facilities.”In fact, from 2006 to 2016, in jails around the country, suicide was the leading single cause of death. Yet, the problem goes beyond prison walls.It can be a lonely road for inmates after they have served their time and are released back into the community. Part of what the bill hopes to address is what happens with their mental health since many of them report they don’t have health insurance to get their needed medication.About 80 percent of inmates released lack health insurance, and those that do have it, often wait an average of 48 days to get an appointment at a behavioral clinic.To fill in that gap, among other things, the bill would allocate million a year for five years towards programs that strengthen the link between law enforcement and community mental health providers.“Unfortunately, in many places, there is no alternative,” Ingoglia said. “This bill, these new grant programs that it's seeking to create, would try to give more options to communities.”It’s a bill whose future now lies in the hands of the U.S. House of Representatives. 1861

As hundreds of homeless wait to return to the Alpha Project tent in downtown after it was flooded last week, San Diegans are stepping in to give them a little holiday cheer.ABC 10News reporter Natay Holmes was at SDCCU Stadium on Sunday morning where a local photographer, Abe Barron, and a group of kind-hearted volunteers, donated food and treats to those in need.Their mission is called "X-Mas on the Street." The group got together to make 800 tamales to hand out, along with some festive Christmas cookies. Barron and the volunteers will be at the stadium today until noon. Anyone else wishing to donate to the Alpha Project today can visit Gate C through today.The Alpha Project shelter expects to be at the stadium for another week. 748
